E-6B Block II Questions Title: Past Performance Page Limit

Reference:

Solicitation, Section L, Part A, Paragraph 3.0 “PROPOSAL CONTENT AND VOLUMES” Question:

Recommend that the Government increase the page limit for the Past Performance volume from the 15 page limit to 3 pages per contract plus an additional 3 pages for a volume introduction.

This would allow sufficient allocation of pages to primes with critical team members on their team.

Answer: The hard page limits have been changed to suggested page limits.

Title: Timing of SVR/PRR

Reference:

SOW, Para. 3.2.3.1.4 “System Engineering Technical Reviews” Attachment 5, MR-TCDL Program Schedule

Question: The System Verification Review/Production Readiness review (SVR/PRR) is listed in the SOW but not shown on the MR-TCDL program schedule. What is the Timing of the SVR/PRR?

Answer: SVR/PRR Timing - The final PRR is typically conducted at the conclusion of the Engineering and Manufacturing Development (EMD) Phase and at the start of the Production and Deployment Phase to assess the manufacturing and quality risk as the program proceeds into LRIP and FRP. The PRR should be conducted in an iterative manner concurrent with other major program reviews, such as SFR, PDR, CDR during the EMD Phase. These periodic production readiness assessments should be conducted during the System Demonstration work effort to identify and mitigate risks as the design progresses, with a final PRR conducted at the completion of EMD Phase.

Title: In-Process Reviews

Reference:

SOW para. 3.2.7 and 3.2.9.2

Attachment 5, MR-TCDL Program Schedule Question:

Are the In-Process Reviews (IPR) shown on the MR-TCDL schedule only associated with training as stated in the referenced SOW paragraphs or is the contractor expected to host additional IPR’s ?

Answer: The IPRs shown on the schedule are reviews conducted by the PEO with the PMA and do not directly involve the contractor. In order to prevent any confusion, the IPRs have been removed from the schedule.

Title: Integrated Master Plan (IMP) Reference:

Solicitation, Section L, Part B, Paragraph 2.0 “VOLUME 2 - TECHNICAL” Question:

The solicitation asks the contractor to describe the relationship between the IMP, IMS and the risk management program. Is an IMP required to be submitted along with the IMS?

Answer: Submission of an IMP is not required along with the IMS. The Reference to an IMP has been deleted from Section L, paragraph 2.0.

Title: Integrated Master Schedule (IMS) Reference:

Solicitation, Section L, Part B, Paragraph 2.0 “VOLUME 2 - TECHNICAL”

Question:

a. Does the IMS get included in the page count under the technical volume?

b. Is a CD of the IMS source file in MS Project required with the submission?

Answer: a. Yes, but the page count is now a suggestion.

b. No. A separate CD submission is not required.

Title: Past Performance

Reference: Section L, Part A, paragraph 4.0 “Proposal Submission”, page 58

Question:

The RFP states “However it is requested that the Volume 3, Past Performance information in paragraphs 3.1 and 3.2 and the Volume I, Executive Summary “Offeror’s Summary Table”, 1.0 (ii) should be submitted three weeks prior to the submission date/time specified on Standard Form 33 (Block 9).”

Clarification is requested. Is the Government requesting the offeror to submit their entire Past Performance Volume (as defined in paragraphs 3.1 and 3.2) three weeks early, or is the Government asking for the offeror to submit the “Contract Data” table (p. 63) defined in paragraph 3.1 and the “Past Performance Data Requirements” table (p. 64) defined in paragraph 3.2 three weeks early?

Answer: The Government is requesting that the offeror submit their entire Past Performance Volume, as defined in paragraphs 3.1 and 3.2, three weeks early.

Title: Past Performance

Reference: Section L, Part B, Paragraph 3.2 on page 64 Question:

The RFP states “Provide all information identified below separately for each contract. Provide a summary of the Customer’s Points of Contact in a MS Word Table using the format below which is illustrated with an example. Include an electronic copy of this table in MS Word on a CD.”

For clarity, does the Government want this information included in the Volume III narrative response and in a separate MS Word file, or does the Government want this information only in a separate MS Word file?

If the Government wants the information included in the Volume III narrative, is it subject to the Past Performance Volume page limit or can the offeror simply attach it as an appendix?

Answer: The Government wants this information included in the Volume III narrative response and in a separate MS Word file. The page limits are now suggestions rather than hard requirements.
