About this file
This Scope of Work document details requirements for the Munuscong South Trail Culvert Replacement Project Site 1, a Michigan Department of Natural Resources (DNR) initiative located in Chippewa County. The project involves removing two existing 30-inch diameter culverts and installing a new 64-inch wide by 43-inch tall by 36-foot long corrugated steel pipe arch culvert at a specified location in the Munuscong State Wildlife Management Area. The contractor must complete all work, including site preparation, excavation, culvert installation with proper inlet and outlet placement, fill placement and compaction, geotextile fabric installation, and rock riprap placement for stabilization, by September 30, 2026, with invoicing due to DNR by October 6, 2026. Work shall be coordinated with Site 2, with one site maintained passable by two-wheel drive vehicle before the other becomes impassible. Prior to commencing work, the contractor must submit a soil erosion and sedimentation control plan for DNR approval.
The contractor is responsible for supplying all materials, equipment, labor, silt fence, geotextile fabric, rock riprap, and fill as needed, along with water management measures to prevent upstream flooding. The contractor must also handle disposal of existing metal structures and removal of excess fill. Work must occur during dry periods with minimal stream flow unless otherwise authorized by DNR staff, and any deviations from the EGLE permit require DNR coordination. The DNR reserves the right to refuse any or all bids and is not required to select the minimum bid; the agency may award a contract for Site 1 only or Site 2 only based on budget availability, with Site 1 designated as the priority for award.

Summary: Remove 2 existing culverts and install an elliptical culvert.
Work to be completed by: September 30, 2026, with DNR receiving invoice by Oct. 6 Contractor to supply materials, equipment, and labor to:
· At site 1 (approximately 46.2001 oN, 84.2792 oW):
· Install silt fence on upstream and downstream slope bases to prevent soil from entering the stream.
· Excavate to and remove the existing 2 culverts/tubes (each approximately 30 inch diameter x 32 feet long – culverts are approximately 5 feet apart).
· Excavate and reshape fill to allow a new culvert to be placed with inlets and outlets approximately at center of stream (likely between the tubes being removed).
· Place new 64” wide x 43” tall x 36 foot long corrugated steel pipe arch culvert with 1/2” deep corrugations. The bottom of the inlet and outlet must be buried or recessed ~1 foot into the stream bed. Culvert ends must extend at least 2 feet upstream and downstream of the side slope.
· Place and compact fill over culvert, and restore to side slope and road bed grades. Place geotextile fabric and 3-12 inch diameter rock riprap around culvert ends and road side slope for stabilization.
· All work shall be in accordance with the EGLE permit. DNR staff must be contacted for any potential deviation needed.
· Work shall take place during a dry period with no or minimal flow in the streams unless otherwise agreed to by DNR staff.
· Contractor is responsible for:
· Providing any fill needed, silt fence, geotextile fabric, and rock riprap
· Water management to prevent flooding upstream of sites (ex. pumping if needed)
· Removal of any excess fill, or grading into the road/trail if it is deemed suitable by DNR staff
· Disposal of existing metal structures being removed
· Contractor shall write a soil erosion and sedimentation control plan and present it to DNR staff for review and approval prior to any work being completed.
· Work must be coordinated with site 2. One site (either site 1 or site 2) shall be completed such that it is passable by a 2-wheel drive vehicle before the other site becomes impassible.
· DNR is not required to select the minimum bid, and reserves the right to refuse any and all bids. DNR may select a bid for just site 1 or site 2 based on budget. The DNR’s priority for awarding a bid is at site 1.
