The Fed Biz Ops web also indicates questions shall be submiyyed no later than 12:00 pm EST on 14 December 2018. Please clarify the correct date. | The cut-off date for questions is 12:00 pm Eastern Standard Time on 07 December 2018. The FBO web page has been amended to reflect this time and date. |
RFP Attachment 2 - Sections L/M, Instructions to Offerors/Evaluation Criteria | RFP Attachment 2 para G Oral presentation indicates Internet Access will NOT be provided. Since our key subcontractor performing the solution live demonstration is located in Orange County, CA; will a Skype-type web meeting be allowed? | The Government cannot guarantee that the Skype-type meeting will function appropriately on the JVE (JSF Virtual Environment). We can attempt to load a meeting on a Government computer, but would highly recommend the contractor bring its own "hot-spot" or other connection device to ensure proper functionality.
RFP Attachment 2 - Sections L/M, Instructions to Offerors/Evaluation Criteria | Since the RFP does not request a Management Volume, can Vol. 1 page count be increased to include organizational and management elements, or should these items be included in the cover letter? | If an Offeror provides a Management Volume, that information shall be included in the cover letter. Page numbers and required proposal information remain unchanged.
General | Please advise as to the previous sole source notice and how that relates to current set-aside competitive opportunity. | Upon review of the capabilities statements submitted in response to the synopsis, the Government decided to compete this requriement as a 100% WOSB Set Aside.
Instructions E | The instructions state that “All proposal information shall be submitted in either MS Word or PDF format except for Pricing information (Volume II). Pricing information shall be submitted in MS Excel format. Each volume shall be submitted as a separately-labeled electronic file.” Please confirm that this applies only to the numerical/spreadsheet portion of the pricing volume, and that the other portions (pricing information to support completeness and reasonableness of proposed prices, breakdown showing skill mix and position descriptions, etc.) may be provided in Word or PDF format. | Offerors may submit a pricing narrative in MS Word or PDF to suport the information submitted in MS Excel format.
Instructions I.1 | The Cover Letter instructions state that the cover letter must include a statement that “acknowledges use of non-Government advisors (if applicable).” Is the use of non-Government advisors applicable to this order? And if it is, what does it mean? | The use of non-Government advisors is not applicable to this order
Instructions I.2 | The instructions state Offerors shall also provide a completed copy of Attachment 3, CLIN Structure Pricing Sheet, populated with the CLIN unit prices and CLIN total prices. Attachment 3 is a QASP; no CLIN Structure Pricing Sheet is provided in the attachments. Please provide the referenced pricing sheet. | The instructions have been amended to reference Section B of the solicitation.
Instructions G | The Government indicates that there will be a 60-minute oral presentation followed by a 15-minute Q&A. It then indicates that a demonstration of the tool/solution/application is permitted and expected. Other than the expected (Day 1 capability) product demonstration, what additional items/information does the Government want us to present during the Orals presentation? | The Offeror shall provide a presentation that summarizes their proposal, especially any strengths they would like to highlight and how their proposal/solution meets the Government's needs. Depending on their demonstration, an introduction to the proposed tool/solution prior to the demonstration may be provided. The Offeror is not required to use the complete 60 minutes.
Instructions G | When will Offerors be notified of the time/date/location of the product demo/oral presentation? | A time slot, date, and location will be provided upon receipt of proposal. General location will be in Crystal City, Arlington VA. Offerors may provide preferred date/times upon proposal submittal
15 Instructions I (2) and Evaluation Criteria In reviewing the Evaluation Criteria and the SOW it seems that the Government is seeking a Software as a Service (SaaS) subscription (or subscription like) solution (tool/application) for this requirement; however, the Volume II pricing instructions state: “A breakdown should be provided which shows the skill mix, labor categories, labor rates and position descriptions.” Secondly, the CLINs for this project, requesting pricing against a number of suppliers, further suggest a SaaS solution approach. Will the Government confirm they want a SaaS subscription (or subscription like) solution and that the request for ‘skill mix, labor categories, labor rates and position descriptions is not applicable for this order? We are not dictating the type of solution required as we will analyze how each proposal meets our needs. If an offeror proposes a subscription-like solution, then they would identify in their proposal that there is no labor breakdown required as it is covered within the service subscription. What would need to be detailed is any labor that is part of the subscription service. However, the offerors may choose to propose a solution that would require a labor breakdown.
Evaluation Criteria - Basis of Award (3) | For the Technical Factor, what is the evaluation weighting scale for each Sub Factor (Technical Maturity, Continuous Monitoring, Data Collection, and Data Display)? | Technical subfactor 1 (Technical Maturity) is significantly more important than the other technical subfactors. Technical subfactor 2 (Continuous Monitoring) is more important that technical subfactors 3 (Data Gathering) and 4 (Data Display). Technical subfactors 3 and 4 are of equal importance.
Evaluation Criteria - Basis of Award (3) | How will the aggregate evaluation score be computed (e.g. weighted average, summation, etc.)? | Factor 1, Technical is the most important factor. Technical is significantly more important than Price. Price is not the most important evaluation factor, but its degree of importance will increase commensurably with the degree of equality among different offerors’ Technical proposals.
Evaluation Criteria - Basis of Award (3) | Will the Government clarify how the Technical Factor is weighed against the Price Factor in the overall evaluation process? | Technical is more important than price. The Government expects to select one Offeror whose proposal offers the “best value” to the Government, using the trade-off method. “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit(s) in response to the requirement. The Offeror is advised that the lowest priced proposal meeting the solicitation requirements may not be selected for an award if award to a higher priced Offeror is determined to be more beneficial to the Government. However, the perceived benefits of the higher priced proposal must merit the additional price.
