About this file
This document is a Request for Quote (RFQ) from the Illinois State Toll Highway Authority (Tollway) for municipal advisor services. The Tollway is seeking a vendor to provide financial advisory services for a period of up to six months in connection with two potential bond issuances: approximately $600 million in refunding bonds and/or approximately $400 million in new money bonds to finance the Tollway's capital program. The services required include review and advice related to the structure, timing, terms, documentation, and pricing of the bonds. The vendor must be registered as a municipal advisor with the SEC and MSRB. The RFQ specifies the required qualifications, milestones, and deliverables, as well as the contract term, termination, and insurance requirements.
The RFQ requests four fixed-fee pricing options from vendors, with the Tollway intending to select the lowest fee within one of the four categories. Compensation is contingent on the execution of a bond purchase agreement and the closing of the bond sale. The Tollway reserves the right to decline any and all bids. The Tollway expects to select one firm to provide the municipal advisor services.
