About this file

This document is a Class Justification and Approval (CJ&A) for a sole-source contract with Perspecta Engineering Corporation for continued development and sustainment of Tomahawk Mission Planning Center (TMPC) subsystems. The contract covers systems engineering, software engineering, system design, configuration management, operations support, quality assurance, integration and test, and integrated product support for multiple TMPC subsystems deployed across 189 sites worldwide, including Mission Distribution System, Communications System, Enterprise Database, Multi-Level Secured Guard, and Intelligence Support tools.

The justification emphasizes Perspecta's unique expertise and existing infrastructure, noting that switching to another contractor would cause unacceptable delays in critical military technology development. Key milestones include TMPC 7.0 in FY2023, Conventional Prompt Strike capabilities in FY2023/FY2025, and TMPC 8.0 in FY2028. The contract is authorized under 10 U.S.C. Section 2304(c)(1) for sole-source procurement, with the authority to award orders expiring on 30 September 2026. The Navy is simultaneously pursuing a Small Business Innovation Research (SBIR) effort to develop a roadmap for potentially decomposing and containerizing the current software in the future to enable broader competition.

CJ&A 21-0027

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. Section 2304(c)(1), One source or limited sources.

5. Rationale Justifying Use of Cited Statutory Authority.

In accordance with FAR 6.302-1(a)(2)(ii)(B), award of this follow on requirement to any source other than Perspecta would result in unacceptable delays to planned and scheduled work already in progress for TMPC subsystems that must be accomplished to meet the below TMPC and TWS IOC milestones:

- TMPC 7.0 FY2023

- TMPC Conventional Prompt Strike FY2023 (Army)/FY2025 (Navy)

- TMPC Mid-range Capability FY2023

- TMPC 8.0 FY2028

Award to a contractor other than Perspecta would also cause unacceptable delays to the influx of Tomahawk Rapid Deployment Capability requirements, other threat-pacing efforts, and the recent requirement in FY20 to integrate Conventional Prompt Strike (CPS) into TMPC, which is a Joint Service effort that uses TMPC to close a major capability gap utilizing Army and Navy launch platforms. To meet the aggressive timelines for delivery of required TWS capabilities, schedule delays due to a new developer acquiring the necessary expertise to modernize and add new functionality to the Perspecta products are unacceptable.

Perspecta has been the sole developer and maintainer for multiple TMPC subsystems initially awarded pre-milestone II (B) in 1990 through a competitive selection as part of the TMPC upgrade program. Perspecta has been providing continued development, delivery and sustainment necessary to improve system reliability, responsiveness, usability, and incorporation of changes required to maintain compatibility with other systems (i.e. changes to imagery formats, geo-spatial databases, etc.).

The Perspecta team is currently staffed with qualified, uniquely experienced personnel who provide expert software development, maintenance and sustaining engineering, and modernization and modification of the TMPC at approximately 189 sites including: the Washington Planning Center (WPC); Cruise Missile Support Activity Atlantic, Pacific and United Kingdom; Tomahawk Strike and Mission Planning Cells at all Maritime Component Commander Headquarters; Carrier Strike Groups; approximately 145 surface and subsurface launch platforms; and, approximately 20 training commands and test labs. With TMPC products in excess of two million source lines of code, only Perspecta can continue development of the TMPC subsystems in a timely manner to support the required deliveries. Based on previous contracts, the typical time for a Systems Engineering and Integration Agent (SEIA) contractor to acquire in depth knowledge of Controlled Software Configuration Items and weapon system requirements is estimated to be 5 years. A contractor not possessing in depth knowledge of Controlled Software Configuration Items and weapon system requirements upon contract award would create a gap in the ability to deliver, operate, and maintain the systems already deployed. Perspecta has existing qualified and security cleared personnel who have a thorough understanding of the software architecture and structure, the requirements to be met, and the interfaces, as well as how Perspecta products interact with the interfaces.

Additionally, Perspecta produced systems are a critical subsystem of TMPC which must be integrated with two other subsystems, the Targeting and Navigation Toolset (TNT), developed by BAE Systems Information and Electronic Systems Integration Inc., and the Tomahawk Planning System (TPS), developed by Tapestry Solution, Inc., a Boeing Company. These three developers are interdependent on all changes and upgrades made to the TMPC system.

Further, Perspecta already has a Defense Counter-Intelligence and Security Agency accredited development lab to the Secret level and a SIPRNET connection in place to support TMPC. Based on previous contracts, accreditation of a new contractor could take up to 2 years. Awarding to a source other than Perspecta and having to go through the accreditation process could result in a failed commitment to deliver working weapon systems to the fleet by the required IOC milestones.

In addition, Perspecta personnel are cleared to Top Secret (TS) with Single Scope Background Investigations (SSBI).

Introducing a replacement for Perspecta would be detrimental to the programs ability to effectively continue development, delivery and sustainment of currently deployed systems at 189 sites worldwide. Due to the aforementioned factors discussed above, awarding to a source other than Perspecta would result in unacceptable delays to the fleet.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A request for a waiver of DFARS PGI 206.302-1 Request for Information/Sources Sought requirement was approved (Ser AIR-244-21-022). A pre-award synopsis will be issued at the order level in accordance with FAR 5.201. In the event a contractor other than Perspecta expresses interest in a procurement, the Contracting Officer will review the contractor's qualifications and address accordingly. For reasons set forth in paragraph 5, no additional market research will be conducted because it is not practicable at the present time for any company other than Perspecta to provide the required supplies and/or services.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this CJ&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

At this time, Perspecta is the only contractor with the experience and expertise of TMPC subsystems and integration with other vendor subsystems, requisite security clearances, and accreditation to meet the Governments requirements without an unacceptable delay. However, PMA-281 is pursuing a Small Business Innovation Research (SBIR) effort to develop a roadmap detailing how to decompose the current Perspecta developed subsystems. Development of the roadmap and successful containerization of the software will allow NAVAIR to add new

Because this effort is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(i), the prior CJ&A number was provided to the approval authority for reference. Approval of this CJ&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(ii).
