About this file
This document is a Sources Sought notice from the Naval Air Systems Command related to a Precision Attack Strike Munition (PASM) requirement for the United States Marine Corps. The notice is for informational and planning purposes only and is not a solicitation. The Navy is conducting market research to identify potential sources capable of rapidly developing, maturing, integrating, prototyping, testing, qualifying, and fielding 36 PASM prototypes by FY27. Key requirements include a VTOL-capable, network-enabled, long-range precision weapon that meets specified technical thresholds for range, speed, and carriage. The Navy is considering awarding an Other Transaction Agreement for this prototype effort, which could lead to a follow-on production contract. Interested parties are requested to submit capability statements addressing their relevant experience, technical approach, and ability to meet the schedule and requirements within 15 working days of the notice posting.

INTRODUCTION
Naval Air Systems Command at Patuxent River, MD is conducting additional market research to determine if there are any responsible sources that have the capability, experience and facilities required to support the rapid development, maturation, integration, prototyping, test, qualification and initial fielding of prototype Precision Attack Strike Munition (PASM) units, formerly referred to as the Long Range Attack Missile (LRAM) weapon system in support of the United States Marine Corps (USMC).
This additional market research will refresh the list of responsible sources based on updated requirements received from the USMC.
REQUIREMENTS
The USMC requires a Vertical Takeoff and Landing (VTOL) Family of Systems (FoS) aircraft agnostic, network enabled, long-range precision weapon that will generate an asymmetric advantage in range, standoff, and lethality to deter/destroy both maritime and land-based targets. The USMC’s desired PASM solution is for a Weapons Open System Architecture (WOSA) design that allows modularity trade-space for various mission specific payloads with a minimum total payload weight capacity of 25 pounds (lbs.) to include a weapon seeker and warhead (but excludes fuel weight), while relying on a Universal Armaments Interface (UAI) for launch platform integration. The Naval Air Systems Command is considering awarding an Other Transaction Agreement (OTA), pursuant to 10 U.S.C. 4022 “Authority of the Department of Defense to carry out certain prototype projects,” for PASM in FY2025.
The prototype effort must result in early operational capability (EOC) of thirty-six (36) fieldable prototypes in FY27. If NAVAIR elects to move forward with an OTA, the prototype project may provide for the award of a follow-on production contract.
The objective of this notice is to help the Government determine if there are existing sources with the capability and experience to rapidly prototype, integrate, test and field a long-range, network-enabled weapon system capable of launch from an AH-1Z Vertical Takeoff and Landing (VTOL) platform, for proof of concept, to meet the following threshold requirements:
Attribute Threshold Range (sea level, standard day)
Guided range shall be greater than 150 nm.
Aircraft Employment Envelope
PASM shall be launch capable from AH-1Z at launch speeds of 120 KTS or less, with a maximum drop of 250 feet or less at all mission flight profiles, without requiring launch specific maneuvers.
Speed (minimum) PASM shall have a minimum no-stall flight speed of no less than or equal to 120 KTS
Speed (maximum) PASM shall have a maximum flight speed of no greater than or equal to 285 KTS.
Quantity of Carriage A minimum of two (2) PASM shall be able to be carried per hard-point on an AH-1Z.
Weight PASM all-up-round (AUR) shall weigh less than or equal to 200 lbs.
Shipboard Compatibility PASM shall meet USN qualifications for compatibility with all air-capable ships.
Probability of Hit (Ph) PASM shall have a probability of hit of >= 85% against stationary ground targets and moving maritime targets with a specific Designated Point of Impact (DPI).
Network Enabled Capability PASM shall be capable of performing pre-launch net entry (inhibited control) and post launch Network Enabled Weapon Commands via tactical data link in accordance with MIL-STD 6016-G.
Human Machine Interface PASM shall be capable of receiving pre-planned and immediate tasking post host-vehicle takeoff, but prior to weapon launch, via a Government Furnished Equipment (GFE) tablet with a specific time of arrival (TOA).
Common Interface Standards PASM must comply with Universal Armament Interface (UAI) standards.
Modularity PASM shall be WOSA compliant and provide a modular architecture capable of interchanging existing GFE kinetic and non-kinetic payloads or other government-directed equipment at the Intermediate Level Maintenance Facility.
Early Operational Capability
(EOC)
The Program Office delivers a minimum of 36 PASM, storage containers, all specific manuals, training, support equipment, load trainer, and test equipment for an AH-1Z squadron by FY27.
