About this file
This is a Request for Information (RFI) issued by the Department of State for market research purposes regarding the design and construction of a modular 10-lane indoor firearms training facility in Northern Virginia. The Government is not soliciting pricing proposals or offers and will not award a contract based on RFI responses. The response deadline is August 24, 2026, at 5:00 PM EDT. The anticipated project completion is no later than the end of Fiscal Year 2029.
The Government seeks industry input on design and engineering costs, modular construction estimates, and range-specific requirements including ballistic containment, HVAC/lead mitigation, and acoustics across three configurations: 100-yard, 50-yard, and 25-yard ranges. Required capabilities include complete architectural and engineering design, site preparation, reinforced concrete foundations, structural construction, ballistic walls and ceiling systems, ten indoor firing lanes, automated target retrieval and control systems, bullet trap systems, OSHA- and NIOSH-compliant lead ventilation, electrical power distribution, communications infrastructure, lighting, fire protection, security systems, range control room, commissioning, operator training, and warranty support. Respondents must provide company information (UEI, CAGE Code, business size, socioeconomic status, and relevant federal contract history), corporate experience with indoor firearms ranges completed in the past ten years, technical capability descriptions for automated targeting systems, bullet containment systems rated for multiple ammunition types (5.56 NATO, 7.62 NATO, .308 Winchester, 9mm, .40 S&W, .45 ACP, .300 Blackout, and 12-gauge slug and buckshot), lead ventilation systems, building construction, commissioning/decommissioning, and long-term maintenance support. Responses should include rough-order-of-magnitude cost estimates for each range configuration with assumptions and cost drivers identified, estimated design and construction schedules from notice to beneficial occupancy, and industry recommendations on acquisition strategy, contract type, technical requirements, emerging technologies, risk mitigation, project phasing, and evaluation criteria. Responses must not exceed 20 pages excluding brochures and product literature.

REQUEST FOR INFORMATION (RFI)
Design and Construction of a Modular 10-Lane Indoor Firearms Training Facility
Notice Type: Request for Information (RFI)
Agency: Department of State
Response Due: Aaugust 24, 2026, 5PM EDT
1. Purpose
This is a Request for Information (RFI) issued solely for market research purposes in accordance with FAR Part 10, Market Research.
This notice is not a solicitation, Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). The Government is not requesting pricing proposals or offers at this time and will not award a contract based on responses to this notice.
Information received will be used to determine industry capability, acquisition strategy, estimated project costs, and potential socioeconomic participation. The Government reserves the right to issue a future solicitation based on the results of this market research.
2. Project Description
The Government is assessing industry's capability to design and construct a turnkey modular 10-lane, indoor firearms training facility in the Northern Virginia region.
The Government is seeking input on design/engineering costs, modular construction estimates, and range-specific requirements (ballistic containment, HVAC/lead mitigation, acoustics) across multiple range configurations (100-yard, 50-yard, and 25-yard), along with estimated timelines for each.
The anticipated project would include complete design, engineering, construction, testing, commissioning, and turnover of the facility.
The Government anticipates project completion no later than the end of Fiscal Year 2029.
3. Anticipated Project Requirements
Interested firms are requested to comment on their ability to provide:
• Complete architectural and engineering design
• Site preparation
• Reinforced concrete foundation/slab
• Structural building construction
• Ballistic walls and ceiling systems
• Ten (10) indoor firing lanes
• Automated target retrieval and control systems
• Bullet trap system
• OSHA- and NIOSH-compliant lead ventilation system
• Electrical power distribution
• Communications infrastructure
