About this file

This is a solicitation document from the State of Maine Division of Purchases for the design, development, and implementation of a standardized motor vehicle title certificate system. The scope of work requires the production of MVT-1 Certificates of Title compliant with Maine's motor vehicle registration and titling procedures. The certificate format specifications include one-part, 8.5" x 11" cut sheets printed on both sides using 60-pound offset white 100% wood pulp fiber paper with multiple security features, including cylinder mold watermarks, visible and invisible security fibers, embedded security threads, high-resolution border designs in brown and magenta, fluorescent and erasure-sensitive inks, and three reduced lines of micro text. Sequential master control numbers with a prefix letter and seven digits must be printed in red ink in the lower right corner, with vendors guaranteeing no missing or duplicate numbers and performing quarterly inventory audits. The initial delivery of 125,000 forms is due by November 1, 2007, with remaining forms delivered in three-month intervals thereafter. Delivery must occur at the Title Section, Bureau of Motor Vehicles, 101 Hospital Street, Augusta, Maine, between 8 a.m. and 4 p.m. on weekdays with two days' advance notice. Bids were due September 25, 2007. The contract term is one year with an option to renew for a second year.

All production must occur under strict security conditions with secure storage of work in progress and plates in ultrasonically protected vaults. All camera copies, negatives, and artwork become State property and must be returned within five days of order completion. Pricing must include all costs for proper execution and delivery, FOB destination and inside delivery, with prices firm for twelve months. Price increases in the renewal year may not exceed 10% of the existing contract price, with proposed escalation notices submitted in writing no later than sixty days prior to contract expiration. Awards will be made to the lowest responsible bidder considering best value, with evaluation criteria including quality, conformity with specifications, delivery dates, and cost. In-state bidder preference applies.
