Mill River Trail Special Provisions Summary
This is a special provisions document issued by the City of New Haven Engineering Department for the Mill River Trail City Project No. 14-118-01, a multi-use trail construction project extending from District to Blake Field along the Mill River in New Haven, Connecticut. The project encompasses seven primary work items: removable bollards, a 12-foot-wide trail constructed with subbase and hot mix asphalt, 12x12-inch timber curbing, three reinforced concrete pipe installations for drainage improvements at specific stations, stair modification to convert existing stairs into a concrete ramp, handrail modification to ensure ADA and IBC compliance, and post and rail fencing along the embankment edge. The specifications reference the Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Incidental Construction (Form 818, 2020) and incorporate the City of New Haven's General Conditions (Rev. 1, 2009) by reference. No specific quantities, response dates, due dates, bid meetings, or award dates are provided in this document.
The payment structure utilizes a combination of unit-price and lump-sum pricing arrangements tailored to each work item, with bollards and trail construction paid per unit and per square yard respectively, while drainage pipe installations, stair modifications, guardrail modifications, and fence work are compensated on a lump-sum basis. The document specifies material standards, construction methodologies, measurement criteria, and quality requirements aligned with Connecticut Department of Transportation standards, emphasizing contractor-submitted product approvals and engineer oversight throughout project execution. Environmental protections are prioritized, including restrictions on material entering Mill River and requirements that excavated material be free of organics for reuse. ADA compliance and proper drainage management are central technical requirements for multiple work items.

No material should be allowed to enter the Mill River or negatively affect the embankment.
Refer to section 2.12.03 for the Standard Specification Form 818 for construction methods and requirements for placing subbase, stone mix, and stone dust topping.
Each layer (i.e. subbase, process, HMA) must be compacted prior to placing the next material layer.
Method of Measurement:
12’ Wide trail will be measured by the square yard of neat line completed and accepted trail. If deficiencies in thickness of individual layers are found the area will be reduced by a ratio of in-place layer height to proposed height.
Basis of Payment:
This work will be paid at the contract unit price per square yard for “12’ Wide Trail” which price shall include all excavation, disposal, equipment, aggregate material, tools and labor incidental thereto.
Item #1-3
12x12 TIMBER CURB Description:
Work under this item consists of exaction, furnishing and installing 12”x12” pressure treated timber curbing with stakes on compacted subbase, and grading the earth directly behind the curbing for a width not to exceed 4’. The timber curbing will be placed as directed by the engineer once the contractor has completed construction staking and can clearly show the limits of the proposed trail. The timber curbing will be used in locations of minor grade change adjacent to the path ranging from 1’ to 3’.
Materials:
Contractor must submit product information prior to purchase for timber, stakes and wood filler.
Timber must be pressure treated sound material free of warping, checks and splits.
Stakes must be zinc coated.
Wood filler should be weather proof, rated for outdoor UV exposure.
Subbase shall conform to section M.02.02 and M.02.06 of the Standard Specification Form 818.
Construction Methods:
Excavation, if necessary, must be performed in a controlled manner removing and disturbing the minimum area of existing slope possible to install curbing.
Subbase shall be installed in accordance with section 2.12.03 of the Standard Specification Form 818.
Timber curbing shall be laid flat end to end with spikes driven every 4’ on center. If curbing is stacked it shall be laid in running bond. A 1’ wide strip of earth shall be compacted without slope directly behind the top of the timber curbing, and a slope of 1:3 for 3’.
Method of Measurement:
Timber curbs will be measured by the length of 12”x12” timber curb installed and accepted. In locations that timbers are stacked each member will be measured separately for payment.
Basis of Payment:
This work will be paid for at the contract unit price per linear foot for “12x12 Timber Curb” which price shall include all materials, excavation, grading, subbase, compaction, backfilling, equipment, tools and labor, incidental thereto.
