About this file
This is a Request for Proposal (RFP) issued by the Office of State Public Defender (OSPD), a state agency in Missouri, for website development services. The OSPD seeks a vendor to develop a website that includes specific functionality such as a smart search bar designed to improve user navigation, accessibility, and support for diverse users unfamiliar with legal terminology or processes. The proposal was initially due on June 30, 2025, but Amendment 1 revised the due date to August 1, 2025, at 5:00 PM Central Time. Public opening of proposals is scheduled for August 4, 2025, at 10:00 a.m. Central Time at 1000 W. Nifong, Woodrail Centre - Building 7, Columbia, Missouri 65203. A virtual pre-bid conference is scheduled for May 30, 2025, at 10:00 AM with RSVP required. The proposal award date is no later than September 15, 2025. The contract period extends from the effective date of award through one year. All responding vendors must be registered with the State of Missouri.
The RFP is structured as a fixed price/not-to-exceed price contract for website development services, with Line 1 serving as the primary solicitation line under the category of worldwide web site design services. Alternate lines are permitted for vendor proposals. Payment terms are Net 45 with FOB shipping, and pricing should be submitted in US Dollars with two decimal places. The solicitation will be evaluated using multiattribute scoring methodology. All questions regarding the RFP should be directed to Procurement@mspd.mo.gov with the subject line "OSPD Website RFP 2025," and responses will be shared with all participating vendors. All correspondence between the vendor and OSPD will be used in the proposal evaluation process.
