About this file
This is a Request for Information (RFI) issued by the Department of the Interior (DOI) for market research on physical wellness support services at the Stewart L. Udall Building in Washington, DC. DOI seeks qualified service providers capable of delivering on-site stretch and mobility, flexology, non-clinical musculoskeletal wellness, assisted stretching, soft-tissue bodywork, massage, and multidisciplinary physical wellness services. The RFI does not constitute a solicitation or commitment to award a contract. DOI proposes a shared-use, rotating-schedule wellness model where individual providers offer complementary services on different days (for example, stretching on Tuesdays/Thursdays, massage on Fridays, or functional movement support on Mondays/Wednesdays) to maximize utilization of two available spaces (approximately 777 and 836 square feet). Services would be available to all DOI employees and nearby federal staff, as well as nonfederal individuals.
Respondents must submit capability statements addressing company information, service capabilities with relevant certifications or licenses, staffing and scheduling models (including whether they offer automated online appointment scheduling), insurance/FSA/HSA practices, operational readiness timelines, additional capabilities such as wellness programs or ergonomic assessments, constraints or assumptions affecting delivery, and recommended considerations for DOI planning. Required capabilities include assisted stretching techniques, non-clinical soft-tissue manipulation, biomechanics and functional movement knowledge, basic anatomy and physiology competency, session customization, sanitation and hygiene compliance, client communication and consent procedures, risk management, documentation, teaching mobility exercises and workplace ergonomics, and operational experience in wellness or fitness service delivery. DOI will provide spaces at no cost including utilities, vendor parking for one vehicle on service days, shared equipment and furnishings, and potential coordination with the DOI Interior Department Recreation Association for gymnasium access. Vendors remain responsible for advertising services and billing clients. An Industry Day is scheduled for 10 AM ET on Wednesday, November 4, 2026, at 1849 C Street NW, Washington, DC 20240; interested vendors must email Mandy Ashmore at mandy_ashmore@ibc.doi.gov and copy Angelia Clements at angelina_clements@ibc.doi.gov no later than 10 AM ET on October 29, 2026, with company name, address, number of attendees, attendee names, and capability statement.

REQUEST FOR INFORMATION (RFI)/INDUSTRY DAY
PHYSICAL WELLNESS SUPPORT SERVICES — STEWART L. UDALL BUILDING
Purpose
The Department of the Interior (DOI) is issuing this Request for Information (RFI) to conduct market research and identify qualified service providers capable of delivering on-site stretch and mobility, flexology, non-clinical musculoskeletal wellness, assisted stretching, soft-tissue bodywork, massage, and other multidisciplinary physical wellness services at the Stewart L. Udall Building, located at 1849 C Street NW, Washington, DC 20240.
This RFI seeks information on vendor capabilities for broader multi-disciplinary physical wellness services if service models, scheduling options, operational requirements, and insurance/HSA/FSA practices. Responses will help DOI refine its approach, understand available service models, and determine the feasibility of implementing a shared-use, rotating-schedule wellness program within the Udall Building.
This would be available to all employees within the facility of personal that work for DOI;
additionally, the building is accessible by the other nearby federal staff. The vendor could service both federal employees and nonfederal individuals. The building does not offer parking; however, street parking is nearby.
This RFI is for market research purposes only and does not constitute a solicitation or commitment to issue a contract.
Background
IBC AQD performed market research beginning May 2026, contacting numerous vendors through a previous physical therapy RFI and reached out to additional vendors such as chiropractic care, assisted stretching, and other additional massage providers. Through the information provided under the previous RFI, the Government utilized the feedback from industry to approach a broader interest in this requirement. Multiple vendors expressed interest and indicated the capability to provide part-time services (one, or two to three days per week).
Service Model
DOI is considering a multidisciplinary wellness services model using shared equipment and common furnishings such as therapy tables, secure lockers to store items on site by allowing complementary services such as:
• Assisted stretching
• Non-clinical therapeutic bodywork
• Flexology
• Massage therapy
• Mobility and functional movement support
• Non-clinical musculoskeletal wellness
Under this model, individual providers would offer services on a rotating schedule (e.g., stretching on Tuesdays/Thursdays, massage on Fridays, PT or functional movement support on Mondays/Wednesdays). This approach maximizes the use of the available rooms and allows providers to operate without needing full-time dedicated space.
Facility Information and Government-Furnished Support
Services will be located onsite at the Stewart L. Udall Building, which contains a gymnasium, cafeteria, and retail-style operations.
Potential service spaces include:
• Space One: Vacant room, approx. 777 sq ft
• Space Two: Vacant room, approx. 836 sq ft
Both spaces are located on the same floor as DOI Interior Department Recreation Association (IDRA). DOI is considering providing these spaces at no cost to vendors including utilities; however, vendors are responsible for advertising their offered services and billing clients.
DOI anticipates providing the following support to enable successful service implementation:
1. Vendor parking on days services are offered (for one vehicle).
2. Shared equipment/furnishings (e.g., treatment tables) suitable for use across multiple disciplines.
3. Onsite space for service delivery within the Udall Building.
4. Potential coordination with the DOI Interior Department Recreation Association (IDRA) regarding optional gymnasium use.
Required Capabilities
Respondents should be capable of providing services including, but not limited to:
• Assisted stretching techniques
• Non-clinical soft-tissue manipulation/bodywork
• Biomechanics & functional movement knowledge
• Basic anatomy & physiology competency
• Session customization and individualized protocols
• Sanitation and hygiene compliance
• Client communication and consent procedures
• Risk management in non-clinical environments
• Documentation and reporting
• Teaching simple mobility exercises, posture guidance, and workplace ergonomics
• Operational experience in wellness or fitness service delivery
Response Requirements
Capability statements should include at minimum:
1. Company Information Company/individual name, address, points of contact, and business size/type.
2. Service Capabilities Description of core services; relevant certifications or licenses; specialized modalities.
3. Staffing & Scheduling Proposed staffing model; anticipated schedule; description of similar programs currently being operated. Does your company offer automated/online appointment scheduling solutions that enable employees to book directly with providers (Yes or No)?
4. Insurance / FSA / HSA Practices Contractors should clearly identify any licensing, credentialing, or insurance-related requirements associated with their proposed services. For example, physical therapy services may require provider credentialing with insurance networks, which can be a lengthy process. Other services, such as stretching, flexology, and massage therapy, may not be covered by traditional insurance plans but could be eligible for reimbursement through Health Savings Accounts (HSAs) or Flexible Spending Accounts (FSAs).
5. Operational Readiness Estimated timeline for starting onsite services once space is available.
6. Additional Capabilities Wellness programs, ergonomic assessments, specialized offerings, or value-added services.
7. Constraints or Assumptions Dependencies or limitations that may affect service delivery.
8. Recommended Considerations Any questions or strategic considerations DOI should evaluate during planning.
Vendor Questions & Industry Feedback
DOI welcomes vendor input on:
• The feasibility and sustainability of offering services two to five days per week.
