STATEMENT OF OBJECTIVES
Purpose
The goal of the Government is to outsource all functions of the Sterile Processing Department (SPD) within Keller Army Community Hospital (KACH).
Scope or Mission
The Contractor shall provide all personnel and supervision necessary to perform the sterile processing of surgical medical and dental instrumentation. The Contractor shall have the tools and expertise to provide sterile processing and high-level disinfection (HLD) services for all surgical instruments required for Orthopedics, General Surgery, Oral and Maxillofacial Surgery, Dental, Endoscopy, and any additional services brought to KACH during the life of this contract. The contractor shall provide all necessary maintenance for the equipment within the SPD to include emergency, routine, and preventative maintenance to include any equipment that is acquired or replaced during the term of this contract. The contractor shall provide sharpening and maintenance of instrumentation and scopes. The contractor shall provide education their staff and the KACH Perioperative Nursing Section (PONS) staff on a recurring basic to ensure best practice standards are maintained.
Period and Place of Performance
After the contract is awarded, the estimated period of performance will be:

Background Keller Army Community Hospital (KACH) is a Defense Health Agency facility located in West Point, N.Y. KACH’s mission is to provide health service support, force health protection, and a ready, responsive medical force that enables readiness and health for the West Point community. KACH is staffed with nearly 600 Soldiers and Civilians, and contract personnel providing care to the West Point Health Service Area (which includes the Medical Activities West Point (HQ) – KACH, Mologne Cadet Health Clinic, and Arvin Gym Physical Therapy; the Mobilization Force Generation Installation and the Armed Services Whole Blood Processing Lab, both in Fort Dix, N.J.; and three Occupational Health Clinics at Tobyhanna Army Depot, Pa, Picatinny Arsenal, N.J., and Natick Research & Development Lab, Mass). KACH’s enrollment is more than 12,000 beneficiaries, with the majority enrollment including U.S. Military Academy Cadets and Cadet Candidates, and Active Duty Servicemembers and their family. KACH provides medical support to Army West Point’s intercollegiate athletics program, including a primary and alternate team physician for the 28 NCAA teams. KACH is home to John A. Feagin, Jr. Orthopedic Sports Medicine Fellowship, U.S. Army-Baylor University Physical Therapy Fellowship in Sports Medicine Doctoral Program, and Optometry Primary Care Residency; additionally, Keller is a Phase II site for Interservice Physician Assistant Program, Medical Laboratory Specialist Advanced Individual Training, and Physical Therapy Specialist program. KACH also maintains a strong partnership with the Hudson Valley Veteran’s Administration. KACH has teaching/training Memorandum of Agreements with Mount St. Mary’s College for Registered Nurses, Dominican College for Nurse Practitioners, and SUNY Optometry for Optometry students. In total, KACH is the bedrock of health and readiness, dedicated to providing compassionate quality care to the West Point Health Service Area. Health care services provided at KACH include Primary Care, Orthopedics, General Surgery, Pediatrics, Women’s health, Vision and Behavioral Health. With direct support from the sterile processing department (SPD), the operating room (OR) performs more than 1200 surgeries and procedures annually encompassing five specialties. The clinics within the KACH footprint are also supported through SPD activities.
Performance Objectives
The primary objective is to provide sterile processing services to the operating room (OR) and sterile processing department (SPD) within KACH.
(a) Personnel: Contractor shall support 100% of the SPD mission including HLD of endoscopes at KACH during the core hours of Monday to Friday 0600 to 1700 and for emergency cases on an as needed basis. Contractors shall participate in any surveys, site visits, or inspections that occur. Contractors shall maintain current American Heart Association (AHA) or American Red Cross Basic Life Support (BLS) at all times. Contractor shall wear KACH issued scrubs while performing services on this contract in accordance with the facilities scrub/uniform policies.
(b) Equipment Maintenance: Contractor shall support and maintain 100% of the equipment within the SPD and any additional equipment that is acquired or replaced during the term of this contract. Contractor shall immediately notify Chief of PONS or other designated government employee about any changes to capabilities of equipment including malfunction or equipment failure. Please see technical exhibit A for list of equipment.
(c) Instrument Sharpening and Maintenance: Contractor shall provide instrument sharpening and maintenance services for all instrumentation including laparoscopes and arthroscopes on a recurring basis no less than once a month. This service shall be performed on the premises. No instrumentation shall be removed from KACH without proper notification and coordination with the Contracting Officer Technical Representative (COTR) or other government designee. If instruments and/or scopes require replacement, the contractor shall immediately notify the COTR or other government designee.
(d) Education: Contractor shall provide education to their employees and KACH PONS staff on a recurring basis no less than once annually to ensure best practice standards are maintained.
Operating Constraints:
Background Checks: Contract personnel performing services under this contract must have an active T1 prior to the commencement of services and must maintain this level of security for the life of the contract. The Contractor shall coordinate and schedule all security requirements and appointments with the COR before contract personnel can provide services. The COR shall provide the Contractor with all required Security documentation, review all Security documentation submitted by the Contractor, and initiate the request for the contract personnel’s security action with the Security Manager. The Contractor is responsible for monitoring the coordination and completion of all Security requirements with the COR.
Installation Access: Access to U.S. installations, buildings and controlled areas is limited to personnel who meet security criteria and are authorized. Failure to submit required information/data and obtain required documentation or clearances will be grounds for denying access to U.S. installations, buildings, and controlled areas. The Contractor shall ensure that any subcontract personnel used in performance of this contract complies with these requirements and that all contract personnel, of both the Contractor and any subcontractor utilized by the Contractor, are made aware of and comply with these requirements.
The Contractor shall be aware of and comply with the requirements associated with Installation Access Control. The Government is not liable for any costs associated with performance delays due solely to a firm’s failure to comply with Installation Access Control System (IACS) processing requirements.
The Contractor shall return installation passes to the issuing IACS office when the contract is completed or when a Contractor employee no longer requires access.
Common Access Cards (CACs): The Contractor shall provide the COR with any necessary information required to obtain a CAC or installation access card within seven (7) calendar days prior to contract personnel commencing servicers.
Key Control: The Contractor shall establish and implement methods of making sure all keys issued to contract personnel by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE - All references to keys include key cards. No keys issued to contract personnel by the Government shall be duplicated. The Contractor shall develop procedures covering key control. Such procedures shall include turn in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any incidents of lost or duplicate keys to the COTR. In the event any keys, other than Master keys, are lost or duplicated the Contractor shall, upon direction of the COTR, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. In the event a Master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost shall be the responsibility of the contractor. The Contractor shall prohibit the use of Government issued keys by any persons other than the contract personnel. The Contractor shall prohibit the opening of locked areas by contract personnel to permit entrance of persons other than contract personnel engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COTR. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.
