The Town requests separate lump-sum pricing for two roofing system options: Option 1—a TPO roofing system with a minimum 20-year manufacturer warranty installed as an overlay over the existing roof—and Option 2—a complete replacement with a standing seam metal roofing system. Contractors may submit multiple bids for either option when proposing different manufacturers or products, with each alternative clearly identified and priced separately. A mandatory pre-bid site visit is scheduled for October 8, 2026 at 2:00 PM, and attendance is a condition of responsiveness. Written questions must be submitted by October 15, 2026 at 2:00 PM, with addenda issued by October 19, 2026. Bids are due by 2:00 PM on October 29, 2026, with anticipated contract award between November 2-5, 2026 and project completion by December 31, 2026. The Town reserves the right to award either option based on the lowest responsive, responsible bid.
All contractor bids must include completed bid forms with proposed manufacturer and product specifications, warranty documentation, attachment methods, insulation or cover board systems, and project schedules. Contractors must hold an active North Carolina General Contractor License with appropriate building or roofing classifications and maintain commercial general liability insurance of $2 million per occurrence, commercial auto insurance of $1 million combined single limit, workers' compensation insurance at statutory levels, employer's liability of $1 million, and umbrella coverage of $1 million. The Town of Leland must be named as an additional insured on applicable policies, and all insurance companies must be authorized to do business in North Carolina with a Best rating of A-VIII or higher. Contractors must provide a minimum two-year workmanship warranty and are responsible for all labor, materials, equipment, permits, disposal, protection, and cleanup costs included in their lump-sum prices. The building will remain operational during construction, requiring contractors to coordinate work schedules, maintain building access and emergency exits, and minimize disruption to Town operations.
