| Q# | Industry Response | Government Comment |
Ensure all the Deckplate data is captured and up to date for the reference library in a timely manner. | The Government intends to post updated Deckplate data for a 5 year period to the competition library.
Potential offerors would require the inventory of all the equipment to be maintained, its locations, life expectancy of the equipment, any age or other equipment usage information (such as total time on units, etc.) to determine overall equipment condition. This information will assist offerors in providing more accurate estimates and will aid in planning scheduled inspection and maintenance requirements. Details such as tasks, intervals, etc. will help offerors to better estimate work volume and appropriate manpower. | The Government intends to post a listing and location of all Individual Material Readiness List (IMRL) and Government Furnished Property (GFP) to the competition library. The IMRL 350 report includes Support Equipment (SE) locations, calibration cycle times and calibration due dates. The Government also intends to upload historical maintenance data (Deckplate Data) and Contractor Manhour Utilization Report (for Non-CNATRA support), CDRL A014, into the Competition Library which provides actual maintenance times.
Any Unscheduled information such as historical repair data or shop visit history for equipment requiring maintenance between the scheduled inspection or preventative maintenance visits would also assist offerors in preparing accurate estimates. Detailed historical data will assist in long range strategic pricing to cost effectively estimate realistic equipment maintenance costs. | The Government intends to upload the historical maintenance data (Deckplate) to the Competition Library.
Any information available regarding potential equipment pool growth in support of aircraft fleet growth would be beneficial (i.e. a ramp up of GPU’s or other equipment to support added aircraft, or potentially even a new fleet type). | The Government intends to post a chart with a summary of aircraft inventory by site supported over the contract period to the competition library. The Government also anticipates that the support equipment will increase or decrease to align with the aircraft inventory fluctuations.
For section 8.1.1, we suggest the Contractor be an active participant in HazRep findings, investigations, root cause analysis, and corrective action processes. This participation would prevent the receipt of blind ratings without disclosure of the event or mishap. | The Government intends to have the AIMD contractor play a supporting role in these processes.
In section 8.1.2, please specify the defined interval that would denote a “Repeat” CAR, and please specify if it is within the PMF rating period or in another term within the contract. | A Repeat Corrective Action Request (CARREP) is defined as a Level II CAR that was previously generated and corrected by the contractor, then found in subsequent quality events. A CARREP is issued when a repeat discrepancy, for a deficiency that was identified as a Level II CAR, is found in a subsequent event within 90 days of the original Level II CAR issuance date. However, the Government does not intend to include the PMF in this effort.
To better understand the reasoning behind having an ACA with other Contractors covered in section 9.0, please clarify what leverage or recourse the Contractor has when commitments or expectations are not honored, acted on, resolved of performing to levels that ultimately impact the Contractor's ability to perform its functions successfully? These ACAs do not establish any "Sub-Contract" relationship for their deliverables and performance requirements as those are under the contract terms they have with the USG. | Where the contractor and an associate contractor fail to agree upon action to be taken in connection with their respective responsibilities, each contractor shall promptly notify the cognizant PCO and furnish the contractor's recommendations for a solution. The contractor shall not be relieved of its obligations to make timely deliveries or be entitled to any other adjustment because of the contractor and its associate failure to: (1) resolve Associate Contractor Agreements disputes; (2) promptly refer matters to the PCO; or (3) to implement PCO directions. The price of the contract makes provision for the performance of the work called for in the Associate Contractor Agreements as required by the applicable NAVAIR clause, in support of the contract.
Section 9.1.1.12 mentions tasks transitioning from Non-Routine to Routine – would this signify any change in the Fixed Pricing terms? | The Government intends to delete this PWS requirement.
Section 9.1.4.3.2 requires contractors to provide the USG with unlimited access to the web-based MMAS system. Please specify associated training of USG employees and approximate number of USG employees requiring access. | The Government intends to delete this PWS requirement.
In support of Non-RFI Components and Equipment, section 9.1.6.2, please consider extending the time required for BCM decisions, as the 24 hour limit may not allow for adequate time to complete teardown and inspections. | The Government intends to update this PWS paragraph to clarify the requirement.
To supplement section 9.1.8, please provide a process for receiving a listing of incumbent qualifications/certifications of existing personnel in the specified areas. | The Government intends to upload the Monthly Maintenance Plan into the Competition Library. This plan lists personnel and their certifications/qualifications.
Please specify procedures for Overtime work and Over & Above billing, specifically involving work performed on weekends or in support of detachments. | The Government intends to include instructions for overtime and over and above work in the draft solicitation.
In section 9.2.2.1, please specify the level of repair required for items d and f. For all items in 9.2.2.1, suggest providing a listing of components and the authorized/typical repair limitations. | The level of repair for these items is listed in the Individual Component Readiness List (ICRL), which the Government intends to upload to the competition library.
Will all special Bench Test Equipment be provided by USG? Specific to section 9.2.2.2, please clarify if the scheduled, unscheduled, and preventative maintenance on orientation trainers (flight simulators) requires any special certification. | The Government intends to provide all special bench test equipment as GFP. The Government intends to delete the PWS requirement related to maintenance of orientation trainers (flight simulators).
In section 9.2.2.3 item f, please specify if the contractor is to perform spectrographic analysis, and whether all equipment is available and provided by the USG. | The AIMD contractor is to perform spectrographic analysis as part of the JOAP requirement. The Government intends to provide the support equipment listed in the IMRL, Attachments 5 and 6, as GFP.
Suggest revising the description of section 9.2.3.4 item a to clarify the size and scope of this deliverable. | The scope and size of the effort described in paragraph 9.2.3.4.a can be ascertained by reviewing the IMRLs. The Government intends to upload draft copies to the competition library for industry review.
In sections 10.3 and 10.3.1, please clarify the size and scope of Non-CNATRA I Level support, and whether this activity qualifies as Over & Above. | The Government intends to upload historical maintenance (Contractor Manhour Utilization Report) for Non-CNATRA support, CDRL A014 into the Competition Library for a 12 month period. This work is considered over and above.
To supplement section 14.1, suggest providing roster of existing workforce by work center, along with a listing of their certifications and qualifications. | The Government intends to upload the Monthly Maintenance Plan into the Competition Library. This plan lists personnel and their certifications/qualifications.
For section 14.2, please clarify whether the Contractor or USG is responsible for costs associated with the contractor-performed transportation/trucking. | The Government intends for the Contractor to be responsible for these costs.
It is strongly recommended that the Government provide a Support Equipment (SE) Status Report during the Pre-solicitation conference and again during the site visits to provide potential bidders with an accurate SE condition and status during proposal estimating. Suggest identifying any recurring challenges, including specific equipment shortages, reliability problems, equipment readiness rates or turn time delays that are affecting the AIMD’s ability to support the fleet they are intended to. Strongly recommend providing the SE Growth/Reduction Plan by location that aligns with the strategic aircraft fleet size plan to understand any impacts by ramp up or down in SE requirements. | The Government intends to upload a Naval Aviation Logistics Command Management Information System (NALCOMIS) workload report (which includes outstanding maintenance actions and backlog) to the competition library. In addition, the Government intends to post a chart with a summary of aircraft inventory by site over the contract period to the competition library. The Government also anticipates that the support equipment will increase or decrease to align with the aircraft inventory fluctuations. The latest IMRL will be provided with the release of the final solicitation.
Provide a walk through tour of the backshop and calibration/test labs performing this workscope to visually assess space, bench and test equipment types and general conditions in which the work is expected to be performed with and within. | As part of the industry day meetings, the Government intends to conduct site visits at Pensacola, Whiting Field and Corpus Christi. These visits will include tours to view the work centers performing this workscope to visually assess space, bench and test equipment types and general conditions on a not-to-interfere basis.
Limit the proposal pages to 50 or less to prevent “professional proposal writers” from writing and writing. | Proposal instruction information will be provided in Section L of the final RFP released by the Government.
Request this be Best value completion [competition]. | Information as to how proposals will be evaluated will be provided in the final RFP released by the Government.
If the CBA is so one-sided that it is not advantageous to the work effort. We find out going contractors tend to “sell the house” without the consequences, whereas the union mantra is “government pass thru”. To make this palatable and ideal would require that the current CBA needs to be in force until the end of the first year after contract award NOT longer and allow the incoming contractor to negotiate the future CBAs. | Information as to CBA requirements will be provided in the final RFP released by the Government.
[Provide industry with] Workload data by type | The Government intends to upload historical maintenance data (Deckplate Data) and Contractor Manhour Utilization Report (for Non-CNATRA support), CDRL A014, into the Competition Library.
PWS Para 9.2.1 Operational Hours “For planning purposes, there are approximately two hundred and thirty seven (237) workdays in each year of this contract. Please confirm the math M-F excluding holidays is 250 days. Not sure the other days and most likely would result in overtime. | The Government intends to revise PWS Para 9.2.1 to reflect two hundred and fifty (250) workdays (Monday through Friday minus 10 Government observed Holidays) in each year of this contract.
Request that historical workload data for the duration of the current contract as well as the Contract Data Requirements Lists (CDRLs) be available either in the solicitation or in a competition library prior to release of the Final RFP. | The Government intends to upload 5 years of historical maintenance data (Deckplate Data) and Contractor Manhour Utilization Report (for Non-CNATRA support), CDRL A014 into the Competition Library.
Recommend that the pre-solicitation conference be held after release of the draft RFP and that the Government set aside time to hold one-on-one meetings with industry immediately following the conference. | The Government intends to hold a pre-solicitation conference prior to RFP release. The Government does not intend to hold one-on-one meetings following the conference.
