About this file

This document is the Questions and Answers I for the Department of Youth Services (DYS) Master Service Pre-Qualification Application (MSPQA) Request for Responses (RFR). The RFR is seeking applications from providers who can offer services at DYS residential locations, either co-located or at standalone sites. Key details include training requirements, such as DYS Basic Training, Annual Review, PREA, JJEMS, and other mandated courses. Trainers must attend a DYS Train the Trainer course to facilitate trainings using DYS curriculum. Suicide Prevention training must be led by a licensed clinician. Providers have flexibility in scheduling clinical staff, with a requirement of at least one clinician onsite Monday-Friday, 9am-5pm. All clinical staff must be certified in Dialectical Behavior Therapy within 6 months to 1 year of hire.

The RFR outlines specific response requirements and an evaluation criteria structure that applicants should follow. DYS will work with successful providers on managing the meeting attendance requirement. Providers have the option to either use the DYS Training Academy or develop their own training curriculums for approval. DYS has indicated they are currently reviewing certain training-related questions and will update the answers on the Commbuys procurement page.

DYS Master Service Pre-Qualification Application (MSPQA)- REPOST

QUESTIONS AND ANSWERS I

The following questions were submitted electronically:

Q:Which trainings will staff still be required to attend in Grafton? (i.e.. PREA, etc.)
A:Employees of co-located programs within a DYS residential location, are required to complete DYS Basic Training, DYS Annual Review and any other mandated DYS Training. Providers who provide services at sites that are not co-located within DYS residential locations, may choose to send their employees to DYS Training and Annual Review Training or must submit a plan in compliance with the requirements detailed in this MSPQA for training their own employees.

In addition, Required Audit related DYS Courses – All employees who work in DYS programs including direct care, program support, administrative, and organizations supervising managers must attend these courses taught by DYS Staff before having access to the Virtual Gateway and unsupervised contact with DYS youth:

1. Red Flags, Boundaries and Prison Rape Elimination Act (PREA)

2. JJEMS Overview Online and Classroom Training (DYS JJEMS JRA)

3. Information Security (e-learning)

4. Any others as identified by DYS over the course of the contract

5. LGBTQI-GNC youth (Only Taught by DYS Training)

6. Intro to Juvenile Detention Alternatives Initiative (Only Taught by DYS)

Note that location can be other than Grafton if there is sufficient number of employees who may need the training at an outside location and upon approval of the DYS Training Director.

Q:Are trainers required to have attended the Train the Trainer course through DYS in order to facilitate trainings?
A:Yes, Pre-qualified Responder staff who attend DYS Train the Trainer as offered by DYS may conduct specific trainings at their locations utilizing the DYS Curriculum if authorized by the DYS Training Director.

Responders shall submit a list of each course, details of the curriculum and names of the Trainers with their credentials including the dates of any train the trainer courses and other relevant education.

Q:Is a clinician needed to facilitate Suicide Prevention training?
A:Yes, the Suicide Prevention training must be facilitated by a licensed Clinician. Other staff may co-facilitate as needed.
Q:Would DYS be willing to share their training curriculum with a provider, or is each provider responsible for creating their own curriculum? If it is the provider's responsibility, are there guidelines as to what needs to be included in each curriculum?
A:DYS will share our training curriculum. Please see MSPQA for complete training requirements.
Q:If a current provider chooses to continue using the DYS Training Academy in Grafton, could they later submit a proposal to do NSO in house, prior to the MSPQA expiring?
A:Yes, the MSPQA response can be modified and reviewed by DYS as situations change.
Q:Are trainings required to be in person or could they be done virtually? Could some trainings be done through a Learning Management System (Relias)?
A:At this time, DYS is only willing to review and approve in-person training modules for Basic Training -Week 1 but would consider alternatives as submitted in the response for additional required courses (see page 28 of the MSPQA for the list of courses).
Q:Are there specific hours that need to be completed for each training? For example, could Suicide Prevention be 6 instead of 8 hours?
A:If using DYS curriculum, you must complete all trainings as developed. If a Responder is developing their own training, DYS will review and ensure that all components are contained in the curriculum.

Q: On page 38 of the MSPQA RFR under Response Requirements #2, it states that the responder must certify it is complaint with 5 requirements that relate to page 9-15. But there seems to be a 6th requirement embedded in the first requirement. Is this another Requirement (making it a 6th requirement) or part of the DYS Policies and Procedures requirement?

· Under 1. Compliance with DYS Policies and Procedures (pages 9-10), there are two standards requiring separate compliance statements. The second standard talks about compliance with all applicable federal, state laws and regulations.

A: The most competitive responses will certify that the responding agency will be compliant with each requirement listed in this Request For Responses AND remain compliant for the term of the application.

Q:The Response Requirements are labelled 1-18 and it is assumed that the provider response be written according to this structure. The Evaluation Criteria has a different structure. Does the provider submitting a response have to concern itself with this different structure other than making sure its response has the requirements emphasized in the evaluation criteria?
A:The most competitive responses will follow the order of the questions in the “EVALUATION CRITERIA” section of the RFR AND comprehensively address the “RESPONSE REQUIREMENTS”.
Q:In terms of the requirement of Compliance with over 90% of meeting attendance, stated on page 11 of the RFR, does the provider have to submit anything or will DYS check their minutes?
A:DYS will work with the successful responding agencies on the most appropriate way to manage the stated meeting attendance requirement stated in the RFR.
Q:Page 25 of the RFR states “At a minimum, the clinical staffing will include on-site clinical coverage Monday through Friday between the hours of 9am and 5pm, during which individual and group and family services will be provided.” Does this mean the program has the flexibility to schedule clinicians in the evenings and weekends if Monday-Friday at least one clinician is scheduled from 9-5pm?
A:Yes, the MSPQA offers flexibility on developing clinicians schedules that meet the clinical requirements delineated in this RFR.
Q:The RFR states “All clinical staff must be trained in DBT within one year of hire”. However, on the MSPQA also states on page 24, “All clinical staff are to be certified in DBT or complete the online DBT training within 6 months of hire.” Which requirement should be followed?
A:This question is currently under review. The answer will be updated to this procurement’s page in Commbuys shortly.
Q:This RFR states Boundaries, Red Flags and PREA are Only Taught by DYS Training. Does this refer to all 3 topics or just PREA?
A:Yes, this refers to all three topics.
Q:On the top of page 28, the RFR states: “JJEMS Overview Online and Classroom Training (DYS JJEMS JRA)”. Does this mean only DYS can train this topic?
A:Yes.
Q:If a provider proposes to conduct its own trainings does that they cannot send their staff to the DYS Training Academy for topics they think would be best delivered by DYS directly? Are there some topics that would be better served regarding compliance if responding agencies sent employees to the DYS Training Academy - such as gang awareness, educational services, and others?
A:This question is currently under review. The answer will be updated to this procurement’s page in Commbuys shortly.
