About this file
This is a Request for Information (RFI) issued by Naval Air Systems Command (NAVAIR) on behalf of the Program Management Office for Aerial Targets (PMA-208) regarding additively manufactured solid propulsion systems for supersonic aerial targets.
The RFI, issued May 15, 2026, with responses due June 22, 2026 at 5:00 PM ET, seeks market research on industry capabilities to design, develop, qualify, and manufacture a solid-propellant ducted rocket motor. The Government seeks a propulsion system capable of boosting a target vehicle to supersonic speeds (Mach 2.5 or greater) and sustaining flight at sea-skimming altitudes for over 60 seconds. The system must integrate within a cylindrical envelope of approximately 15 inches in diameter and 120 inches in length, not exceed 600 pounds total mass, provide standard mechanical and Military Standard electrical interfaces, and operate reliably in naval carrier and shore-based environments including shock, vibration, temperature extremes, and corrosive conditions. NAVAIR is considering awarding one or more Other Transaction Agreements (OTA) pursuant to 10 U.S.C. § 4022 for prototype development, with potential production follow-on. Interested parties should submit capability statements (maximum 20 pages) addressing corporate capability and experience with solid or hybrid propulsion systems and additive manufacturing of flight-critical metallic components, technical approach including Technology Readiness Level assessments, development and qualification schedules with cost estimates, production capacity at 20-40 units annually, and identified technical, programmatic, and industrial base risks. Responses should be submitted via email to Joseph Perriello (joseph.c.perriello.civ@us.navy.mil) or Raymond Cannon (raymond.c.cannon2.civ@us.navy.mil).
