About this file

This is a Class Justification and Approval (CJ&A) document for sole source procurement authorization issued by the Department of the Navy, Naval Air Systems Command (NAVAIR).

The CJ&A authorizes multiple contract actions on a sole source basis to Lockheed Martin Aeronautics Company (LM Aero) for the procurement of Multi-Domain Combat System (MDCX) Block 1 hardware and software in support of the Unmanned Carrier Aviation Mission Control System (UMCS) program. The authority to act under this CJ&A expires on September 30, 2031. The supplies and services include production and delivery of Block 1 MDCX hardware, software, and related support for the United States Navy to support MQ-25 testing, Initial Operational Test and Evaluation (IOT&E), Foil-On Test and Evaluation (FOT&E), and aircraft carrier (CVN) deployments. The UMCS MD-5 Ground Control Station (GCS) includes the MDCX, which provides GCS command and control of the MQ-25 Air System. Block 1 MDCX hardware comprises both CVN-based and shore-based MDCXs and spares, with software deliverables including formal block builds, engineering test builds, and deficiency corrections. Associated support encompasses hardware and engineering support addressing obsolescence, trainers, technology refresh, integrated health management, thermal performance, maintenance support, Air Vehicle Pilot courseware, technical documentation, field support, and Software Support Activity.

The justification for sole source award cites 10 U.S.C. 3204(a)(1), establishing that only one responsible source can satisfy agency requirements. The rationale emphasizes that awarding to any other source would result in unacceptable delays in fulfilling follow-on requirements. The Navy determined that LM Aero, as the sole designer, developer, and manufacturer of the MDCX supporting the MQ-25, can successfully deliver the system without delay to meet the Navy's Master Aviation Plan to field the MQ-25 capability by 2027. A Waiver of DFARS PGI 206.302-1 was signed on April 11, 2025, with a FAR 5.201(b) notice published on June 9, 2025 on SAM.gov stating the Navy's intention to award a sole source contract; two Requests for Information were received. The Contracting Officer has determined the anticipated cost to be fair and reasonable.
