Each Partner Contract will be awarded a task order for partnership activities that includes travel to meet with other Partners, Government stakeholders and Program Management to collaborate and identify problems. Partners as defined under this BAA may team with each other but are not required to team with each other.
As a separate process, to occur after the initial Partner Contract awards (estimated to be March 2021), the government reserves the right to accept white papers. A "MUST" white paper is an abbreviated document (limited to 4 pages) in which an offeror proposes an innovative technical approach. For those technical approach evaluated to be viable, the offeror will be requested to provide a full proposal. Full proposals as a result of the white paper process may lead to additional MUST IDIQ/Partnership Contracts. White papers will not be accepted at the initial closing date for receipt of proposals or before initial awards are made.
Proposals submitted under this BAA shall describe a potential Short Term Project (STP) that the Government will initially use for evaluation purposes only. Award of a Partner Contract will be based on evaluation of the STP submitted.
Each Partner may also receive additional task orders for STPs, which may or may not include a task order to execute their initial projects proposed in response to this BAA.
The Government reserves the right to select all, some, or none of the submitted proposals for award. The primary basis for proposal selection will be technical merit as determined by the evaluation process and availability of funds. Cost realism and reasonableness will be considered to the extent appropriate. Partner Contracts awarded from this BAA will be for a one-year base period and four one-year option periods. These contracts will include two Contract Line Items (CLINs), although the second CLIN may not be initially funded:
CLIN 0001 Partnership Participation CLIN 0002 Short Term Projects (STPs)

Proposals based on any other type of contract will NOT be considered.
1. BACKGROUND
The Defense Logistics Agency (DLA) seeks interested parties to become partners in the Military Unique Sustainment Technology II program (herein referred to as MUST-II). MUST-II is a DLA Sponsored DOD Manufacturing Technology Program. The MUST-II Program will form a community of practice to implement process re-engineering of joint DLA Troop Support Clothing and Individual Equipment (CIE) supply chain processes which will enable knowledge based digital technical data models to be seamlessly used throughout the CIE supply chain. (For more background information see the Government Accountability Office (GAO) report, “DOD Should Improve Development of Camouflage Uniforms and Enhance Collaboration Among the Services, GAO-12-707: Published: Sep 28, 2012 (https://www.gao.gov/products/GAO-12-707).
For the purposes of this solicitation, the community of practice will be made up of organizations with expertise in relevant technical areas of the military uniform and individual equipment supply chain. The knowledge base encompasses comprehensive information related to all aspects military uniforms and individual equipment. The major focus will be to develop knowledge-based capability to collaborate requirements among Services, DLA and Industrial Base.
MUST- II leverages MUST I developed capabilities. The MUST-II vision is a CIE supply chain built on joint process re-engineering and an integrated knowledge base of digital technical data models – a Model Based Enterprise (MBE) – efficiently communicated throughout the supply chain.
Manufacturing technology is rapidly changing as commercial firms develop and implement new materials and computer-controlled processes into their operations. Advanced CIE items can only be produced if modern digital technical data drives the manufacturing processes.
Organizations selected to be MUST-II Partners will actively participate in identifying and developing scientific and technical solutions. The implemented R&D results should be measurable improvements to the CIE supply chain. Subject to availability of funds, a total Government investment of up to $4 million per year for 5 years is proposed during Calendar Years 2021-2026. This investment shall be used to fund Partner Contracts and potential subsequent R&D Short Term Projects.
2. GENERAL PROPOSAL SUBMISSION INFORMATION
Proposers must submit full proposals electronically via a Portable Document Format (.pdf) or a zip file to DCSO-P in order to be considered. The Government reserves the right to award Partner Contracts based on all, some, or none of the proposals received. This is an unrestricted acquisition. Any responsible source, excluding Government organizations, capable of satisfying the Government's needs may submit a proposal, which shall be considered by DLA. DLA encourages industry, educational institutions, small businesses, small disadvantaged business concerns, and historically black colleges and universities (HBCUs) and minority institutions (MIs) to submit proposals under this BAA. However, no portion of this BAA shall be set aside for HBCU and MI participation due to the impracticality of reserving discrete or severable areas of research in this technology. For purposes of this acquisition, the small business size standard is 500 employees and the North American Industry Classification System (NAICS) is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology. All correspondence and questions on this solicitation, including request for information on how to submit a proposal, shall be by e-mail directed to the POC identified at the top of the BAA.
DLA policy is to treat all submissions as source selection information (see FAR 2.101 and 3.104), and to disclose their contents only for the purpose of evaluation. Restrictive notices notwithstanding, during the evaluation process, submissions may be handled by support contractors for administrative purposes or to assist with technical evaluation. All DLA R&D support contractors performing this role are expressly prohibited from performing DLA R&D sponsored technical research and are bound by appropriate nondisclosure agreements.
3. PROGRAM INFORMATION
The MUST-II Program will be a community of practice made up of organizations with expertise in knowledge based technologies related to all phases of the military uniform and individual equipment supply chain from development of item requirements through item disposal. The emphasis of this solicitation is on research and development of the capability to conduct joint process reengineering and to connect digital technical data models throughout the supply chain so that intelligent manufacturing processes can be implemented by the defense industrial base.
All MUST-II Partners shall actively participate in scheduled meetings. They shall work collaboratively to identify problems and achievable improvements with measurable results in the CIE supply chain. Solutions are to be developed and implemented through MUST-II R&D STPs.
MUST-II Structure The MUST-II program is a community of practice of Partners who engage in R&D tasks under the guidance of the DLA MUST-II Program Manager (PM) and Government representatives from the Military Services and DLA Troop Support.
Partners DLA will award multiple Partner Contracts. The period of performance of the Partner Contract will be for 5 years with a 1-year base period and four (4) 1-year option periods. Partners chosen to participate are eligible to receive $15,000 per calendar year for authorized travel and related costs to attend and actively participate in MUST-II meetings and other Government sponsored meetings as directed by the MUST-II PM. Each Partner is required to bring specific technical expertise that lends itself to significant improvements of the CIE supply chain. The purpose of Partner Contracts is to be able to identify and address a wide range of military requirements through networking, research, development and technology transfer applied to the CIE supply chain.
Meetings The MUST-II Partners will meet multiple times a year, as required and directed by the MUST-II PM, to collaborate and to identify opportunities for MUST-II R&D investment.
MUST-II R&D STPs DLA will award MUST-II STPs as separate delivery orders under the Partner Contract. STPs have an expected duration of 12-24 months. All R&D Project proposals are required to have specific success metrics. STPs are required to address a specific DOD or DLA CIE need and have a clear path to implementation during the 5-year period.
