One‐on‐Ones:

Based on feedback and as addressed in the below questions, the one‐on‐ones will be delayed in order to provide Industry with adequate time to review the model and based on the delay in release of the

Statement of Work (SOW). We are looking at dates in the future to meet for the one‐on‐ones, and will be provided in future correspondence.

Please feel free to send questions you may currently have. However, the date will be extended for all questions and will be provided in future correspondence.

Planned Future Industry Engagements:

The PMA‐271 TACAMO Recapitalization Program intends to hold another Industry Day at Mitre in

McLean, VA, (date to be determined). This is not a request for registration and an announcement in the next couple of weeks for the classified event will be posted to include the date. The event will be followed with prime one‐on‐ones from the August 2022 event whereby the E‐XX MBSE model was provided and the primes can include any potential subcontractors that they desire as we will not limit the number of attendees at the one‐on‐ones.

The upcoming Industry Day will be for all of industry to include potential primes and any subcontractors.

The intention of this event will be to communicate the following:

‐ Overview and review of the E‐XX Acquisition Strategy

‐ Scope of the EMD competition o Walk through of Draft SOW o Top level Draft E‐XX MBSE Model Requirements o Details on Directed Subcontractors to include scope

‐ Planned Schedule o Based on feedback PMA‐271 has been fine tuning the schedule and will share upon being finalized.

Questions:

‐ One‐on‐ones were planned for 8 September 2022 for the primes that attended the 2 August

Industry Day. Could we slide that date to give further time for review of the E‐XX MBSE Model and other documents?

o Yes based on feedback we will delay the one‐on‐ones.

‐ For the one‐on‐ones it was stated that no more than six (six) attendees from Industry would be allowed. Can we have a larger number of individuals attend, as we would like to bring our subcontractors?

o Yes; we will have the space for the necessary attendees.

‐ The E‐XX SOW was to be provided on 12 August 2022 could we please get a copy?

o The SOW is not ready for release at this time. Once ready it will be provided.

‐ Does PMA‐271 intend to update the version of the CAMEO software from the V19?

o At this time we do not intend to update.

‐ Does the E‐XX MBSE Model identify the Government Furnished Property (GFP)?

o The E‐XX MBSE Model identifies known required components by part number. The draft

Request for Proposal (RFP) will include a complete listing of all GFP.

‐ Can I share the E‐XX MBSE Model with other groups within the company that have different cage codes?

o For any other cage codes you would like to have the E‐XX MBSE Model please request and additional DD Form 254s will be provided.

‐ Will PMA‐271 be approving the request for the ATO for the Top Secret E‐XX MBSE Model?

o No all ATO approvals need to be submitted to DCSA/DCMA.

‐ Is there an OCI concern with transitioning from the EMD effort to LRIP and beyond?

o No. A production decision has not been made if it will be Sole Source to the EMD contractor or a full and open competition.

‐ How will PMA‐271 exchange classified material in the pre‐RFP to contract award phase and will it differ post contract award?

o PMA‐271 is requesting industry ideas and this to be a discussion point at the one‐on‐ ones.

‐ Please provide a list of companies who attended along with the Point of Contact from the

Industry Day event.
