Pre-Solicitation Synopsis Medical Repair and Renewal (MRR) Korea Solicitation Number: W912DY26RA093 North American Industry Classification System: 236220 - Commercial and Institutional Building Construction
This is NOT a Request for Proposal (RFP). Submissions in reference to this notice will not be accepted. It is anticipated that an RFP will be issued on or about 27 July 2026.
The U.S. Army Corps of Engineers, Huntsville Center (CEHNC) intends to solicit proposals in support of the Medical Repair and Renewal (MRR). The Government proposes a Two-Phase Design-Build Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) pursuant to Revolutionary Federal Acquisition Regulations Overhaul (RFO) 36.101-2 Use of two-phase design-build selection procedures. CEHNC’s MRR program provides its customer Defense Health Agency (DHA), a quick response for medical facility repair, renovation, conversion, alteration, additions, construction, and equipment procurement/installation at Government medical facilities. The current Administration has indicated an intent to reduce this backlog and aggressively fund the needed renovations and repairs of aged U.S. military medical facilities. This MATOC is to satisfy requirements of the Government for construction projects to be performed at two or more discrete sites.
The MATOC ordering period will be 5-years (5-year base without option years). This is necessary to maintain the stability of the MRR program and reduce the administrative costs and time needed to put in place a new contract vehicle. Also, it will allow the successful offerors to recover their proposal investment costs, maintain key personnel, and minimize potential gaps in services. A more frequent re-compete cycle or shorter durations would not benefit the contractor or Government and could jeopardize the stability of the MRR program. Further, RFO 52.217-8, Option to extend services and RFO 52.217-9, Option to extend the term of the contract, will be included in the base contract. There is a reasonable likelihood that the option will be exercised to provide continuity of construction services and to avoid the potential disruption of effort. The use of option will (when programmed funds are received) provide a vehicle for immediate coverage of the acquired effort. Thus, it is economically feasible and, in the Government’s, best interest to include the option with the initial proposed procurement. Dates for delivery of task order deliverables and completion dates for construction efforts will be specified in each awarded task order.
TOs are limited to a total performance period of five years, unless approved by the Senior Contracting Official (SCO) IAW UAI 5117.204, Contracts. Pursuant to RFO 7.104(b)(7), the Contracting Officer (KO) will ensure that delivery or performance schedules are realistic and meet the requirements of the acquisition for both the MATOC award and TOs.
Description of work: The requirement is to provide medical facility repair, renovation, conversion, alteration, additions, construction, and equipment procurement / installation at Government medical facilities in support of DHA. The contractors typically survey the problem areas, evaluate, and recommend solutions, develop, and implement work plans/designs expeditiously within negotiated costs and provide the repair/renewal/construction efforts to support the design solution. At times, the contractors may be required to provide standalone construction efforts without the provision of the associated services (i.e., site investigation, work plan, etc.) (Attachment 01 - Statement of Work). The work will be performed at locations throughout Korea.
