About this file

The City of Santa Monica Finance Department has issued a Request for Qualifications (RFQ) for a Music Festival Assessment Partner for a potential annual music festival event. The RFQ seeks an experienced partner to assess the feasibility of promoting, producing, and presenting a music festival in Santa Monica, with the initial festival anticipated to occur during the summer or fall of 2026. The solicitation follows a two-step process: first, selecting a qualified partner based on their experience with municipal entities, technical capability, and expertise in music festival events; and second, entering into an Exclusive Negotiating Agreement (ENA) to jointly evaluate the festival's viability.

The evaluation will be conducted by a committee using a points-based scoring system across three key criteria: Partnership Experience with Municipal Entities (30 points), Technical Capability (30 points), and Experience/Expertise (40 points). Notably, there will be no funding outlay from the City in either phase of the process. The selected partner will work collaboratively with the City to explore potential venues throughout Santa Monica and determine the festival's feasibility. If the assessment is successful, the City may enter into a subsequent contractual relationship with the selected entity to produce and present the music festival. The RFQ emphasizes the City's desire to find a partner with proven experience in developing premier music festival events and working with public agencies.

Music Festival Assessment Partner Request For Qualifications

1 Introduction

1.1 Summary

Through this two-step request for qualifications, the City of Santa Monica (City) is seeking an experienced partner to assess the feasibility of promoting, producing, and presenting an annual music festival event in Santa Monica, to be coordinated in partnership with the City. The initial music festival (festivals) is anticipated to occur during the summer or fall of 2026.

1.2 Background

Santa Monica is a bucolic beachside community of 8.3 square miles, situated on the westside of Los Angeles County, about 16 miles from Downtown Los Angeles. It is bordered by the City of Los Angeles on three sides and the Pacific Ocean on the west.

Santa Monica is home to a mix of commercial districts, residential communities, and recreation and arts venues. Each of Santa Monica’s character-rich neighborhoods – Pico, Wilshire Montana, Ocean Park, Downtown, Sunset Park, North of Montana, and Northeast – has a unique vibe. Recently named by National Geographic as one of the "Top 10 Beach Cities in the World" and by TIME as one of the "Best Places to Live," Santa Monica features three miles of Pacific Ocean coastline, broad sandy beaches, and the iconic Santa Monica Pier. High-profile global technology and entertainment companies, small entrepreneurial start-ups, restaurants and retail businesses call the city home. Santa Monica is a full-service city providing police, fire, emergency services, water, refuse and recycling, streets, parking, planning, building, engineering, free public Wi-Fi, a high-speed fiber optic network, parks, affordable housing, economic development, libraries, rent control, a regional transportation network, local access television channels, and recreational, cultural and educational services to the community.

Santa Monica attracts approximately 5 million visitors annually from around the world as well as regional day-trippers. In 2023, Santa Monica welcomed over 4.6 million visitors.

5,747 jobs are supported by the tourism industry. The City’s 41 hotels typically operate with high occupancy rates year-round. Retail also plays a major role in Santa Monica’s economy. Santa Monica is home to a number of distinctive shopping districts. in the heart of Downtown, the Santa Monica Pier, Third Street Promenade, and Santa Monica Place draw locals and visitors alike. South of the Civic Center are the Main Street and Pico Boulevard districts, with eclectic shops, art, performance venues, and fine dining.

On the north end of town, numerous boutiques and trendy restaurants line Montana Avenue, and Wilshire Boulevard provides an important thoroughfare throughout the City.

Recently, the City has initiated a new initiative to assess the viability of establishing an annual music festival within Santa Monica. Given the complexities associated with

Music Festival Assessment Partner Request For Qualifications developing such an event, the City is seeking a qualified partner with whom we plan to enter into an Exclusive Negotiating Agreement, in order to together assess the viability of developing such a music festival event in the summer or fall of 2026.

4.2.3 Oaks Initiative*

CITY OF SANTA MONICA OAKS INITIATIVE NOTICE

NOTICE TO APPLICANTS, BIDDERS, PROPOSERS AND OTHERS SEEKING

DISCRETIONARY PERMITS, CONTRACTS, OR OTHER BENEFITS FROM THE CITY

OF SANTA MONICA

Santa Monica’s voters adopted a City Charter amendment commonly known as the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s text from the City Clerk.

This information is required by City Charter Article XXII—Taxpayer Protection. It prohibits a public official from receiving, and a person or entity from conferring, specified personal benefits or campaign advantages from a person or entity after the official votes, or otherwise takes official action, to award a “public benefit” to that person or entity. The prohibition applies within and outside of the geographical boundaries of Santa Monica.

Music Festival Assessment Partner Request For Qualifications

All persons or entities applying or receiving public benefits from the City of Santa Monica shall provide the names of trustees, directors, partners, and officers, and names of persons with more than a 10% equity, participation or revenue interest. An exception exists for persons serving in those capacities as volunteers, without compensation, for organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the Internal Revenue Code. However, this exception does not apply if the organization is a political committee or controls political committees. Examples of a “public benefit” include public contracts to provide goods or services worth more than $25,000 or a land use approval worth more than $25,000 over a 12-month period.

In order to facilitate compliance with the requirements of the Oaks Initiative, the City compiles and maintains certain information. That information includes the name of any person or persons who is seeking a “public benefit.” If the “public benefit” is sought by an entity, rather than an individual person, the information includes the name of every person who is: (a) trustee, (b) director, (c) partner, (d) officer, or has (e) more than a ten percent interest in the entity. Therefore, if you are seeking a “public benefit” covered by the Oaks Initiative, you must supply that information on the Oaks Initiative Disclosure Form. This information must be updated and supplied every 12 months.
