About this file
This document is a Request for Clarification letter dated August 15, 2022, from Management & Training Corporation (MTC) to Barbara Corella and David Brackney of the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) regarding Solicitation #BPM004542 for the Operation and Management of Florence West Correctional and Rehabilitation Facility. The letter addresses clarifications for a contract involving 750 minimum low and custody contract beds.
The document focuses on three specific areas of medical services clarification: (1) medical referral timelines, where MTC commits to following ADCRR's Medical Services Technical Manual guidelines for urgent and routine specialty consultations within 30 and 60 calendar days respectively, (2) compliance with Department Order 1101 for monitoring various medical conditions including cancer, diabetes, heart disease, HIV/AIDS, and others, and (3) guidelines for dispensing Keep on Person (KOP) medications, where the warden and medical staff collaborate to determine an inmate's ability to manage their own medications, with the prescriber retaining final authority on medication delivery method.

Re: Request for Clarification RFP BPM004542 for 750 Minimum Low and Custody Contract Beds
Dear Ms. Corella and Mr. Brackney:
Thank you for reaching out regarding the operation and management of the Florence West Correctional and Rehabilitation Facility. Below are our responses to the three areas where you requested clarification:
1. Medical Services (Section 2 – Response to Scope of Work; Section 12.2 Access to Health Services)
MTC used the language “a timely referral to another provider or facility.” To clarify that language, we will adhere to the guidelines provided in the ADCRR’s Medical Services Technical Manual (MSTM), including all guidance regarding timelines. As indicated in the MSTM, any urgent specialty consultations and urgent specialty diagnostic services will be scheduled and completed within 30 calendar days of the consultation request from the medical practitioner (2.2.2.1), and routine specialty consultations shall be scheduled and completed 60 calendar days of the consultation request from the medical practitioner (2.2.2.2).
2. Medical Services (Section 2 – Response to Scope of Work; Section 12.8 Utilization Management (UM) and Utilization Review (UR)) MTC has read, understands, and will comply with the guidelines provided in ADCRR’s Department Order 1101, Inmate Access to Health Care. We will ensure the following conditions receive regular examinations and/or treatment unless otherwise identified in contract language: Cancer (monitored); Diabetes (monitored); Heart Disease (monitored), HIV/AIDS (monitored); Hypertension (monitored); Latent Tuberculosis Infection (LTBI) (identified by a positive Purified Protein Derivative (PPD) Test (monitored);
Respiratory Disease (example: COPD, Asthma, Cystic Fibrosis, Chronic Bronchitis) (monitored); Seizure Disorder (monitored); Serious Mental Illness (SMI) (monitored).
3. Medical Services (Section 2 – Response to Scope of Work; Section 12.30 Dispensing KOP Prescriptions) MTC specified that the “Medical staff and facility warden may determine if an inmate is unable to safely or appropriately manage self-administration of an ordered medication and will not be permitted to maintain KOP medication.” To clarify, due to investigations, confidential information, or other means, the warden may have information that is not readily available to health care staff. This information may be critical in determining an inmate’s ability to manage their KOP medications effectively. The warden may confer with healthcare staff regarding this information to ensure the staff can make an informed decision. However, the prescriber is the only person with the authority to change the method of delivery.
Please let us know if you have any additional questions.
Sincerely, Scott Marquardt, President
