QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION 1: The new subject solicitation document released yesterday on PIEE has a DRAFT watermark on the embedded in the document (see attached Page 1).

Is this solicitation a Live offering or is this a Draft notice?

ANSWER 1: The solicitation is not a draft, watermark has been removed and uploaded to PIEE.

QUESTION 2: Additionally, as highlighted on the attached Page 1 the Due Date states 01:00 PM 09 Apr 2024, while PIEE states 2024/05/02. Please clarify the correct due date.

ANSWER 2: The closing date is correct in PIEE May 2, 2024. I will update the solicitation to reflect the correct closing date. Revised to May 22, 2024 at 1:00PM

QUESTION 3: What is the final date for questions – April 15 or 10 days before solicitation due date?

ANSWER 3: April 15th. Solicitation has been updated. -Revised to April 25th 10:00AM

QUESTION 4: There is conflicting information provided on the recency requirements for Volume II Past Performance. Under Instructions to Offerors, past performance must be within 3 years, under Evaluation it states within 5 years. Please confirm if past performance is required to be within 3 years or 5 years.

ANSWER 4: 3 years. Solicitation has been updated to reflect.

QUESTION 5: Could the Government confirm that Pricing is not requested at the IDIQ level for this proposal?

ANSWER 5: No pricing at IDIQ level.

QUESTION 6: Amendment 1, pages 8 and 11 refer to the Attachment 3 as Past Performance Data.

Page 12 refers to Attachment 4 as Past Perf Questionnaire.

The Solicitation attached documents are titled:

· Attachment 2 Past Perf Data

· Attachment 3 Past Perf Questionnaire ANSWER 6: Past Performance Data is Attachment 2 and Past Performance Questionnaire is Attachment 3. The one listed them as Attachment 3 and 4 were typos. Solicitation has been updated.

QUESTION 7: A limit of 45 pages, at 12 pt font would be reasonable on single-spaced pages but double-space would limit us to just 22 pages. We request a change to the Instructions to Offeror to make those 45 pages single-spaced, in order for us to sufficiently demonstrate exactly how we would comply with the Requirements of the RFP with its 7 Sample Tasks.

ANSWER 7: 45 pages, single-spaced will be accepted.

QUESTION 8: Concerning the (7) seven Sample Tasks, I am of the understanding that the government requires that we demonstrate knowledge of the tasks, my questions is does the government require that the shared knowledge of the tasks be in a scheduling format, I.E showing steps to process?

ANSWER 8: Schedule and cost compliance is including as stated in 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

QUESTION 9: Could you kindly clarify the scope of work and/or the factors on which we base our bid pricing for both the five-year ordering period (Item 1) and the six-month option (Item 2)? This will aid in the determination of the most suitable pricing.

ANSWER 9: Pricing will not be submitted for the base contract. Pricing will be evaluated on individual orders at the time of each solicitation.

QUESTION 10: Will the government be utilizing SAM.gov to post the solicitation and any changes, amendments or other solicitation requirements?

ANSWER 10: MSC will utilize PIEE

QUESTION 11: Will cost be evaluated as part of the proposal? If so, will the government be providing a costing estimating template?

ANSWER 11: Cost will not be evaluated as part of the proposal. Cost will be evaluated at individual order.

QUESTION 12: Is this a follow-on to MAC Contracts N32205-18-D-4700 through 4712?

ANSWER 12: Yes

QUESTION 13: If this is a follow-on why was the NAICS code changed from 541330 to 336611?

ANSWER 13: Market Research it was determined that the NAICS code more closely related to the work to be performed was better suited under 336611 instead of 541330.

QUESTION 14: May companies classified under 541330 submit a prime bid on this RFP if they meet the size criteria of NAICS Code 336611?

ANSWER 14: Yes as long as the company meets the small business criteria for 336611 it may submit a proposal.

QUESTION 15: If this is not a follow-on to MAC Contracts N32205-18-D-4700 through 4712, will a follow-on be issued?

ANSWER 15: It is a follow on

QUESTION 16: The RFP does not require a cost/price proposal; how will the pricing for Item No. 0001 on the SF1449 schedule be determined? Should offerors leave the amount blank?

ANSWER 16: No pricing will be evaluated; only pricing for individual orders. Leave blank.

QUESTION 17: If this is not a follow-on to MAC Contracts N32205-18-D-4700 through 4712, will a follow-on be issued?

ANSWER 17: It is a follow on

QUESTION 18: Volume II Past Performance on page 8 of 180 in the solicitation states that “Offerors are requested to provide information on up to five (5) previous Government contracts whose effort is recent and relevant to the effort required by this solicitation.” Volume II instructions on page 11 of the solicitation states that “Offerors shall provide information on three previous Government contracts whose effort was current and relevant to the effort required by this solicitation.” Will the Government please clarify the correct number of past performance references for Volume II. Is it “up to five” or “three”?

ANSWER 18: Must submit minimum of three (3) and no more than five (5).

QUESTION 19: What are the submission requirements for Attachment 1? Is it due prior to RFP submission?

ANSWER 19: Due at time of proposals, will be accepted prior.

QUESTION 20: There is an Amendment 0004 folder uploaded in PIEE but only a Q&A is uploaded. Is there an actual amendment?

ANSWER 20: Amendment 0004 and 0005 is to upload Questions and Answers only.

QUESTION 21: Sample Tasks 1-4 (pages 35-45) do not provide any of the Enclosures as listed. Will these be provided prior to the submission date?

ANSWER 21: No enclosures will be provided. Necessary enclosures will be provided at individual order level.
