The MSPQA is a pre-requisite for organizations to contract with DYS to provide residential or capacity building services and meet the Commonwealth's general procurement requirements. The document clarifies the training requirements for clinical staff, including that all clinical staff must be certified in Dialectical Behavior Therapy (DBT) or complete the online DBT training within 6 months of hire. It also provides guidance on training topics that must be delivered by DYS, such as gang awareness, educational services, and others. The MSPQA is open for responses until May 11, 2027, and the proposed facilities and services must be located in Massachusetts.

Regarding pricing and funding, the document states that the MSPQA is a pre-qualification application, and the actual contract terms and pricing will be negotiated separately. RFR DYS POS 2022-12

DYS Master Service Pre-Qualification Application (MSPQA)- REPOST

QUESTIONS AND ANSWERS II

The following questions were submitted electronically:

Q:The RFR states “All clinical staff must be trained in DBT within one year of hire”. However, on the MSPQA also states on page 24, “All clinical staff are to be certified in DBT or complete the online DBT training within 6 months of hire.” Which requirement should be followed?
A:All clinical staff are to be certified in DBT or complete the online DBT training within 6 months of hire.
Q:If a provider proposes to conduct its own trainings does that they cannot send their staff to the DYS Training Academy for topics they think would be best delivered by DYS directly? Are there some topics that would be better served regarding compliance if responding agencies sent employees to the DYS Training Academy - such as gang awareness, educational services, and others?
A:If a provider’s program is not co-located within a DYS residential location that provider may

· choose to send their employees to DYS Training and Annual Review Training or

· must submit a plan in compliance with the requirements detailed in this MSPQA for training their own employees.

Note: The MSPQA details Required Audit related DYS Courses. All employees who work in DYS programs including direct care, program support, administrative, and organizations supervising managers must attend these courses taught by DYS Staff before having access to the Virtual Gateway and unsupervised contact with DYS youth:

1. Red Flags, Boundaries and Prison Rape Elimination Act (PREA)

1. JJEMS Overview Online and Classroom Training (DYS JJEMS JRA)

1. Information Security (e-learning)

1. Any others as identified by DYS over the course of the contract

1. LGBTQI-GNC youth (Only Taught by DYS Training)

1. Intro to Juvenile Detention Alternatives Initiative (Only Taught by DYS)

Q:Is eligibility to be considered for contracting through the Massachusetts DYS Master Service Pre-Qualification Application only for in-state (MA) residential facilities or could this funding be used for a residential facility located in Rhode Island?
A:To be considered for contracting through the Massachusetts DYS Master Service Pre-Qualification Application, which is a pre-requisite to certify Responders as qualified to contract with the Department of Youth Services to provide residential or capacity building services and meet the Commonwealth’s general procurement requirements, the proposed facilities and services must be located in Massachusetts.
Q:Do nonprofits have to be registered in MA in order to complete the MSPQA Request For Responses? Our organization cannot currently certify we are a Massachusetts non-profit, however it is possible that we may want to look into expansion within the next few years to Massachusetts. Consequently, is there an MSPQA enrollment period end date, at which point vendors cannot be considered for the five year window in which the MSPQA is active?
A:Responding organizations are able to respond to the MSPQA anytime prior to the deadline of May 11, 2027. Responses will be evaluated as they are submitted, including the vetting of proposed in-state (MA) facilities.
