8.1 Performance Measurement Requirements
8.1.1 AIMD Safety Metrics
The Contractor’s performance, as it pertains to the Navy’s safety requirements, will be quantified by a
Safety Measure (SM), which will be based on individual measures related to the number of Hazard
Reports (HAZREPs) and mishaps found to be due to deficiencies of the Contractor. As safety is of paramount importance, the threshold for acceptable performance is a SM of 1.0 (no mishaps; no
HAZREPs). The SM will be calculated for each quarter of each period of performance. In the event the investigation into any HAZREP and/or mishap which occurred in a quarter is incomplete when the SM would normally be determined, the determination will be withheld until the investigation has concluded or the Government has eliminated the Contractor as a possible contributory cause.
8.1.2 AIMD Quality Metrics
The Contractor’s performance, as it pertains to the Navy’s quality requirements, will be quantified by a
Quality Measure (QM), which will be based on the results of the Government’s quality surveillance formalized as Corrective Action Reports (CARs). The threshold for acceptable performance is a QM of
1.0 (no CAR, CARCURE, CARSOF/SFF, or CARREP). The QM will be calculated for each quarter of each period of performance. 8.1.3 AIMD Performance Metrics
The Contractor’s performance, as it pertains to the Navy’s production goals, will be quantified by a
Performance Measure (PM), which will be based on individual measures related to the Contractor’s ability to return components to a RFI state and the turnaround time (TAT) of producing such components.
The threshold for acceptable performance is a TAT measure of less than or equal to 6.0 days and an RFI rate of 0.9 (90%), yielding a PM of 1.0. The PM will be calculated for each quarter of each period of performance. The Contractor shall provide the RFI rate and TAT as part of a monthly maintenance report which shall also include a cannibalization trend/corrosion control summary, BCM rate, and a repairable component product chart, all IAW CDRL A016.
