Sources Sought for MT FLAP BOR 2980(1), Sun River Bridge Replacement

This solicitation is a "REQUEST FOR INFORMATION" only for the proposed contract work listed in the requirements section below. This Sources Sought Notice is not a request for formal proposals or quotes. Final plans and specifications are not available at this time. Responses to this Sources Sought must be received by email no later than the date specified in the response section. This intent of this sources sought is for market research to determine contractors with the necessary experience and resources capable of performing this work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company has the capability and experience to compete for this acquisition. Responses to this notice shall include the following:

i) Listing of your highway/bridge construction experience within the last 3 years where you were the prime contractor for work of similar type and scope. Include contract numbers, titles, locations, dollar amounts, means and methods, etc.

j) Any other information you want to make the Government aware of.

REQUIREMENT:

NAICS Code 237310, Highway, Street, and Bridge Construction apply to this procurement with a size standard of $45 million.

Estimated Price Range: $10 - $20 Million

Project Location and Type of Work –

The project is located approximately 50 miles NW of Augusta Montana. This project consists of building a new bridge about 200 feet downstream of the existing bridge, with new approaches.

The approaches are on embankments and MSE walls. Final surfacing will be gravel for approaches and concrete on the bridge. The project is .36 miles in length with gravel road in Lewis and Clark & Teton, Montana. The work may include as an Option for demolition of the existing steel truss bridge upon completion of the new structure.

Additional Project Details

• 95% of all work in Bridge items, including MSE wall construction for approaches approaching abutment 2.

• Bridge length 462, 3 spans approximately, 140, 175 and 140

• The bridge is a Precast-Prestressed Splice I beams with Precast Deck Panels, High

Performance concrete connection for integral composite action, then post-tensioned together to create a continuous structure.

• There are two river foundations comprised of 10-foot diameter drilling shafts cored into rock.

• Bridge columns are 8-foot diameter, approximately 80 feet tall.

• River diversions, temporary work bridges, drilling platforms, will be required.

• It is anticipated that large drilling and crane equipment’s will need to disassemble and lowered the valley floor for reassemble to complete work on the drilled shafts and columns.

• The existing bridge is posted for 4T, thus no construction access other than light duty trucks and cars can use the existing bridge. The time to drive a large piece of equipment from one side of the river to the others is approximately 3-hour haul time.

• Closest concrete batch plant is 60 miles away. Mobil concrete patch plant setup is anticipated, or 552 specifications will need to modify to allow for increased delivery time.

• Area of the project is very sensitive Native American presence. Two Tribes will be providing cultural monitors to examine excavation work and ensure protection of identified resources.

• Project is over a river valley. Access to large capacity cranes or precast girder launching systems (for example an overhead gantry) is anticipated.

• Steep temporary access roads and work areas will need to be constructed to get equipment in and to move materials around.

The estimated period of performance is 2025 through summer 2026.

Responses to this Sources Sought Notice should include all information requested in (a) through

(j) above.

Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.

The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source’s sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
