PERFORMANCE WORK STATEMENT / STATEMENT OF WORK
UPS and Environmental Conditioning Unit Maintenance
12 July 2022 updated
C.1 GENERAL:
C.1.1 SCOPE: This procurement is a non-personal services contract for the maintenance of existing mission-critical Environmental Conditioning units located at Aberdeen Test Center.
C.1.2 BACKGROUND: Aberdeen Test Center (ATC) is a multi-purpose test center with diverse test capabilities and facilities. The unique combination of ATC's experienced personnel, state-of-the-art facilities, instrumentation, equipment, automotive courses, firing ranges, and industrial fabrication/repair capabilities provide a comprehensive facility available for testing a wide variety of military items, both domestic and foreign, as well as commercial items. Testing is conducted on full systems, as well as system components and includes such items as: combat and general purpose vehicles, automotive technologies, weapons and munitions, general support equipment, individual equipment, generators, night vision devices, bridges, sensors, communication systems and robotics. ATC also conducts vulnerability/survivability tests, flammability testing, and crash worthiness testing.
C.1.3 PERIOD OF PERFORMANCE: This maintenance contract shall be in effect for a 1 year period of performance, plus two one-year options. The base ‘year’ shall start on 1 Sept 2022 and continue through 30 Aug 2025.
C.1.4 PLACE OF PERFORMANCE: Performance shall take place at the Aberdeen Test Center, 6943 Colleran Road, Aberdeen Proving Ground (APG), 21005.
C.1.5 HOURS OF NORMAL OPERATIONS: ATC is currently operating under an alternative work schedule. Currently, normal hours of operation are 0700 - 1630 (including a 30-minute meal period) Monday through Thursday and every other Friday from 0700 – 1530.
Fridays alternate between 0700 – 1530 and a Regular Day Off (RDO) Friday.

C.1.6 PERSONNEL
C.1.6.3 Hazardous Conditions: Contractor employees may be exposed to the following conditions during performance of work:
• High noise levels (impulse and steady state).
• Proximity to electric power sources of high voltage and/or amperage.
• Working with lead acid batteries.
C.1.6.5 Identification of Contractor Personnel.
The contractor shall provide a 2” x 1” nametag (black lettering with white background) with the company name and the word Contractor below it. The contractor shall ensure all personnel prominently display their nametags at all times while at work in the Restricted Area.
C.1.6.6 Personal Protective Equipment (PPE).
All contractor personnel shall wear the appropriate PPE when in the following work areas: range areas where entrance is controlled by the Range Operations Team, industrial buildings, at construction sites, test sites and test facilities. Other areas may be reviewed to determine if hazards are present which necessitate the use of PPE. Failure to wear/use PPE may cause removal from the job site and/or seizure of non-compliant equipment/items.
C.1.7 SAFETY: All contractor personnel shall follow the applicable safety standards for the work being performed.
C.1.8 SECURITY
C.1.8.1 Unescorted access into Restricted Areas:
Unescorted access into the APG restricted areas is not expected to be granted under this contract.
However, if it is later deemed necessary, unescorted access into the APG restricted areas shall be granted to contractor personnel who possess a current security clearance issued by the Defense Industrial Security Clearance Office (DISCO) or who were the subject of a favorably completed National Agency Check (NAC) or National Criminal Information Check (NCIC). Unescorted access shall be authorized provided no more than 24 months have lapsed since the date of the termination of the security clearance or break of service and there is no known adverse information. The contractor is responsible for providing individuals eligible for unescorted access to service equipment. Since the work to be performed is inside a secure area and all non- US persons are escorted, no foreign nationals (non-US citizens) will be used in this contract.
C.1.8.2 NCIC Requests:
The contractor shall have completed a SSB Form 1199, Application for Civilian ID Card/Security Badge, and FD 258, Application Finger Print Card, for each employee requiring unescorted access who does not meet one of the requirements above. Upon contract award, the contractor shall obtain required forms from the COR and return the completed forms to the COR within 10 working days. Until a favorable NCIC is completed, contractor personnel shall be continually escorted into, out of, and within the restricted areas by other contractor personnel who possess a photographic security identification badge. Processing time for the NCIC is approximately 30-45 days. The contractor shall advise employees that the NCIC shall be used to review criminal history records and that adverse information may result in an employee being denied access into the restricted areas. The contractor shall be responsible for delays in the performance under this contract caused by the disqualification of employees for unescorted access security badges.
C.1.8.3 Security Badges:
Security badges will only be issued to contractor personnel in accordance with APGR 190-4.
Security badges shall be approved and issued by ATC Security personnel to contractor personnel upon written request from the TPOC and after the investigation or security clearance has been verified. Contractor personnel shall wear the security badge above the waist at all times while in the restricted (security) areas of APG. Contractor personnel shall only display the security badge while inside the security area and ensure that it is out of sight once they exit the security area.
The badge WILL NOT be used as identification to gain access to the installation or for identification off the installation. The contractor is responsible for ensuring compliance by contractor personnel.
C.3 REQUIREMENTS
TASK 1: AIR CONDITIONER MAINTENANCE
The contractor shall provide a comprehensive “full coverage” inspection, preventive maintenance, and emergency service program for the air conditioners specified in the Equipment Covered List as stated below.

* Units with an asterisk (*) are to be quoted as an individual option on a year-by-year basis due to changing needs of the areas that they are located in. In other words, the full Period Of Performance units (which are the 11 non-* ones) can be quoted as a base group within one Contract Line Item Number (CLIN) each year, whereas the * units shall each have a price listed separately with an associated unique CLIN per unit per year. The * Liebert unit in B-436 is one CLIN option, and the pair of ** Stulz units together in B-400B are a separate CLIN option.
The existing B-400 A/C Unit #3 is scheduled for replacement in December 2021. The exact model serial numbers of the replacement unit are not yet known at the time of the writing of this document but will be supplied once known. The replacement unit will be a Liebert 12-ton DS system with 105 degree condenser (DS042ADC base model designator).
• It shall include a minimum of four preventive maintenance inspections per unit per year during normal working hours. Parts, labor, and travel expenses shall be included.
• The emergency service program shall include a guaranteed response time of less than 4 hours. It shall also include emergency parts and maintenance materials as needed, as well as labor at no additional charge during normal working hours (8 a.m. – 4:30 p.m. Monday through Friday).
• Each year of the contract shall include 2 additional CLINs to cover any other additional or out-of-scope repairs if needed/as needed, which shall be billed at Time & Materials (T&M) rates. One such CLIN will be designated for the labor and the other CLIN will be

Deliverables:
• A deliverable of this task is a minimum of four preventive maintenance inspections per air conditioning unit per year with parts, labor, and travel expenses included.
• A deliverable of this task is emergency service coverage as needed on the air conditioners with parts, labor, and travel expenses included.
• Maintenance performed shall be itemized in a service report presented to the TPOC or COR within 5 working days of the date of the visit.
C.4 DELIVERABLES AND DELIVERY SCHEDULE
• What – Deliverables have been broken out into their respective tasks.
• When – This contract shall be in effect for one year base period from date of award, plus two one-year options.
• Where – Aberdeen Test Center.

C.9 NON-PERSONAL SERVICE STATEMENT: Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
C.10 CONTRACTOR MANPOWER REPORTING (CMR): The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) has established a secure data collection site, entitled Contractor Manpower Reporting System, for the purpose of capturing contractor (and subcontractor) manpower utilized during the performance of this contract. As a result, the contractor shall report all the information required by the Contractor Manpower Reporting System. The information requiring completion by the contractor includes, but may not be limited to the following: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative (COR/COTR); (2) Contract number, Requiring activity identification code (UIC), Command; (3) Fiscal Year covered by reporting period; (4) Contractor name, address, phone number, e-mail address, Identity of contactor employee entering data; (5) Direct labor hours, including Subcontractor; (6) Direct labor dollars paid this reporting period, including Subcontractors; (7) Total invoiced amount, including Subcontractors; (8) Predominant Federal Service Code (FSC) reflecting services provide by Contractor; and (9) Locations where Contractor performs the work. The contractor shall submit all required information before final invoice. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. All data for the FY shall be reported no later than October 31 of each calendar year or before final invoice, whichever comes earlier. The contractor shall access the Contractor Manpower Reporting System database on the internet and fill-in the required data entry fields. The system can be accessed at the following internet address: https://cmra.army.mil.
C.11 SECURITY POLICIES:
Per Army Regulation 190-13 (The Army Physical security program), Para. 8-2.c,
(1) A check of records through the National Crime Information Center (NCIC) Interstate Identification Index (III) is the Army minimum baseline background check for entrance onto Army installations for non-CAC holders to include entrance of visitors. The FBI permits the use of NCIC III for vetting visitors to ensure the security of military installations.
(2) A similar records check will be conducted at OCONUS locations per status of forces agreement (SOFA) and other theater regulations.
Per DoD Directive Type Memorandum (DTM) 09-012 (Interim Policy Guidance for DoD Physical Access Control), Attachment 3, Para2.b.(4), Installation government representatives shall query the following government authoritative data sources to vet the claimed identity and to determine fitness, using biographical information including, but not limited to, the person's name, date of birth, and social security number:
(a) The National Crime Information Center (NCIC) database.
(b) The Terrorist Screening Database.
(c) Other sources as determined by the DoD Component or the local commander and/or director. These can include but are not limited to:
1. Department of Homeland Security (E-Verify)
2. Department of Homeland Security (U.S.VISIT)
3. Department of State Consular Checks (non-U.S. citizen)
4. The FVS-CM
