Questions

Answers

Will a cover page and a table of contents page be included in the 15 page count?
No.
Does the reference to Teaming Arrangements (TA) refer to those TA’s needed with potential subs in order to perform the work?
Yes.
Is there an expected timeline for completion? If yes, please provide details.
Not at this time.
Upon release of the Q&A, will you be extending the due date for RFI responses?
Yes.
Can you share any system architecture diagrams or system descriptions for the systems that may need to interface with the new electronic system?
Please see attached diagram.
Are all of these systems currently capable of interfaces?
Yes, with varying degrees of difficulty.
Will existing system owners be developing the interfaces, or should we include the cost of developing these interfaces in the rough order of magnitude price estimate?
To be determined. Interfaces could be developed by MSPB, contractor, or combination of both.
A new electronic system will require hosting services; Does MSPB have any plans for hosting the new system or should hardware, hosting and maintenance services be included in the rough order of magnitude price estimate?
MSPB will host the new system.
Does MSPB currently hold any licenses that you plan to leverage in the new configuration?
LawManager, OpenText, Hotdocs, Oracle, activePDF, Adobe LiveCycle, Office365 including Sharepoint, VMWare/VDI, Microsoft OS, and Office.
To what extend does MSPB expect the existing paper-based cases to be imported into the new electronic system? For example, will closed cases be imported, Currently open cases, or Only new cases?
All existing electronic documents and data from our systems at the time of transition will be imported. Paper documents not already saved electronically will not be scanned and imported.
Requirement 4.7 states onsite support shall be provided at all MSPB locations. Can you confirm that there are sixteen (16) total offices (8 DC offices, 6 regional and 2 field) that will require onsite support?
9 total locations, including HQ, 6 regional and 2 field offices.
What is the nature of the onsite support? For a cost estimate we need to determine how many people will be required to support each office and their expected job descriptions?
We expect the vendor to support any systems they implement for at least a year. The vendor will support designated MSPB information technology and system owner staff and not the end-users.
Who developed and maintains the e-Appeal site (https://eappeal.mspb.gov/Default.aspx)
MSPB.
Are there any system architecture diagrams that you can share?
Please see attached diagram.
What is the current hardware and software configuration (list of servers, software language(s)) used in any current environments.
VMWare running on Nuntanix hardware. Windows OS environment with Oracle database running on ODA platform. VB.Net, C#.Net, IIS, and LiveCycle (Jboss).
Can the staff at each regional and field office be trained at one time? Please provide a headcount of personnel for each location.
That is unlikely. The answer will vary by location and circumstances at the time. There are ~75 employees across several organizational units. Each regional and field office includes ~15 personnel.
In section 4, the RFI states that "Many of the systems and components to support an electronic case processing environment already exist at MSPB." Could you describe the technologies upon which these existing systems and components are built? For example, are Microsoft Dynamics CRM, SharePoint or other Microsoft technologies used?
VB.net, C#.Net, .Net3.5, Oracle 11g, and IIS.
Do MSPB Personnel currently use Microsoft SharePoint or Microsoft Dynamics CRM, or any custom applications built on top of SharePoint or Dynamics CRM, to perform their daily responsibilities?
Yes, we use SharePoint but only for administrative functions (e.g., calendar, intranet portal). We are not using SharePoint for any case processing system.
Do MSPB Personnel currently use Microsoft Office products to perform their daily responsibilities?
Yes.
In section 5, under RFI Response Criteria, the RFI requests a schedule estimate. Is there a desired timeframe or deadline that MSPB desires to adhere to or meet? If so, what is the desired timeframe or deadline?
No.
Appendix A describes the current case processing workflow. Step #2 states that once a new appeal is received, it is entered into the Law Manager Case Management System, which tracks case data. What case data is being tracked?
Please see attached diagram.
How many users do you anticipate using the case management system?
~200.
Is this new capability or a migration from their existing OpenText eDOCS system?
We currently use OpenText eDOCS, and we are open to extending, augmenting, or replacing our current system.
Are you currently using the OpenText eDOCS Records Management Module?
No.
Is there an identified budget or implementation timeframe for this project? If so what is it?
No.
The RFI ask for an estimate, if we can, on pricing of our solution. We are licensed on a named active user and in order to get you an estimate on pricing we would need to know an estimate on the number of people that will need access to the system?
~200.
