About this file
This file is a solicitation amendment issued by Minot State University in coordination with the North Dakota Center for Persons with Disabilities (NDCPD) for Customized Employment Specialists services in Quadrant 1. Amendment #1 addresses responses to questions submitted by potential bidders, with the original question submission deadline of September 7, 2026 at 3:00 p.m. Central Time. The procurement officer for this solicitation is Jessica Jastrzebski, who can be reached at jessica.jastrzebski@minotstateu.edu or 701-858-4153. The amendment provides clarifications and answers to inquiries received during the bidding process to ensure all prospective vendors have consistent and complete information regarding the requirements and expectations for the Customized Employment Specialists contract.
The amendment document serves as an official modification to the original solicitation terms and conditions. As a response-to-questions amendment, it does not establish new pricing structures, set-asides, or contract award dates but rather clarifies existing requirements and specifications based on bidder inquiries. This type of amendment is standard practice in competitive procurement processes to promote fair competition and ensure all bidders operate under the same understanding of the project scope and deliverables.

The Invitation for Bid established a Deadline for Submission of Questions and Requests for Clarification. The responses, including any necessary amendments, are as follows:
Questions related to Section 5-2 Specifications, Scope of Work:
1. Question: May a newly participating provider submit a responsive bid if its Employment Specialist is not currently ACRE-certified, provided at least one staff member completes the required ACRE training after award?
Response: Yes, a newly participating provider can submit a responsive bid without being ACRE-certified. To clarify, as part of this contract, if awarded, the provider will receive ACRE certification training from NDCPD.
No amendment necessary.
2. Question: Is the required ACRE training provided at no cost to the awarded provider, and who is responsible for any training-related expenses?
Response: Yes, the training is coordinated, and costs are covered as part of the contract agreement.
No amendment necessary.
3. Question: Will MSU/NDCPD/Journey refer eligible job seekers to awarded contractors, or is each contractor responsible for identifying and recruiting its own job seekers?
Response: The awarded contractors are responsible for identifying and recruiting job seekers.
No amendment necessary.
4. Question: Is a physical office or business location within Quadrant 1 required, or may a provider located elsewhere serve Quadrant 1 through travel and/or an approved hybrid service model?
Response: A physical office or business location within Quadrant 1 is not required, however, there is no additional reimbursement for travel costs.
No amendment necessary.
5. Question: Beyond the requirements stated in the IFB, are there minimum education, prior customized-employment experience, certifications, background checks, or other qualifications required for the Employment Specialist(s)?
Response: The minimum requirements for the Employment Specialists would need to align with that agency’s standards.
No amendment necessary.
6. Question: If multiple contractors are awarded for Quadrant 1, how are job seekers or service opportunities distributed among the awarded contractors?
Response: If multiple contractors are awarded in the same quadrant, after completing any required referral steps, the choice is at the discretion of the job seeker.
No amendment necessary.
Note: If a supplier has already submitted a response to the solicitation before this amendment was posted, the same response or a revised response needs to be submitted again in order to be considered in evaluation for the solicitation.
