About this file

This is a Request for Information (RFI) issued by the Department of the Air Force (DAF) MUTES Integrated Product Team seeking industry partners capable of performing Teardown, Test, and Evaluation (TT&E) and Technical Data Package (TDP) development on Data Package assemblies for the AN/MST-T1A MUTES and Mini-MUTES ground-based radar systems. The Government possesses twenty (20) unserviceable Data Package assemblies in two variants: Azimuth (P/N 120624-101, NSN 3010-01-315-5139) and Elevation (P/N 120625-101, NSN 3010-01-315-2424). The objective is to generate unit-specific teardown and repair requirements reports for each asset and produce a complete, consolidated TDP including detailed schematics, manufacturing-level drawings, and 3D models that currently do not exist in the Government repository. The assemblies are self-contained, line-replaceable electromechanical units containing internal gearing, switches, inclinometers, potentiometers, and torque receiver-transmitter synchro systems.

Interested vendors must submit technical whitepapers (not exceeding 10 pages) within 30 calendar days of RFI publication to Joel Duran (joel.duran@us.af.mil) or Cydnee Simpson (cydnee.simpson@us.af.mil). Whitepapers must address five mandatory sections: Corporate & Facility Overview (including CAGE Code, UEI, NAICS codes 811210, 811219, 541330, and CMMC Level 2 readiness status); TT&E and Reverse-Engineering Methodology for legacy electromechanical assemblies including non-destructive disassembly and dimensional inspection; TDP Generation capabilities compliant with MIL-STD-31000 with delivery of Government Ownership, Government Purpose Rights, or Unlimited Rights; Component Management & Obsolescence approach; and an optional trade study on modernizing from synchros to resolvers while maintaining fit, form, function, and interface compatibility. Vendors must possess either active Joint Certification Program (JCP) registration or certified DD Form 2345 to access technical data and assets. While CMMC Level 2 (self) compliance is not required for RFI response, it is mandatory for future contract award eligibility. This RFI is for information and market research purposes only and does not constitute a commitment to award a contract.

2.0 Background and Statement of Need

The DAF is seeking industry partners with the capability to perform a comprehensive Teardown, Test, and Evaluation (TT&E) on the Azimuth (AZ) and Elevation (EL) Data Package assemblies used on the AN/MST-T1A MUTES and Mini-MUTES ground-based radar systems.

Table 1: Affected Assemblies

Assembly Name Part Number (P/N) National Stock Number (NSN)

Data Package Assembly, Azimuth 120624-101 3010-01-315-5139

Data Package Assembly, Elevation 120625-101 3010-01-315-2424

• Current Asset Status: The Government possesses an inventory of twenty (20) unserviceable (Condition Code F) Data Package assemblies, encompassing both AZ and EL variants.

Disclaimer: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

• Assembly Definition: The “Data Package” is a self-contained, line-replaceable electromechanical assembly that mounts to the system's slip ring. It contains the internal gearing, switches, inclinometer, potentiometer, and a torque receiver-transmitter (TRX) synchro system (1-speed and 36-speed for AZ; 4-speed for EL) that provides critical position information.

• Technical Data Baseline: The Government has access to baseline Technical Orders (TOs) and operational data. However, a complete, product-level Technical Data Package (TDP); including detailed schematics, manufacturing-level drawings, and 3D models—does not exist within the Government repository.

• Program Objective: A critical need exists to establish a definitive engineering baseline for the MUTES Data Package assemblies. To address this, the Government is seeking to identify sources capable of performing a detailed TT&E on all twenty (20) unserviceable assets. The desired outcome of this effort is the generation of a unit-specific teardown and repair requirements report for each asset, and a complete, consolidated TDP for both Data Packages.

3.0 Mandatory Security & Access Prerequisites

Compliance with the following security and access prerequisites is mandatory:

• To Access Technical Data or View Assets (Active JCP Certification or Certified DD Form 2345):

Vendors requesting access to available TOs must submit proof of an approved DD Form 2345 or a validated Joint Certification Program (JCP) registration with their request.

• For Future Contract Award Eligibility (CMMC Level 2 (self) Compliance): While not required for RFI response, vendors must achieve Cybersecurity Maturity Model Certification (CMMC) Level 2 (self) to be eligible for any future contract award.

4.0 Instructions for Whitepaper Submissions

Interested sources shall submit a technical whitepaper (not to exceed 10 pages) to demonstrate their capabilities. Submissions will be evaluated by the MUTES IPT to identify qualified sources for the upcoming TT&E and TDP development effort.

Please structure whitepapers into the following five sections:

4.1 Section A: Corporate & Facility Overview

• Company Name, CAGE Code, UEI, Address, and POC information.

• Business Size Status under relevant NAICS codes (e.g., 811210, 811219, 541330).

• Proof of active JCP registration or DD Form 2345 certification.

• Current CMMC Level 2 (self) readiness status and relevant quality certifications.

4.2 Section B: TT&E and Reverse-Engineering Methodology

• Detail your technical approach for performing TT&E on legacy electromechanical assemblies, to report repair requirements, utilizing baseline TOs but without manufacturing-level drawings.

• Describe your processes for non-destructive disassembly, dimensional inspection (including gearing), materials analysis, and functional evaluation of the electromechanical data package and it’s multi-speed TRX-type synchro systems.

• Provide your proposed workflow and timeline for processing the entire inventory of twenty (20) units, from initial receipt to the delivery of final individual teardown reports.

4.3 Section C: Technical Data Package (TDP) Generation

• Describe your experience generating a complete TDP (compliant with MIL-STD-31000) from physical hardware.

• Confirm your capability to produce all required data, including electrical schematics, a Bill of

Materials (BOM), manufacturing processes, and 3D CAD models or 2D PDF drawings.

• Confirm that any TDP generated will be delivered with complete Government Ownership, Government Purpose Rights or Unlimited Rights.

4.4 Section D: Component Management & Obsolescence (Baseline)

• Confirm your approach to establishing a TDP based on the existing configuration, including the evaluation of the current synchro components.

4.5 Section E: Obsolescence Mitigation (Optional Trade Study)

• Acknowledge the market trend of synchro possibly becoming obsolete. As an optional annex, provide a brief conceptual trade study on how your company would approach modernizing the Data Package from synchros to resolvers while maintaining fit, form, function and Interface (FFFI) compatibility.

5.0 Submission Instructions

Submission Guidelines:

• Subject Line: Whitepaper Submission: MUTES Data Package TT&E and TDP – [Your Company Name]

• Delivery: Submissions must be in PDF format (pdf) and emailed to the POCs by the response window deadline.
