About this file
This is a Justification Review Document for a Limited Source Justification under FAR Part 8 for the U.S. Army's Structures and Materials Division, Systems Readiness Directorate. The document supports a firm-fixed-price contract with Immix Technology, Inc. for an MSC Tokens Software Support Package subscription from 1/1/2026 to 12/31/2026. The software is a critical finite element analysis solver used for aircraft systems analysis, specifically a pre and post-processor for Nastran that allows engineers to generate, submit, and analyze models.
The Army determined that alternative software products like Abaqus, Matlab, and Ansys cannot meet their specific requirements. Immix is the only authorized government reseller for this product. Market research included reviewing ELA and ESI sites and initiating a CHESS ITES-SW2 RFQ that received no positive responses from 27 vendors. The procurement is supported by a Section 233 Waiver for Army Science and Technology Reinvention Laboratories, which exempts them from standard information technology procurement processes. The contract is planned for award in FY26 and is considered essential for the Aviation and Missile Center's engineering analysis capabilities.

MSC Tokens Software Support Package
Limited Source Justification
1. Contracting Activity: Department of the Army, Army Contracting Command – Redstone, CCAM-MZB-B, Redstone Arsenal, AL 35898-5000.
2. Description of Action: The Structures and Materials Division, Systems Readiness Directorate, U.S. Army Futures Command, Combat Capabilities Development Command, Aviation and Missile Center requests approval to award a firm-fixed-price contract for a subscription with Immix Technology, INC. The Government projects award in FY26.
3. Description of Supplies/Services: Request acquisition of the following commercial-off-the-shelf software as a supply item: MSC Tokens Software Support Package – PoP 1/1/2026 – 12/31/2026.
4. Authority Cited: This justification meets the requirements of FAR 8.405-6(b)(1) – Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer.
A brand name whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
5. Reason for Authority Cited: MSC Tokens is an industry standard finite element analysis solver used for aircraft systems analysis and is a critical tool for the Systems Readiness Directorate (SRD) of AvMC in support of Army Aviation airworthiness. The MSC suite is a pre and post processor for Nastran which allows our engineers to generate models, submit them to Nastran, and then view results for analysis. This product suite is also used by many OEMs in various structural analyses of aerospace vehicles and for submitting analysis for SRD review. Its particular combination of capabilities is a core competency for SRD – Airworthiness.
6. Efforts to Obtain Competition: Other similar software products that have been demo'ed such as Abaqus, Matlab, and Ansys do not meet nor can be modified to meet required capability requirements to operate as a pre and post processor for Nastran which allows our engineers to generate models, submit them to Nastran, and then view results for analysis. Second, MSC software is used heavily by many OEMs to include Boeing, Lockheed Martin, and Sikorsky submitting modeling files for SRD engineers to review and perform critical engineering analysis for PEO Aviation.
Without this software SRD engineers would be virtually dead in the water in regard to the evaluation they are tasked to perform on these files. Immix is the only authorized government reseller for this product from the publisher.

7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition.
8. Market Research: ELA and ESI sites were reviewed with no findings. CHESS ITES-SW2 RFQ #549324 was initiated on 17 November 2025 with no positive responses received from 27 vendors by the closing date. A CHESS Statement of Nonavailability #216820802 was received 25 November 2025.
Based on the Section 233 Waiver from Deputy Assistant Secretary of the Army (Research & Technology) dated 6 March 2022 and amended 27 March 2023 Army Science and Technology Reinvention Laboratories (STRLs) are waived from the use current information technology (IT) procurement processes. Paragraph 5 of Section 233 waiver specifically waives the use of Computer Hardware, Enterprise Software and Solutions (CHESS) and ITAS.
