About this file

This is a Justification for Vendor Choice memorandum from the Oregon Department of Administrative Services, Enterprise Asset Management (DAS EAM), dated August 21, 2024, documenting the selection of an architectural and engineering consultant for a multi-building renovation project. The project (DAS EAM Project #2000.103) involves work on three buildings to add single-user restrooms, mothers' rooms, and wellness rooms. SERA Architects was selected to perform the architectural and engineering services through Price Agreement DASPS-#1667.

The vendor selection was based on four primary criteria: staffing availability, record of past performance, knowledge of existing facilities, and quality of work with ability to meet schedules. SERA Architects was determined to be well-suited for the projected scope and possesses the capability to engage experienced sub-consultants as needed to complete the work within the anticipated timeframe. The memorandum does not specify contract duration, renewal options, pricing terms, or project completion dates, indicating this document serves primarily as justification for the award decision rather than a comprehensive contract overview.
