The NAICS Code for this procurement is 488390, Other Support Activities for Water Transportation, with an annual size standard of $41.5 million.
The Government intends to award this contract to one contractor.

This contract will replace a contract for similar services awarded in fiscal year 2015 valued at $45,100,000 (indefinite quantity estimate/maximum value). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. This notice does NOT constitute Request for Proposal, Request for Quote, or Invitation for Bid.
Offerors can view and/or download the solicitation, and any attachments, at beta.sam.gov when it becomes available.
The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns.
The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.
12. Place of performance will be primarily in the coastal waters of California, Oregon and Washington. However, the foregoing is intended to be construed as descriptive and does not preclude the Government's requiring the prosecution of voyages in other areas, or temporary berthing at other Government and commercial ports, both domestic and foreign.
13. The proposed contract is limited to qualifying small business firms. Other firms who are not small businesses will not be considered.
A sources sought notice N3943020S2229 for this procurement was posted on 14 April 2020 on beta.sam.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement to qualified Small Business firms. The NAVFAC EXWC small business office concurs with this decision.
