MARKET RESEARCH QUESTIONNAIRE

Occupational Training Program Provider Vocational Training – Various Programs

Federal Correctional Complex (FCC) Beaumont, Texas

The Federal Bureau of Prisons, Field Acquisition Office, is conducting Market Research in compliance with Federal Acquisition Regulation, Part 10. The service is for the provision of Vocational Training Instructor for the following Programs: Basic Diesel Engine Repair, Building Trades, Business Management, Culinary Arts, HVAC, Major Appliance Repair, Microcomputer Applications, and Welding Applications. The services will be provided to the Inmate Population at the Federal Correctional Complex (FCC) Beaumont, located in Beaumont, Texas. The physical address is 6200 Knauth Road, Beaumont, TX 77705.

The Occupational Training Instruction will be performed in the Education Department, or other area identified by the Supervisor of Education (SOE) at the FCC, Beaumont TX.

The contract shall consist of effective date of award through twelve months with five (5) Performance Periods (5 years), one 12-month Base Year with four 12-month Option Years for renewal at the unilateral discretion of the Government. The Government contemplates awarding an indefinite delivery requirement type contract with firm fixed unit prices. The estimated annual sessions per program is 240 per section. Some programs may have multiple sections occurring at multiple locations throughout the day. See below for estimated sessions per year:

Basic Diesel Engine Repair – 480 estimates sessions per year;

Building Trades – 480 estimated sessions per year;

Business Management – 480 estimates session per year;

Culinary Arts – 960 estimated sessions per year;

HVAC – 480 estimated sessions per year;

Major Appliance Repair – 480 estimated sessions per year;

Microcomputer Applications – 960 estimated sessions per year;

Welding Applications – 240 estimated sessions per year.

The services will be required 7:30 a.m. to 10:30 am, and 12:30 p.m. to 3:30 p.m., Monday through Friday, excluding Federal Holidays. The Schedule is subject to be adjusted to meet program requirements and the needs of the institution.

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY – Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The information gathered from Market Research will be vital in the formation and set-aside status of the solicitation. The Federal Bureau of Prisons intends to establish award for the provision of Vocational Training – Various Program Services at the FCC Beaumont, TX.

These services are listed in the North American Industry Classification System (NAICS) Code Category 611310, Colleges, Universities and Professional Schools. The size standard is $34.5 million.

The Federal Acquisitions Regulations requires the following insurance’s: Workers’ Compensation and Employer’s liability not less than $100,000; and General Liability no less than $500,000 per occurrence; and Automobile Liability of at least $200,000 per person, $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage.
