About this file

This is a Statement of Work (SOW) for the MXS Hangar Audio System Upgrade at RAF Mildenhall, United Kingdom, supporting the 100th Maintenance Group (100 MXG). The Contractor shall remove the existing degraded audio system and deliver a complete, permanently installed hangar audio system capable of supporting maintenance operations, official ceremonies, professional development events, and large gatherings with clear speech reinforcement, flexible microphone support, and reliable operation throughout the occupied area.

The scope requires conducting a pre-installation site survey, developing a coordinated system design, removing and disposing of obsolete equipment, installing and commissioning all new equipment, and providing one year of onsite maintenance support and user training following Government acceptance. The system must include 16 two-way cabinet loudspeakers (minimum 12-inch low-frequency, 1-inch high-frequency drivers, IP55 rated, 132 dB SPL minimum), 6 subwoofers (14-inch drivers, IP55 rated, 129 dB SPL minimum), wireless microphone systems (2 handheld transmitters, 2 body-pack transmitters, 2 head-worn and lavalier microphone sets, 2 wireless gooseneck microphones, 2 four-channel diversity receivers), and integrated rack-mounted processing including a 16x16 digital audio matrix, four-channel power amplifier with DSP (minimum 4 x 3,400 W output), media player with Bluetooth and FM capability, tablet-based control system with wireless gateway, and backup hard-wired wall control panel. All equipment must be new, current-production, commercial-grade, suitable for continuous industrial use, with IP55-rated exterior speakers and UV-resistant enclosures. Installation requirements include design submission before physical work begins, workshop testing of the completed rack, onsite system testing demonstrating uniform coverage and intelligible speech throughout designated areas, simultaneous operation of all microphone channels without interference, and labeling and documentation of all components. Testing and acceptance criteria require all speakers and subwoofers to operate without distortion, all wireless microphones to function simultaneously without dropouts, uniform coverage with clear speech intelligibility, proper functioning of the digital matrix, amplifier DSP, presets, media player, and control systems, and correction of all identified deficiencies at no additional cost. Deliverables include a site survey report, system design submittal with equipment list and salient-characteristic compliance, product data, test and commissioning report, as-built package with final drawings and configuration backups, and training materials. The Contractor shall provide one-year manufacturer warranties plus a one-year workmanship warranty, acknowledge service requests within one business day, and provide onsite response within three business days when remote resolution is unsuccessful. Installation shall comply with RAF Mildenhall access, security, and work-control procedures; include task-specific risk assessments and method statements for high-level work; use inspected and properly rated access equipment with approved primary fasteners and secondary safety restraints; and protect aircraft, tools, and facilities from dust and debris. No wireless devices may connect to Government networks unless specifically approved, and the audio-control system shall operate as standalone unless Government provides written authorization otherwise. Final acceptance is based on completion of approved scope, successful testing and commissioning, correction of all deficiencies, and delivery of documentation, configuration files, warranties, and training materials with written confirmation by the authorized Government representative.

STATEMENT OF WORK

MXS Hangar Audio System Upgrade

RAF Mildenhall, United Kingdom

Requiring Activity 100th Maintenance Group (100 MXG)

Place of Performance MXS Hangar, RAF Mildenhall, United Kingdom

Document Status Draft for acquisition planning and contracting review

1.0 Background

The existing audio system serving the MXS hangar is degraded and does not provide dependable, intelligible sound coverage throughout the facility. The hangar supports maintenance operations and recurring Wing-, Group-, and Squadron-level functions, including changes of command, official ceremonies, professional-development events, the Joan Mann Sports Day, and other large gatherings. A modern, permanently installed audio system is required to provide clear speech reinforcement, program audio, flexible microphone support, and reliable operation across the occupied hangar area.

2.0 Objective

The Contractor shall furnish all labor, supervision, equipment, materials, tools, transportation, high-level access equipment, programming, testing, documentation, training, and incidental items necessary to remove the obsolete system and deliver a complete, safe, fully operational hangar audio system. The solution shall be designed for the hangar's acoustic environment and shall provide uniform, intelligible audio without persistent feedback, objectionable distortion, excessive dead zones, or uncontrolled volume variation.

3.0 Scope of Work

Conduct a pre-installation site survey and validate mounting locations, cable routes, equipment-room conditions, available electrical service, radio-frequency conditions, and system coverage requirements.

Develop and submit a coordinated system design showing speaker and subwoofer placement, equipment-rack layout, signal flow, cable routes, control locations, and power/interface requirements.

2 of Work |

Remove and dispose of existing hangar speakers and obsolete audio-visual equipment identified by the Government. Disposal shall comply with installation procedures and applicable environmental requirements.

Provide, install, terminate, label, program, configure, test, and commission all equipment and supporting materials required by this SOW.

Provide user training, final system documentation, warranties, and one year of onsite maintenance support following Government acceptance.

4.0 General Technical Requirements

All equipment shall be new, current production, commercial grade, and suitable for continuous use in a large industrial hangar environment.

Exterior-facing or hangar-mounted loudspeakers exposed to dust or moisture shall have a minimum IP55 rating and ultraviolet-resistant enclosures.

The system shall support live speech, handheld and body-worn wireless microphones, gooseneck microphones, recorded media, Bluetooth audio, FM reception where service is available, and programmable announcement/jingle playback.

The audio matrix, amplifiers, wireless receivers, media player, power distribution, cable management, and associated devices shall be integrated into one lockable floor-standing equipment rack.

The primary system shall be controllable from a protected commercial tablet using a secure wireless gateway and magnetic charging/docking station. A hard-wired wall control panel shall provide essential backup control if the tablet or wireless network is unavailable.

The Contractor shall coordinate wireless microphone frequencies and settings to prevent harmful interference with local systems and comply with applicable United Kingdom spectrum requirements and installation policies.

Equipment shall operate from the electrical service available at the site. The Contractor shall identify any power conversion, dedicated circuit, isolation, or surge-protection requirements before installation. New permanent electrical work is excluded unless specifically authorized by the Contracting Officer.

Visible low- and mid-level cabling shall be enclosed in properly secured conduit or trunking.

High-level cable, suspension wire, clamps, girder clamps, and speaker mounting hardware shall

3 of Work | be rated for the supported load and installed in accordance with manufacturer instructions and applicable safety standards.
