SYNOPSIS

FACILITIES ENGINEERING DESIGN AND INSPECTION SERVICES TWO (FEDIS II)

Contracting Office Address: NASA/George C. Marshall Space Flight Center, Procurement Office, Marshall Space Flight Center, AL 35812

I. ACQUISITION DESCRIPTION

This acquisition is for Architect Engineer (A E) Services for NASA/MSFC in support of Design Services, Master Planning, and Surveillance and Inspection Services. MSFC plans to issue a Request for Proposal (RFP) for Facilities Engineering Design and Inspection Services (FEDIS) II utilizing Architect and Engineering (A/E) processes (FAR Part 36.6). All services will be provided to MSFC. Should support be required for Michoud Assembly Facility (MAF), those services will be acquired through specific task orders. The required services may include these disciplines: Architects, Interior Designers, Civil Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, HVAC Engineers, Qualified Fire Protection Engineers, Utility Control System Designers, Cost Estimators, Master Planners, Construction Inspectors in referenced disciplines, and Plant Operations and Maintenance Inspectors, and Energy Engineers and Commissioning Agents. See the table below for staff that are required to be on site at MSFC. All other staff deemed necessary by the contractor and not listed below may be offsite.

This synopsis, 80MSFC21R0007, is prepared in accordance with NASA Federal Acquisition Regulation Supplement (NFS) 1805.207 70, Synopses of Architect Engineer Services, and Federal Acquisition Regulation (FAR) 5.207, Preparation and Transmittal of Synopsis. This is not a solicitation or a request for proposal. This is a request for a Standard Form 330, Architect Engineering Qualifications. All information needed for interested parties to submit a standard form SF 330, Architect Engineer qualifications is contained herein. There is no separate Request For Proposals (RFP) package to download.

This requirement is a Competitive 8(a) set aside and the evaluation and selection will be in accordance with FAR 36.6 procedures. The NAICS Code and small business size standard for this acquisition is 541330, Engineering Services and $16.5 million respectively. Small business concerns shall state that they understand and will comply with FAR 52.219 14(c)(1), which requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

Any reference to “A E”, A E firm”, or “firm” includes teaming arrangements.

II. PROPOSED CONTRACT INFORMATION

MSFC intends to award one (1) Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for this effort. The IDIQ contract will have a minimum value of $1000, which represents the minimum value of work the Government is required to order and a maximum value of $25,000 which is the maximum value the government can order. The awarded contract will have a 1 year Base period and four (4) 1 year option periods.

Work will be accomplished in accordance with the Performance Work Statement (PWS). The PWS will clearly define dditional quantities will be acquired through award of individual firm fixed price IDIQ task orders.

III. A E SCOPE OF SERVICES/REQUIREMENTS

The required services may include the following disciplines: Architects, Interior Designers, Civil Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, HVAC Engineers, Qualified Fire Protection Engineers, Utility Control System Designers, Cost Estimators, Master Planners, and Construction Inspectors in referenced disciplines, Plant Operations and Maintenance Inspectors, and Energy Engineers and Commissioning Agents.

The MSFC “campus” has over 200 facilities. Most of these support space systems research and development for NASA. The facilities include highly specialized laboratories, advanced propulsion and payload test facilities, engine test facilities, structural test facilities, vacuum chambers, wind tunnels, and office buildings (and others).

The services are divided into three categories: Design Services, Master Planning Services, and Surveillance and Inspection Services.

1 Design Services include, but are not limited to:

Preparing architectural, civil, structural, environmental, electrical, mechanical, fire protection, utility control system, and multi discipline project designs in support of local projects (construction $1M or less). Designs include criteria development, construction drawings, calculations, specifications, and cost estimates, adding and or modifying the existing building automation system (MSFC’s system is called the Utilities Control System) to reflect additions or changes to the HVAC systems (or process equipment) at the MSFC facilities, managing the existing, historical drawings files, assessing and updating the above and below ground utility maps, making recommendations for digging permits, preparing as built drawings for local (below $1M) projects, performing configuration management, providing miscellaneous tasks such as special studies, land surveys, geotechnical analysis, etc., providing construction support, answering request for information, reviewing construction submittals, and incorporating energy efficiency and sustainability in planning, designing, constructing, and maintaining MSFC facilities, including existing green building certified facilities.

Registered, licensed professionals oversee all design services and shall stamp all prepared construction documents.

Historically, there have been approximately 90 local projects annually having average construction cost of $55,200 and a median construction cost value of $20,900. The total average value of construction costs annually are $5M.

2 Master Planning Services include, but are not limited to:

Defining future requirements for facilities work at MSFC. Definition of the requirements includes field investigation, preparation of sketches/drawings, preparation of narrative descriptions, preparation of project programming data, and preparation of cost estimates. Requirements will be developed to support: master planning, space utilization/real property, and Construction of Facilities (CoF) annual program (and future years) preparing miscellaneous studies of facilities and other infrastructure in support of planning the CoF program, preparing studies related to the land use of roadways, updating and maintaining master planning documents such as maps, plans, analysis, graphics, etc., create, update, and maintain master floor plans, utility maps, historical documentation, and drawings to support MSFC Geographic Information System (GIS), space utilization, MSFC master plan website, and facility record management system applications, developing and maintaining strategic plans, Integrating all planned and ongoing facility project activities, providing historical survey and documentation support, provide move coordination, and providing support to update and maintain the master planning website.

The annual CoF program historically consists of between four to eight projects each having a construction cost greater than $1 million.

3 Surveillance and Inspection Services include, but are not limited to:

3a Construction Surveillance and Inspection Services:

Construction Surveillance and Inspection Services shall include construction project surveillance, inspection/surveillance planning and procedures, inspections, test monitoring, schedule coordination, utility outage coordination, reports/status preparation, constructability design reviews, and maintenance of all construction documentation. The selected firm also be responsible for review and evaluation of work completed, progress schedules, all contractor submittals, request for information, construction change requests, and plans/reports submitted by construction contractors.

Application/use of computer software such as Excel, Windows, Procore or equivalent is required.

Projected construction surveillance and inspection services are for approximately 1 2 major or discreet projects annually having a construction cost greater than $10M each, 3 5 minor projects annually with a construction cost between $1 M and $10M each, and approximately 90 local projects with a construction cost of less than $ 1M each. This effort requires services and specialized technical expertise under a variety of conditions, constraints, and contract types not typical to standard commercial construction.

3b Plant Operations and Maintenance Inspections.

Plant Operations and maintenance inspections shall cover work activities by the MSFC Facilities Operations and Maintenance Support Services (FOMSS) contractor. Historically, 60 activities were initiated and 40 were completed at a total annual cost of approximately $2M. The lump sum responsibilities consist of random inspections of several thousand minor maintenance activities (less than $2K) and preventive maintenance activities.

3c – Energy and Commissioning Services

Creating and maintaining building commissioning plans and integrating those plans into the Facility program, conduct energy audits or walk throughs, and serving as 3rd party commissioning agent as needed for green building certification as requested. Historically, the work included in this portion of the requirement included 1 2 buildings every five years.

The Construction Inspection and Surveillance has historically consisted of Construction Inspectors in referenced design disciplines.

Firms have the capacity to provide all personnel to perform all the work tasks identified in this synopsis and the ability to provide staff for surges in work.

IV. PRELIMINARY SCREENING CRITERIA (PSC)

The Contracting Officer will perform an initial submission review to include checking against the List of Parties Excluded from Federal Procurement and Non Procurement Programs. Firms who appear on the list will be eliminated without further consideration. In accordance with FAR 52.204 7, System for Award Management (SAM), a firm submitting a response to this synopsis acknowledges it shall be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this synopsis.

Contractors will be checked against other contract compliance matters in addition to SAM records.

The following criteria will be used in the preliminary screening of the A/E firms responding to this announcement.

Proposing firms shall meet the following criteria to be further evaluated:

1. Submit a fully completed, current SF 330, prepared in accordance with the SF 330 instructions.

2. Have experience in designing projects with energy efficiency and sustainable features.

3. Clearly identify individuals licensed and registered in the State of Alabama for the following disciplines (include license/registration number):

a. Minimum of 1 architect

b. Minimum of 1 civil engineer

c. Minimum of 1 structural engineer

d. Minimum of 1 electrical engineer

e. Minimum of 1 mechanical engineer

f. Minimum of 1 qualified fire protection engineer

4. In accordance with the FAR 36.601 4(b) contracts for architect engineer services may be awarded to offerors permitted by law to practice the professions of architecture or engineering. If a firm’s office is permitted by law to practice these professions, offerors must submit proof to this effect as required by FAR 36.601 4(b).

In order to expedite the Government’s evaluation, Offeror’s shall provide a matrix which clearly shows where each requirement listed above is addressed in the SF 330 submission. The matrix shall also clearly show where below selection criteria is included in the SF 330. This matrix shall be provided as a separate document in addition to the SF 330 and may be formatted at the Offeror’s discretion.

V. SELECTION CRITERIA

This effort is being acquired in accordance with FAR 36.602, Selection of Firms for Architect Engineer Contracts.

Firms shall submit a completed SF 330, Architect Engineer Qualifications, Parts I and II to include specific information addressing each of the six selection criteria described in this synopsis. Firms will be evaluated to determine the most highly qualified in relation to the selection criteria detailed in this synopsis. Failure to provide the requested data or to comply with the instructions in this notice may result in the firm being evaluated as not highly qualified.

Offerors who are proposing as a joint venture shall include with their submission a copy of the joint venture agreement. Failure to include the joint venture agreement may result in the Offeror’s elimination from evaluation.

The following evaluation factors will be used in the evaluation of submittals to this synopsis.

1. Professional qualifications Basis of evaluation will be the information provided in Section E of the SF 330. Provide qualifications only for those key personnel who will actually perform the major duties for the A E Scope of Services in this synopsis. The A E firm shall provide proof of licenses or professional accreditations for key personnel as part of the submission, including those listed in the Preliminary Screening Criteria (PSC).

The proof of licenses and professional accreditation shall be provided as follows: professional license number and the state where licensed shall be provided in the SF 330 Section E, Box 17; other professional accreditation shall be provided in the SF 330 Section E, Box 18.

Major emphasis will be placed on professionals experienced in providing services described in Section III, A E Scope of Services/Requirements. Major emphasis will be placed on professionals experienced in the design of laboratory facilities, industrial manufacturing, aerospace test structures, high pressure gas systems, administrative buildings, and similar type work and the support of those projects during construction.

Moderate emphasis will be placed on professionals providing supporting design elements to the focused work, management, construction cost estimators, construction inspectors, and drafting.

Selection Weight: 20 percent

2. Specialized experience and technical competence The Government will evaluate specialized experience and technical competence of the staff in the planning, designing, cost estimating, construction surveillance and inspection, plant operations and maintenance inspection, and building commissioning for projects involving repairs, alterations, and modifications as well as new construction projects involving new administrative buildings, aerospace test structures, industrial facilities, complex propulsion and payload test facilities, high pressure gas systems, critical data processing and communication facilities and highly specialized laboratories.

Include no more than 10 projects in Section F. Firms shall include the customer’s/owner’s point of contact (POC) including email address, project title and location (include a customer’s identification number, if applicable, such as delivery order number/s, contract number) in Section F of the SF 330 for each project. All projects must be ongoing or completed within ten years from the posting date of this synopsis. For submittal purposes, a single project shall be considered to include multiple phases of a single effort, even under separate task orders, to include planning and feasibility studies, permitting, preliminary engineering reports, design, engineering services during construction, activation and commissioning. For a single award IDIQ contract, relevant task orders must be combined and submitted as a single reference contract for past performance. Individual task orders will not be accepted as single projects. Firms are encouraged to submit projects that demonstrate their experience in design of a variety of the facilities and systems listed above.

In accordance with NFS 1836.602 1(a)(2), the evaluation of specialized experience and technical competence shall be limited to the immediately preceding ten years. For evaluation purposes, emphasis will be placed on projects demonstrating effective and reliable design of engineering projects of the types listed in the first paragraph of this section and in coordination with the scope and services covered in Synopsis Section III. The Government will not consider repeated information of what is provided in the synopsis itself. Firms shall state specifically what engineering services the firm provided on the submitted projects. Do not describe the project or facility as much as describe what role and what services your firm provided to demonstrate the specialized experience and technical competence.

Selection Weight: 30 percent 5

3. Capacity

Provide an organizational chart for the key personnel in the SF 330, Part I, Section D. The organizational chart shall include at a minimum each of the key personnel listed under Professional Qualifications. Utilize table in Section G of SF330 to indicate for each of the projects submitted under “Specialized Experience” which of the key personnel submitted under professional qualifications were a part of the design team for that project in order to demonstrate a history of the proposed team members (and firms) working together.

The A E firm will be evaluated on the organizational structure balance and lines of authority, identification of key personnel and their roles, and a demonstrated history of working together as a cohesive team on multiple projects. In addition, the A E firm will be evaluated on the following narrative, which should be addressed in Part I, Section H:

Contractor shall demonstrate the ability to accomplish a baseline level of historical workloads as described in Section III, simultaneously, and the ability to meet surges in design volume while meeting schedules. Contractors should also address the ability to support surge requirements should designs beyond the levels estimated be required. Provide a detailed management plan that specifically addresses the organizational staffing breakdown to meet all required services. If services are to be provided by personnel from a source other than the proposing firm’s lead office, describe the services each team member will provide. Also, describe the proposing firm’s previous experience working with these personnel.

Selection Weight: 20 percent

Past Performance on projects with similar scope The Government will assess the firm’s past performance on the projects identified in section F of the SF 330 with respect to cost control, quality of work, and compliance with performance schedules. The firm’s history of working relationships and management of project teams may also be considered when reviewing past performance. Sources may include, but are not limited to, Government past performance databases (e.g., Federal Awardee Performance and Integrity Information System, Contractor Performance Assessment Reporting System (CPARS), etc.), and interviews with previous and current customers. The Government may also consider the firm’s past performance on projects other than those provided in Section F of the SF 330 using other sources as described above. The currency and relevance of the information, source of the information, context of the data, and general trends in the firm’s past performance will be considered. Firms may provide information on problems encountered on identified contracts and the firm’s corrective actions in their description of the project in Section F. In accordance with FAR 42.1503(g) the Government will only consider past performance information that is within six years of the completion of the performance.

Location general geographical area

The Government's evaluation will consider the ability of the contractor to respond to local onsite requests as they arise their knowledge of the general geographical area of MSFC, Huntsville, Alabama and their knowledge of local codes and standards as provided in example projects and past performance references. The government will also consider the number of NASA projects or other federal agency projects, and ommercial projects.

Weight: 5 percent

6. Previous NASA Contracts

In accordance with NFS 1836.602‐1(a)(6), the Government will consider firms that have not had prior NASA contracts more favorably to ensure equitable distribution of A‐E support services. Provide a list and brief description of previous NASA contracts (within the last 6 years) in Part I, Section H.

VI. SUBMISSION PAGE LIMITATIONS

A‐E firms responding to this synopsis shall submit a completed SF 330 package. DUNS, CAGE, and TIN numbers shall be included in Block 30 of the SF 330. The submission, including the SF 330 Parts I and II, shall not exceed 45 pages and shall include any information the A‐E firm feels may be of benefit to it in the evaluation and selection process. Any pages exceeding the maximum page limitation will not be evaluated. The following are excluded from the 45‐page limitation: submission transmittal cover pages, tab pages, tables of contents, signed amendments (if applicable), and licensure/accreditation copies.

A tab page is defined as a blank sheet used to separate the submission pages and may include a section heading. Any additional information provided on a tab page, other than section heading, will result in the tab page being counted against the 45‐page limitation.

A page is defined as one side of an 8½" x 11" sheet of paper, with at least a one‐inch margin on all sides, using Arial font with a type‐size of 10‐point font. The one‐inch margin and 10‐point font limits are applicable to pages formatted by the A‐E firm. The SF 330 form has its own instructions and is exempt from the above margin and character size limits.

The submission may be submitted on single‐ or double‐sided sheets, but shall not exceed the 45‐page limitation. Each 8½" x 11" sheet will be considered one page when printed on one side and considered two pages when printed on both sides. Printed pages and illustrations must be legible and no larger than 11" x 17" foldouts, as appropriate for the subject matter. The 11" x 17" inch paper must be for the exclusive presentation of tables, figures, or illustrations. Each 11" x 17" page will be considered two pages when printed on one side and considered four pages when printed on both sides.

VII. SUBMISSION INSTRUCTIONS

An electronic response, including signed amendments (if applicable), as a searchable Portable Document Format (PDF) shall be delivered on or before 4pm Central Daylight Time (CDT) on May 13, 2021.

Note: All submissions shall use the fillable version of the SF 330 downloaded from the GSA Forms Library (https://www.gsa.gov/reference/forms?search_keyword=Sf330 ). Individual pages of the Sections can also be downloaded from this site.

1) To ensure that all firms are evaluated equally, any submissions that have altered the SF 330 Sections A‐G in any way will be considered non‐responsive and will not be considered for selection. The prohibited alterations include, but are not limited to:

a. Insertion of photos, tables, or graphics in sections A‐G.

b. Modifying, deleting or altering any block sizes.

c. Altering the font or font size. Note: The form natively uses Arial font with 10‐point type with a set cell size.

d. Altering paragraph line spacing.

e. Modifying or deleting page layouts or using an in‐house form.

f. Altering the margins of the form.

2) Any additional information that cannot fit within the SF330 Sections A‐G can be included in section H.

a. At least one page in section H must include the standard form with blocks 31‐33 filled in.

b. The firm may choose to use multiple pages of the section H form, however shall not alter the form in any way as described above.

c. The firm may choose to use supplemental Section H pages, (edited in WORD or similar) in which photos, tables, and charts may be included. The format of the pages shall include:

i. Font no smaller than Arial 10

ii. Margins set at one inch on all sides

All section H pages, including supplemental pages count towards the 45 page limit.

Note: any supplemental information provided in Section H regarding Specialized Experience that is not a part of Projects 1‐10 will not be evaluated under Specialized Experience.

Firms are cautioned to ensure that the cut/paste of data into the form shall use the native settings.

Emailed packages containing the submission shall be marked with the firm’s primary point of contact and delivered to the following:

VIII. EVALUATION/NEGOTIATIONS

In accordance with FAR 36.602‐3, Evaluation Board Functions, discussions/interviews will be held with at least three of the qualified firms and the final selection decision will be made by the designated Selection Authority.

The final selection will be a listing, in order of preference, of the firms considered most highly qualified to perform the work and will authorize the Contracting Officer to begin negotiations with the selected firm. Only the selected firm will receive a request for proposal which will include the PWS, Terms and Conditions and relevant attachments. The selected firm will be required to submit Advanced Pricing Rate Proposals, and Safety and Occupational Health Plans. These documents should NOT be submitted with original responses and will be due within 14 calendar days from the date requested by the Contracting Officer.

If a mutually satisfactory contract cannot be negotiated, the Contracting Officer will obtain a written final proposal revision from the firm, and notify the firm negotiations have been terminated. The Contracting Officer will then initiate negotiations with the next firm on the final selection list. This procedure will continue until a mutually satisfactory contract has been negotiated.

QUESTIONS/COMMENTS

Questions or comments shall be sent in the body of an email. Questions must be sent to the Contracting Officer email identified above by 4pm Central Daylight Time (CDT) on May 4, 2021 to allow for analysis and dissemination of responses in advance of the submission due date. Questions received after this date will be considered but may not be answered. Oral questions will not be accepted.

Additional information may be given by issuance of an amendment during the announcement period.
