Question Answer

I have a question on the NASA/MSFC FEDIS II IDIQ (notice ID

80MSFC21R0007). On page 2 of the synopsis, it lists the maximum value as $25,000. This seems low considering the scope of work described in the synopsis. Is there a typo or is this the true value of the contract?

See amended synopsis.

The statement “For submittal purposes, a single project shall be considered to include multiple phases of a single effort, even under separate task orders, to include planning and feasibility studies, permitting, preliminary engineering reports, design, engineering services during construction, activation and commissioning.”

1. On a multi‐year ID/IQ contract, we performed a number of work orders for an administrative building. as well as a number of work orders on a specialized laboratory, can each of these be represented as separate projects in Section F?

2. If not, does this limit all the work performed under a multi‐year

ID/IQ, just to one Section F project?

3. Is Section F limited to one page per project? Or can two pages per project be utilized in Section F, as long as the total page count is met? For Questions 1 and 2, see amended synopsis.

Question 3, the synopsis limits total page count, however there is no limit on number of pages for projects.

Recognizing the importance of continuity of the Facilities incumbent staff, we want to go through proper channels to obtain contact information of the staff in order to potentially include their resumes with non‐exclusive letters of intent. Are you able to provide staff contact information or direct me on the proper method to obtain this information?

The Government will not provide current staff contact information.

1. Since the response to previous questions submitted, directly impacts our selection of information for Sections E and F, will NASA consider extending the due date for the submission by 10 days?

2. Will NASA clarify and define what constitutes a “project” for Section

F?

3. If we have multiple task orders on one contract, for this submission does NASA consider a “project” to be one of those task orders or the entire contract?

As indicated in Section VI "The submission, including the SF 330 Parts I and II, shall not exceed

45 pages and shall include any information the A‐E firm feels may be of benefit to it in the evaluation and selection process. ".

Regarding Section IV. Preliminary Screening Criteria (PSC) of the synopsis, Page 4 states "Clearly identify individuals licensed and registered in the State of Alabama for the following disciplines (include license/registration number).” Our professional engineers are registered with NCEES and have the ability to obtain licensure with any state via reciprocity. Would the government allow resumes for engineers who are both licensed and registered in at least one state with the stated intent to obtain an Alabama license number upon contract award? See amended synopsis.

Regarding Section II. Proposed Contract Information, the synopsis states the "IDIQ contract will have a minimum value of $1000, which represents the minimum value of work the Government is required to order and a maximum value of $25,000 which is the maximum value the government can order.” The level of support required appears to exceed a $25,000 maximum contract value. Does the government intend to order professional services on a task order basis in up to

$25,000 increments? See amended synopsis.

Synopsis Page 2 states "Work will be accomplished in accordance with the Performance Work Statement (PWS).” Can the government provide a draft copy of the PWS so bidders can better understand specific requirements expected post award?

As stated in Section VIII Evaluation/Negotiations only the selected firm will receive an RFP which will include the PWS, terms and conditions and other relevant attachments.

Synopsis Page 2 states “1‐ Design Services include, but are not limited to:” and lists a series of tasks. Regarding CAD and drawings work, will all this work be incumbent on the staff required on site or can the successful offeror fulfill any of these requirements with off‐site personnel?

Although the government provides a list of staff requried onsite, the contractor may determine how to fulfill the specific PWS requirements.

Synopsis Page 2 states "Historically, there have been approximately 90 local projects annually having average construction cost of $55,200 and a median construction cost value of $20,900. The total average value of construction costs annually are $5M.” Please confirm these dollar values are correct. Ninety projects times the average construction cost is closer to $1.9M. See amended synopsis.

Synopsis Page 3, 3c ‐ Energy and Commissioning Services describes 3rd party commissioning in support of green building certification. Is this work in support of LEED EB:O&M, LEED‐NC, or otherwise?

Yes, it could be in support of, but not limited to those identified in the question.

Page 5, Section 2. Specialized experience and technical competence states "For a single award IDIQ contract, relevant task orders must be combined and submitted as a single reference contract for past performance. Individual task orders will not be accepted as single projects.” Please clarify separate task order projects under single IDIQ award can be submitted as separate projects in Section F of the SF330 See amended synopsis.
