The following have been added by full text:

SOLICITATION AMENDMENT A0005

The purpose of N00019-18-R-0033-A0005 is to:

1. Provide answers and clarifications to questions that have been received from industry;

2. Update Attachment 2, “C-Band Radar Tracking Transponder Performance Specification PMA-208 C-Band

Responder-17007 Rev A.docx”, as outlined in Section J; and

3. Incorporate Attachment 4, “PMA-208-MATS-19001”, as outlined in Section J.

All other terms and conditions remain unchanged.

Attachment 2 Rev A and Attachment 4 are available for release by request.

RELEASE OF SOLICITATION ATTACHMENTS AND EXHIBITS: The attachments and exhibits associated with the solicitation, will NOT be posted to the Federal Business Opportunities website (fbo.gov) and must be obtained through this office. Interested vendors shall submit a written request for a copy of the attachments and exhibits through the Contract Specialists, Ms. Alison Grosch at: alison.grosch@navy.mil and Ms. Sarah Willis at:

sarah.m.willis@navy.mil. The written request shall include the name of your company, mailing address, phone number, email address, and current CAGE code.

The following provides answers and clarifications to questions that were received from industry, including questions that were posed during the Pre-Proposal Conference held on April 16, 2019. If any of the written responses contained below in any way contradict or conflict with responses previously provided by the Government, the written responses below shall take precedence and supersede any prior answers provided. In all cases, the terms of the solicitation, its attachments and exhibits shall take precedence and supersede any answers provided.

Q1 - Would a small business manufacturer be given any priority over a small business reselling a transponder manufactured by a large business?

A1 - Based on market research, the Government determined to procure this requirement as a 100% Small Business

Set Aside. As a result, offerors must comply with the requirements of FAR 52.219-14 (DEVIATION 2019-O0003) regarding the division of effort. The evaluation of the proposals will be in accordance with the evaluation criteria provided in the solicitation.

Q2 - IDIQ with 5 ordering years. I assume quantities are undefined and independent until such RFQs are released in the follow-in out years.

A2 – Pursuant to the terms of the IDIQ, the Government may order up to the maximum quantity of units per ordering period as specified in the solicitation. The Government is under no obligation to order more than the minimum specified in the solicitation. The price of the units will be established for all years and ranges at the time of award of the IDIQ.

Q3 - Would spares be included or separately procured? Spares meaning on-site inventory to be transitioned into repair and return status at your discretion.

A3 - This is a hardware procurement that requires the successful offeror to deliver conforming supplies as ordered by the Government. Since the Government is its own inventory control point, all procurement goes into the

Government’s internal inventory. This contract does not have a separate CLIN for return and repair. If needed, the

Government may consider, but is under no obligation to submit, a follow-on solicitation as a separate contract action.

Q4 - We want to confirm the PoP on the first article

A4 – In accordance with Section F of the solicitation, the first article units are required to be delivered 12 months after the date of the delivery order. After first article test approval, 12 production units are due each month 60 days after the Government places a delivery order, until order completion.

Q5 - Are there details provided on the schedule for the program?

A5 - The only details are provided in the solicitation and its attachments and exhibits, including the required delivery dates in Section F. Pursuant to the terms of the Statement of Work, the successful offeror is required to provide an integrated master schedule (IMS).

Q6 - As paragraph 3.2.4 of the Performance Spec states the transponder shall be compatible with the Multi Asset

Test Set (MATS), is there a technical description of that system available?

A6 - If the transponder meets the rest of the requirements described in the performance specification, then the transponder will be compatible with MATS. The ICD PMA208-MATS-19001 is being provided as attachment 4 to the solicitation for reference.

Q7 - Does the previously mentioned consumption estimate of 40-60 units/year only apply to the 400W units?

A7 - The 40-60 units per year consumption rate is only an estimate and not a guarantee. All USN inventory are

400W units and this procurement is only for the 400W unit.

Q8 - Does the required product already exist in industry that you know of?

A8 - Yes, there are several RCC-262-14 compliant products in the marketplace. The Navy is interested in reducing the size, heat and weight of current offerings.

Q9 - What is the program presently using?

A9 - The AN/DPN-90 C-Band transponder, manufactured by Herley, Inc.

Q10 - Is there a possibility that the award would be given to the incumbent vendor?

A10 - The Government intends to award a contract to the responsible offeror whose proposal conforms to the solicitation and provides the greatest overall benefit to the Government, all factors considered. As this is a 100% small business set aside, only small businesses will be considered for award. If the incumbent is not currently a small business for the purpose of this solicitation, it would not be eligible for award at this time.

Q11 - Can you provide an estimated annual consumption based upon past experience?

A11 - The annual estimated consumption rate is approximately 40-60 units per year.

Q12 - The RCC Spec suggests 3 different power levels for the unit. Is this procurement for all 3 power levels mentioned? Or only the 400W unit?

A12 - This procurement is for the 400W unit only.

Q13 - Did Herley provide the previously supplied 400W unit?

A13 – Yes.

Q14 - Will the successful bidder be provided a (GFE) test set?

A14 - No. Required tests can be accomplished using commercially available test equipment.

Q15 - Will the EMI testing required be to Rev F or Rev G of the STD461

A15 - The SOW is correct as written, referencing MIL-STD-461G.

Q16 – Are there any additional qualification activities that will take place that will need to weave into our qual program? Will you then put it in your test set after the qual?

A16 - At the end of successful first article test, the Navy will take a production representative unit and perform a target level system test/flight test with the product to ensure that the product is safe for flight.

Q17 - Does the FAT precede the formal Qual program?

A17 - First article test is the formal qualification program. Any production units ordered will be required to be delivered in accordance with section F of the solicitation: 12 each month 60 days after ordered, unless the

Government has yet to approve the first article test, in which case, the units must be delivered 12 each month 60 days after the first article test is approved until order completion.

Q18 - Can we get a description of the MATS test set?

A18 - The ICD PMA208-MATS-19001 is being provided as attachment 4 to the solicitation for reference.

Q19 - Is the radar the Doppler radar part of the scoring kit part of the target?

A19 - No, the C-Band transponder does not interact with the scoring system (either ground or air).

Q20 - What is NAVAIR’s targeted unit cost for three (3) FAT units?

A20 - The Government will not provide a targeted unit cost.

Q21 - What is NAVAIR’s targeted unit cost for CLIN 0101 assuming an MLQ of 60 pcs?

A21 - The Government will not provide a targeted unit cost.

Q22 - Paragraph 3.5.2 of PMA 208C Performance Specification shall operate without degradation under the shock and random vibration conditions stated respectively. What specific operational parameters must be measured during testing to satisfy these requirements?

A22 - The PMA 208C Performance Specification has been updated to include the following:

A31 - The production units shall be tested in accordance with paragraph 3.3.3 of the SOW, “Production Reliability

Acceptance Test (PRAT) Procedures.” The individual parameters to be tested during the PRAT are referenced to

Table 3-1 of the RCC Standard 262-14. The PRAT procedure covers both the reliability and the acceptance test requirements. Regarding verification method, all requirements under the PRAT are verified via “test”.

Q32 - The note under CLIN 0101 seems to indicate a production order needs to commence shipment within 60 days after FAT approval. Per our discussions, please provide clarification and detail.

A32 - Contracts minimum requirement is 3 FAT units. Any production units would have a delivery date of 60 days after receipt of order. If any production units are ordered before FAT approval is completed, they would be required to be delivered 12 each 60 days after FAT approval is completed.

Q33 - Provide a non-scanned version (preferably .doc file type) of the PMA208-C-Band Transponder-17007 rev – dated 6 February 2018 16-page document?”

A33 – This is provided as Attachment 2, Rev A.

Q34 - Performance Specification Page 10, section 3.5.3 refers to RCC 262-14 section 3.4.6 for Random Vibration not being required. RCC 262-14 section 3.4.6 on page 3-27 refers to “TEST: Temperature-Altitude. How should we interpret this apparent mismatch?

A34 - It should read 3.4.10, not 3.4.6. The Performance Specification has been updated.

Q35 - Clearly at least 2 small business qualified? How many are qualified from RFI responses?

A35 - The Government will not disclose this information.

Q36 - In SOW and PSPEC you called out systems. AN/DPN 26 and MAT, are those ICDs you will make available prior to the proposal due date?

A36 –If the transponder meets the rest of the requirements described in the performance specification, then the transponder will be compatible with MATS. The ICD PMA208-MATS-19001 is being provided as attachment 4 to the solicitation for reference.

Q37 - Can you give a quick summary of the CONOPS?

A37 - C BAND beacon is installed into sub and supersonic targets that operate on DoD ranges. NAVY, CBAND beacon is energized for pre-check before launch and the beacon is on all time during flight. The ground tracking radar interrogates the CBAND beacon throughout the target flight within the line of sight of the radar. The beacon replies back to radar for each interrogation it receives. Radar line of sight varies from range to range. The reply of

CBAND beacon allows the ground radar to calculate the position of target at any time during flight. The use of

CBAND beacon provides positive indication of the target position at all time. No other intelligence is in the

CBAND beacon reply.

Q38 - SOW section 3.8.1, list of targets you called out there where we need to be compatible with. Are those envelope drawing you will provide prior to proposal due date?

A38 - The RCC 262-14, provides the maximum volumetric spacing and size that is acceptable to the Navy for a C-

Band transponder. As indicated in the solicitation, in addition to other factors, the Government will evaluate the dimensions, weight and heat generated by the proposed transponder and may award a strength if an aspect of the offeror’s proposal has merit or exceeds the specified performance or capability requirements in a way that will be advantageous to the Government during contract performance. Paragraph 3.8 of the SOW describes the current list of targets in which the Government intends to install the transponder. Pursuant to the SOW, the successful offeror is required to explain the cable interconnections and grounding requirements of its transponder so the Government can modify the installation plates to fit the transponder.

Q39 - The RFP document calls out four meetings in Section 2.2 “Program Management Element” subpar a. There are no CLINS to bid meetings and no CLINs to bid SOW items, such as Program Management Meetings, Qual testing, NRE/design, etc. Will the government be amending the RFP to add CLINs for these item? Where do we put pricing for these items?

A39 - The solicitation does not include a separate CLIN for NRE or Program Management. When the proposal is submitted, the Government will evaluate price in accordance with the solicitation. The offeror is responsible for determining how it will incorporate the costs it incurs into its proposed prices. The Government may require certified cost and pricing data, which would provide visibility into how the offeror priced its proposal, if only one offer is received and price reasonableness cannot be determined based on adequate price competition.

Q40 - Is it acceptable to propose qualification by similarity for items previously tested on COTS?

A40 - No, qualification requirements are outlined in the solicitation and related attachments and exhibits.

Q41 - Considering the magnitude of this effort, will subcontracting be allowed? Since these items are consumables what will NAVAIR consider as acceptable for 51% performance?

A41 - All subcontracting must comply with the requirements of the solicitation and applicable regulations, including

FAR 52.219-14 (DEVIATION 2019-O0003) Contractor #6

Q42 - Is NAVAIR already working with a solution provider?

A42 - No

Q43 - How many parties do you anticipate will respond to this RFP?

A43 - The Government will not disclose this number.

Q44 - There appears to several commercially available C-band transponders on the market, are these solutions being considered? If not, why?

A44 - The Government will consider any solution that complies with the requirements of the solicitation, its attachments and its exhibits. This acquisition is a 100% Small Business Set Aside as a result of Market Research. If a Small Business Concern proposes a ready to market product that complies with the requirements of the solicitation, its attachments and its exhibits, the Government will consider the solution.

Q45 - Does NAVAIR have a target cost per unit?

A45 - The Government will not disclose a target cost per unit.

Q46 - Does NAVAIR anticipate paying Non-Recurring Engineering (NRE) costs to develop the transponder?

A46 - See response to Question 39 above.

Q47 – Is there an acceptable strategy for proposing the NRE costs (e.g. frontloading the cost of the NRE or spreading the costs of the NRE across production units)?

A47 - See response to Question 39 above.

Q48 - Can you provide the targeted platform for these transponders?

A48 - The transponders will be predominantly included in Navy sub and supersonic aerial targets flown between 5 feet and 80K feet Above Sea Level (ASL) at speeds between 100 knots and high MACH speeds (actual speeds are undisclosable). Other services do on occasion come to PMA208 with inventory as most services use some fashion of a c-band transponder within their range spaces. However, all requirements for the solicited transponder are contained in the solicitation, its attachments and its exhibits.

Q49 - WRT the fact that there is pre-existing C-band transponders out there right now, is there a specific function or capability that you would like to have this platform address that is not currently available?

A49 - The Contractor is required to meet the baseline requirements provided in the solicitation. In accordance with sections L and M, in addition to other factors, the Government will evaluate the heat generated, dimensions and weight of the proposed transponder and may award a strength if an aspect of the offeror’s proposal has merit or exceeds the specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Q50 - The baseline technical reqs are in the perf specs which are derived from RCC 262 14. Will technical strengths be provided for smaller lighter less power consumption above that baseline?

A50 - The Contractor is required to meet the baseline requirements provided in the solicitation.

Q51 - Will you only be accepting offers from OEMs? Or will you be accepting offers from product distributors as well?

A51 - Please refer to the requirements in the solicitation, particularly with respect to FAR 52.219-14 (DEVIATION

2019-O0003).

Q52 - Per the definition of “exceptions or deviations” as it relates to the intent of the RFP, will the inclusion of an

Escalation Clause other than for inflationary considerations included in an Offeror’s pricing proposal be deemed by the Government as an exception or deviation to the RFP, and, would the Government’s response to that clause be neutral or otherwise?

A52 - Please refer to Section L, Section 4.3, Paragraph d of the solicitation. The Government cannot opine on the potential contents of a proposal at this time.

Q53 - On page 56 of the solicitation, it states “Proposal information must be structured such that its paragraph numbers/letters correspond to the proposal instructions paragraph numbers/letters, although the Offeror may add lower tier sub paragraphs.” Does this mean the section numbers of our proposal must exactly match the section numbers in the SOW, plus solicitation? For example, in Vol 2, the following should be Section 2.1b, not our company’s sequential numbering?

2.1 Design Approach Element

b. The Offeror shall describe the anticipated regular periodic maintenance cycle associated with its proposed C-Band Transponder in accordance with SOW paragraph 3.8.2.

A53 - In accordance with Section L, each offeror must present its proposal information in a manner that facilitates a one for one comparison between the information presented and Section L proposal instructions. Accordingly, proposal information must be structured such that its paragraph numbers/letters correspond to the Section L proposal instructions paragraph numbers/letters. For example, an offeror’s response to Volume II 2.1.a of Section L of the solicitation must be presented in Volume II 2.1.a of its proposal or lower tier subparagraphs.

Q54 - In Attachment 2 (Performance Spec), page 16, Section 6 (Notes), there is a disclaimer that this section is general/explanatory/helpful information and explicitly states it is not mandatory. However, Section 6.2 (Acquisition

Requirements) states, “Acquisition documents shall specify…” and gives a list of items. “Shall” means mandatory, so is 6.2 really mandatory or not?

A54 – Section 6.2 has been removed from the Performance Specification.
