Composites Manufacturing Center (CMC) Attachment 10 Q&A Solicitation No. N00014-20-R-0007 As of Amendment 0001

# Document Page Section Question KO Response 1 Solicitation 1 SF33 Blocks 7 and 10 On the Standard Form (SF) 33 of the solicitation, there are two different phone numbers listed for the Office of Naval Research (ONR) solicitation Point of Contact, Ms. Dent in Blocks 7 and 10. Is there a preferred number to use in the event communications via phone are necessary?

Please use 850-276-2279.

2 Solicitation 2 Section C On Page 2 of the solicitation, ONR - Statement of Work, Paragraph (2), can you confirm “Electronics” is to read “Composites”? This should read as Composites.

3 Solicitation 3 Section C On page 3 of the solicitation, Section C, ONR - Acknowledgement of Sponsorship, can you confirm “(252.204-7000)” is a DFARS clause? Yes, 252.204-7000 is a DFARS clause.

4 Solicitation 7 Section G On page 7 of the solicitation, Section G, ONR- Incrementally Funded Orders, Allotment of Funds provision, first paragraph, can you confirm “order” and “estimate” after each “$” is to be a fill in blank?

This clause will be placed in each resultant Task Order. This will be filled out at time of Task Order award.

5 Solicitation Section G Reference Section G of the solicitation. Based on previous ONR Requests for Proposals (RFPs), XXX expected to see ONR - Travel Costs provision in Section G as follows: “Travel may be required to support this Statement of Work. For profit Contractor’s travel costs shall be reimbursed in accordance with FAR 31.205-46 at rates not to exceed the maximum locality per diem rates (the combination of lodging, meals and incidentals) in effect at the time of travel, as set forth in the Federal Travel Regulations, Joint Travel Regulation and Standards Regulations, Section 925, as applicable.

For educational Contractor’s, travel shall be reimbursed in accordance with OMB Circular A-21. All Contractor travel arrangements including: clearance requests, hotel accommodations, travel orders, and visa/passport requirements, are the Contractor’s responsibility.” Will ONR include this provision in the solicitation and/or resultant contract?

Yes 6 Solicitation Section G Reference Section G of the solicitation. Based on previous ONR Requests for Proposals (RFPs), XXX expected to see ONR- Payment of Allowable Cost provision in Section G as follows: “As consideration for the proper performance of the work and services required under this contract, the Contractor shall be paid as follows: Costs, as provided for under the contract clause entitled “Allowable Cost and Payment”, not to exceed the amount set forth as “Estimated Cost” in Section B, subject to the contract clause entitled “Limitation of Cost” or “ Limitation of Funds”, whichever is applicable.” Will ONR include this provision in the RFP and/or resultant contract? No, this is on page 7 of the original solicitation.

7 Solicitation 12 Section H On Page 12 of the solicitation, Section H, ONR –

Orders, Paragraph (d), does this provision apply to ONR’s issuance of unilateral orders only on XXX proposals whose subcontractors’ proposal validity date has not expired?

ONR's award of the Task Order/modificaiton to the Task Order is to the prime. As ONR does not have a relationship with the subcontractor(s), it is up to the prime to make sure the subcontractors proposal does not 1) exceed bid validity or 2) the subcontractor(s) will extend their bid validity. Yet, the clause states "may" and the ONR PCO uses the Changes Clause to award and/or modify a project where a subcontractor would have bid validity. The changes clause requires a bilateral action.

8 Solicitation 15 Section H On Page 15 of the solicitation, Section H, ONR- Organizational Conflict of Interest. The following statement appears to be a missing before the first paragraph based on previous ONR solicitations: "If required, the below language as it pertains to Conflicts of Interest will be inserted into the resultant IDIQ award:" Will ONR consider adding this statement to the solicitation and/or resultant contract?

This is an oversight but this clause will be included in the award as COI may occur prior to, or during, the IDIQ award.

9 Solicitation 17 Section I On Page 17 of the solicitation, Section I, will ONR consider adding FAR 52.215-23 ALT I (OCT 1997) to the solicitation and/or resultant contract, if determined to be applicable? Yes, this is applicable and will be added via amendment.

PCO Note: XXX denotes the offerors name who asked the question.

10 Solicitation 18 Section I On Page 18 of the solicitation, Section I, will ONR consider adding FAR 52.227-14 (MAY 2014) and FAR 52.227-16 (JUN 1987) to the solicitation and/or resultant contract, if determined to be applicable? Yes, this is applicable and will be added via amendment.

11 Solicitation 19 Section I On Page 19 of the solicitation, Section I, will ONR consider adding DFARS 252.227-7039 (APR 1990) to the solicitation and/or resultant contract, if determined to be applicable? Yes, this is applicable and will be added via amendment.

12 Solicitation Section I Reference Section I of the solicitation, will ONR consider adding FAR 52.211-15 (APR 2008) in full text or by reference to the solicitation via amendments and/or resultant contract, if determined to be applicable? Yes, this clause should have been in the original award.
