DIGITAL SUBSCRIPTION SERVICE

STATEMENT OF WORK (SOW)

1. GENERAL

1.1 BACKGROUND

The Coast Guard's Homeland Security mission includes protecting the flow of commerce through ports and waterways, protecting the marine transportation system from terrorism, maintaining maritime border security, ensuring rapid deployment of military assets, keeping marine transportation access open, protecting against illegal fishing and indiscriminate destruction of living marine resources, preventing and responding to oil and hazardous materials spills, and coordinating efforts and intelligence with federal, state, local, tribal, international, public and private (FSLTIPP) agencies

1.2 SCOPE

The purpose of this requirement is to obtain digital subscription services for the U.S. Coast

Guard (USCG) Office of Shore Forces (CG-741). The Office of Shore Forces is responsible for all capability management functions for the Shore Force Enterprise.

The initial interim mobile capability provided to Marine Inspectors (MIs) will enhance their overall operational effectiveness when conducting vessel compliance operations as it will allow the user to utilize official Coast Guard (CG) email, reference numerous digital manuals, and edit documents while in the field. However, a critical component that will bolster this capability for

MIs is having past and current vessel regulations in digital format. This capability is provided by a subscription service that is an updateable, searchable, maritime regulation database that combines Flag State (US) compliance documentation with International Maritime Organization

(IMO), International Labour Organization (ILO) & European Union (EU) legislation to provide an overall regulatory compliance solution.
