Questions: 7/16/12

1. Will the Government delete clauses FAR 52.215-11 Price Reduction for Defective Certified Cost or Pricing Data – Modifcations; FAR 52.215-21 Requirements for Certified Cost or Pricing Data or Information Other Than Certified Cost or Pricing Data- Modifications – ALT II; DFAR 252.215-7000 Pricing Adjustments, they are not applicable to a FAR 12 commercial item procurement?

Answer: Yes. The solicitation will be amended.

2. Will the Government add a special provisions clause in the contract to allow for the Contractor to have the flexibility to order superseded part numbers with the same form, fit and function as the part number indicated in Attachment 1?

Answer: No. Only the part number identified on Attachment 1 shall be proposed. Post-award discovery of superseded part number rolls will be handled via a bilateral contract modification, as deemed necessary.

3. No provision is made in the contract for part number supercedures or “rolls”. Part number changes are common in the commercial aircraft industry and flexibility is needed in order to requisition the most current part number. Will the Government be correcting this information?

Answer: Yes. Part numbers will be revised in an updated parts list attachment. Updated part numbers will be highlighted.

4. 10 of the part numbers on Attachment 1 each had multiple descriptions for the same part number. Will the Government be updating these numbers to part numbers that can be procured?

Answer: Yes. Part numbers will be revised in an updated parts list attachment. Updated part numbers will be highlighted.

5. Four part numbers listed on the attachment are internal Boeing reference numbers. Will the Government be updating these numbers to part numbers that can be procured?

Answer: Yes. Part numbers will be revised in an updated parts list attachment. Updated part numbers will be highlighted.

6. What is the expected award date of this solicitation?

Answer: The anticipated award is at the end of September.

7. Will the Government consider alternate dates if production lead times do not support the delivery blocks specified and the Government anticipated award date?

Answer: No. The dates stated represent the required need dates. As such, no alternative delivery dates will be acceptable.

8: Will the Government accept hand delivered proposals? The mailstop delivery address is listed for proposal submittal.

Answer: The mailstop and hand delivery location is the same place.

9: Are there specific goals for small business subcontracting?

Answer: No.

10. Are used serviceable parts acceptable?

Answer: The solicitation will be amended to authorize the delivery of spare parts in new or used serviceable condition.

11. Is the attached Parts List in Calendar or Government Fiscal Years?

Answer: The dates reflected in Attachment 1 represent the calendar year of delivery.

12. Will multiple awards for each delivery location be considered?

Answer: Multiple awards are not anticipated for this requirement.

13. Please advise if P-8 program is currently or will be participating in Boeing, airline, or other inventory pool programs from which the Navy can draw serviceable spares.

Answer: The P-8A program is currently accessing an FAA certified rotable pool of commercial common parts under the interim support contract with The Boeing Company for a limited number of reparable parts.

14. Would the government entertain a proposal response for only a limited number of supplied parts, as opposed to the entire parts listing?

Answer: No. In order to be considered compliant, the proposal shall address all requirements addressed in the solicitation.

The Government is currently reviewing additional questions and will post an update to this Q&A document once finished its review.
