Section L- Instructions, Conditions, and Notices to Bidders p. 34 and p. 39

There is a discrepancy between the assumptions /instructions for the technical and cost proposal found on pages 33-34 and page 39. Page 33-34 state:

For the purposes of the COE Operations and Management (Delivery/Task

Order 0001) proposals, the Offeror shall use the following assumptions when preparing technical and cost proposals:

- One Special Project 50K/Year

- COE-level deliverables as referenced in Section J

For the purposes of Project Development and Management (Delivery/Task

Order 0002) proposal, the Offeror shall use the following assumptions when preparing technical and cost proposals:

- A typical ManTech project load of 10 projects of an average duration of 24 months and total ManTech project funding of

2.000M. Include only project development and project management costs in proposal (actual project costs not to be included)

One Rapid Response project of 100K/year – include both project management cost as well as actual Rapid Response project cost.

Project management costs for typical project shall include project-level deliverables as referenced in section J

Page 39 states:

For the purpose of the COE Operations and Management (Delivery/Task Order 0001) proposal, the offeror shall use the following assumptions/instructions when preparing cost proposals:

- One Special Project of 50K/Year

- Special Projects Costs shall be shown separately from COE Operations and Management costs.

- COE-level deliverables as referenced in Section J For the purposes of the Project Development and Management (Delivery/Task Order 0001) proposal, the Offeror shall use the following assumption when preparing cost proposals:

- A typical Navy ManTech project load of 15 projects of an average duration of 12 months and total ManTech project funding of 1.000M. Include only project development and project management costs in proposal (actual project costs not to be included).

- One Rapid Response project of 100K/year- include both project management costs as well as actual Rapid Response project cost.

- Project management costs for typical project shall include project – level deliverables as referenced in Section J RESPONSE: This will be updated/revised in FINAL RFP. 15 projects

Could the Government please provide clarification on which assumptions should be followed for Technical and Cost proposal development?

Could the government please clarify the term “Total ManTech project funding” in the sentence “A typical Navy ManTech project load of 15 projects of an average duration of 12 months and total ManTech project funding of 1.000M. Include only project development and project management costs in proposal (actual project costs not to be included).”

Is the Total ManTech project funding for all the projects listed or is that the total funding per project?

Section B- Supplies and Services p.2, Section F- Deliveries or Performance

p. 4, Section L- Instructions, Conditions, and Notices to Bidders p.39, and Section J- List of Documents, Exhibits, and Other Attachments p.22

- Section B (pg2) contains one single CLIN.

- Section F (pg4) states that the ordering period for CLIN 0001 is from contract award date through 60 months thereafter.

RESPONSE: This is correct.

- Section L (pg39) states that the offeror shall provide detailed cost proposals (separate and totaled) for COE Operations and Management (Delivery/Task Order 0001) and Project Development and Management (Delivery/Task Order 0002) to include cost summary information for the 24 month base period and three twelve month option periods.

RESPONSE: This is correct.

- Section J, Attachment 9 Cost Estimate Summary Sheet includes references to Base and Option periods and CLINs not listed within Section B.

RESPONSE: IDIQ does not include options and has one CLIN for 5 years. TO 0001 and 0002 will have options.

Could the government please clarify if the IDIQ period of performance is 5 years with no base and options or if the POP does include a base period with options?

RESPONSE: IDIQ CLIN 0001 is for 5 years. TO’s 0001 and 0002 will include options as noted within the question and RFP.

Could the government additionally clarify if there are any inconsistencies between the IDIQ CLINs and the CLINs listed within Section J, Attachment 9’s Cost Estimate Summary Sheet?

RESPONSE: TO PoP’s will be established at the TO level. Sec J Cost

Estimate Summary Sheet is for use on TO 0001 and 0002. These award dates will be established within the IDIQ ordering period and will be performed NLT 5 years after the task order award date including options (if exercised). This is a template and each contractor will fill this out using their relevant cost information.

Could the Government please clarify that the variance listed in Section L is correct?

RESPONSE: Changing to 15%.

SOW 3.3 Project Management of Existing Projects

Request that 3.3 be removed because there are no additional instructions provided within the RFP.

RESPONSE: Concur.

SOW 2.5 COE-Level Data Requirement p.8

SOW 3,6 Project-Level Data Requirements p.12

Section 2.5 of the SOW provides a list of COE-Level Data Requirements, while section 3.6 provides a list of project level data requirements.

Could the Government confirm that those listed under section 2.5 (quarterly report and Final Report) are only at the COE level while those listed under 3.6 are only project specific?

RESPONSE: Confirmed.

CDRL A0002 listed under section 3.6 is “All other ManTech program deliverables as required.” For pricing purposes, what deliverables should be assumed are required?

RESPONSE: CDRL A002: All other ManTech Program deliverables are intended to account for supplements to items listed under Section

3.5. (e.g. project risk mitigation plan). However, for clarification and pricing purposes the Contractor will primarily account for items specifically identified in Section 3.5.

Does the Government anticipate this requirement being a set aside for small businesses?

RESPONSE: Set aside decisions can be determined at time of award as the RFP will state if this is a SB set aside.

SOW 2.3 COE-Level Meetings and Travel, Quarterly Program Management Reviews (PMRs) pgs. 7 - 8

Section H – Special Contract Requirements, ONR 0172 Program Management Review p.

Sect 2.3 of the SOW requires Quarterly Program Management Reviews.

RESPONSE: PMR’s will not be reimbursed separately from what the offeror estimates for the projects requiring PMR’s.

Section L, ONR 0179, General Instructions for Submissions of Technical and Cost Proposals, (J) NOTE, p. 33

RESPONSE: No. Proposals shall be submitted IAW Sec L mailing instructions.

Section M, Paragraph (H) Factor 8. Commitment to Small Business, Page 44.

Does this mean that the HUBZone dollars are to be included in the SB goal of 35% and do not have a standalone goal outside of that? RESPONSE:

This factor, Commitment to Small Business will be removed from final

RFP. If required, offerors will have to submit a SB subcontracting plan.

SOW 2.3 COE-Level Meetings and Travel, “Candidate Project Selection Meetings”, p. 7

Should the 2.3 travel be moved to 3.4 Project Development and Management Travel since 3.1.2 Candidate Project Selection is a task under Delivery/Task Order 0002? RESPONSE: No. Section 2.3 COE-Level

Meeting and Travel is provided for Task Order 0001 so that COE staff can meet with ONR as specified during TO 0001.

Contractor Comments – Prospective Offeror #2

1. Request confirmation of COE contract DPAS rating. (DX or DO)

RESPONSE: DO.

2. Three locations make a reference to the Electro‐Optics (EO) Center or capability; please clarify the

Electro‐Optics (EO) Center of Excellence involvement.

RESPONSE: Oversight on part of the KO. Will be removed to show NMC.

3. RFP, Page 33, 3rd bullet under (K): Provides a typical Navy ManTech project load, but it conflicts with the same type of information shown on page 39 (Factor 7, Cost).

RESPONSE: This will be updated prior to solicitation release.

4. RFP, Page 36, Para (g)(1). States that the Cost/schedule variances that exceed +/‐ 20% must be identified and reported, but SOW, page 7 (section 2.2.1) says 10%.

RESPONSE: This will be revised to 15%.

5. RFP Page 39, ONR 0181 Instructions for the Preparation of Cost Proposals: The Task Order number for Project Development and Management reference (Delivery/Task Order 0001) was previously identified as Delivery/Task Order 0002. Please clarify the Project Development and Management designation number.

RESPONSE: CoE Ops is TO 0001. Project Development is TO 0002.

6. RFP, Page 40, Fee (Paragraph E): There is limited discussion of potential fee for projects, indicating that "Offerors may propose Cost Sharing." Please clarify the intended fee structure.

RESPONSE: Discrete instructions are included in Sec L for DO/TO 0001 and 0002.

ManTech project awards, other than Task Orders 0001 and 0002, will be negotiated prior to task order award. 1% fixed fee on subs applies to all other ManTech project awards as well.

7. SOW, Page 11: The words "or Fee Determining Official." at the end of the paragraph seem to be out of place.

RESPONSE: FDO will be removed since CPAF is no longer a contract type used under new Navy

ManTech awards.

8. SOW, Page 11: This section infers that the proposer will assume ongoing projects and refers to the RFP for bid assumptions. Please provide the description of how to develop the cost proposal for this task.

RESPONSE: This will be removed. Projects awarded to the incumbent will be completed by the incumbent under existing FY10 contract.
