OCCUPATIONAL TRAINING PROGRAM PROVIDER

STATEMENT OF WORK

(AOE Funded Occupational Education Programs)

Subject

The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to make a single award for an indefinite delivery/requirement type contract with firm-fixed unit prices to an accredited institution of higher learning, Post-Secondary Institution, Vocational Training or Industry-Based School that will be responsible for providing instruction in the following programs: Basic Diesel Engine Repair, Building Trades, Business Management, Culinary Arts, HVAC, Major Appliance Repair, Microcomputer Applications, and Welding Applications.

These services will be provided for the Federal Correctional Complex (FCC) Beaumont, located at 6200 Knauth Road, Beaumont, Texas 77705. Successful completion of the training programs must qualify students for at least entry-level employment in a specified field upon release and provide for the opportunity to earn an industry-standard certification in the field of study.

General information regarding the Bureau of Prisons (BOP) and its facilities is located at www.bop.gov.

The Vocational Training Programs must fall under the contractor’s umbrella of accreditation and lead to transferrable credits resulting in successful completion of the Vocational Training Programs and must quality the inmates for at least entry-level employment in a specified field upon release. The Vocational Training Program must lead to a college certificate, A.A., A.A.S, or A.S. Degree, or a marketable level certification. The contractor must be an accredited entity.

The organization’s accreditation will be verified using the US Department of Education Database of Accredited Post-Secondary Institutions and Programs (DAPIP) Website (https://ope.ed.gov/dapip/#/home).

If required for employment, certification tests from outside organizations may be administered to individual students upon completion of a specific occupational education program; however, the individual skill competency certification will not replace the training program’s overall accreditation.

The contractor shall not be a self-employed individual or and individual employed by a Post- Secondary Institution, Vocational Training School, or Industry-Based School. The contract must be between a Post-Secondary Educational Institution, Junior College, College, Vocational Training School, or Industry-Based School.

Place of Performance

Occupational Training Instruction will be performed in the Education Department, or other area identified by the Supervisor of Education (SOE), at the Federal Correctional Complex (FCC), Beaumont located at 6200 Knauth Road, Beaumont Texas 77705. FCC Beaumont consists of a Federal Prison Camp, Federal Correctional Institution Low (FCI Low), Federal Correctional Institution Medium (FCI Medium), and a United States Penitentiary (USP).

Schedule of Performance

The courses shall be instructed utilizing three-hour long sessions (one three-hour block of instruction is equal to one session) of classroom instruction, with an estimated five sessions per program section, per week. Typically, the contractor will normally provide instruction Monday through Friday, excluding Federal Holidays, with sessions offered 7:30 am – 10:30 am and 12:30 pm – 3:30 pm. These hours may be adjusted to meet the needs of the institution. Any breaks in service, including lunch breaks, will be unpaid. Specific dates, times and locations of each class session will be determined by the SOE and the contractor. The estimated annual sessions per program is 240 per section. Some programs may have multiple sections occurring at multiple locations throughout the day. See chart below for estimated number of sessions per program.

Due to the nature of the correctional setting, delays in performance of work may be experienced.

Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When a contract instructor reports to the institution but is unable to perform services due to such delays, the contractor will be paid for one session.

Normally, any remaining sessions for that day will be suspended and the contractor will be free to leave, and the contractor will not be paid for the remaining unperformed sessions. Modifying the course schedule due to missed sessions may be necessary and flexibility in doing so is required.

In the event of any instructor’s absence, the contractor shall provide replacement coverage. If the contractor fails to provide coverage, the Government may seek contractual remedy.

Description of Duties

The contractor will provide instruction for Basic Diesel Engine Repair, Building Trades, Business Management, Culinary Arts, HVAC, Major Appliance Repair, Microcomputer Applications, and Welding Applications in accordance with Bureau of Prisons Program Statement 5353.01, Occupational Education Programs, and Bureau of Prisons Program Statement 5300.21, Education, Training and Leisure Time Program Standards.

Twenty to forty percent (20-40%) of the curriculum’s competencies must be hands-on replication of the actual work environment. Application of hands-on work must be occupational in nature.

Electronic or computer-based simulation does not satisfy the hands-on or live work requirement.

Marketable programs shall afford students the opportunity to gain in demand skills in a specific occupation, industry, or trade. The marketable program must qualify student graduates for at least an entry-level position in each trade program. As a precondition of the proposal for the contract, the contractor shall specify in writing to the SOE the position(s) of employment for which student graduates will be eligible to apply.

Scope of Performance

The SOE shall determine the minimum and maximum number of enrollments. Instructors placed on site by the contractor are responsible for the maintenance of transcripts, student attendance records, statistics, and certification records.

The contractor will provide a written curriculum which establishes measurable behavioral objectives and procedures. The curriculum must include clear criteria which establish minimum expectations for program completion, provisions for the assessment of student progress, must identify the hands-on competencies and must require the students to demonstrate them. The curriculum must also include a course on resume development.

The contractor shall assist in the recruitment of employers affiliated with the identified occupation to participate in the institution’s annual mock job fair.

Supplies and Equipment

The contractor will develop curricula to include lesson plans with scope and sequence for the following programs: Basic Diesel Engine Repair, Building Trades, Business Management, Culinary Arts, HVAC, Major Appliance Repair, Microcomputer Applications, and Welding Applications.

The contractor will make recommendations to the SOE pertaining to the selection and purchase of additional supplies and equipment. The SOE will have sole authority regarding decision-making of the purchase of any supplies, materials, or equipment for the programs.

Academic Experience and/or Special Qualifications Requirements

The instructors will be employees of an accredited Post-Secondary Institution, Vocational Training School or Industry-Based School with all qualifications required to instruct students in Basic Diesel Engine Repair, Building Trades, Business Management, Culinary Arts, HVAC, Major Appliance Repair, Microcomputer Applications, and Welding Applications.

Quoters must specially identify the individuals that will be performing these services under any

(AOE Funded Occupational Education Programs) subsequent contract award. The quoter must provide proof that their candidates meet all qualifications.

The prospective candidate’s name and qualifications must be submitted at the time the quote is submitted. All contractors must submit with their quote a resume, photocopies of valid current certifications.

Attire

The contractor is expected to wear professional clothing while on duty. The attire worn shall also be appropriate for the correctional environment in which the contract employee will be performing.

Student Management

Provision of services will require frequent and unsupervised contact with students. The contract employee shall not be responsible for the management of any students, other than to ensure students involved within the contract’s scope of work abide by all rules to ensure their safety and well-being. The contractor shall attend the contractor training program initially and annually thereafter. The contractor may, at any time, be removed from the institution at the discretion of the CEO. The contractor is to constantly be aware of security and always maintain a professional relationship with students. Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the SOE, or designee, of any infractions of institutional rules and regulations by students for proper action.

Institution Security

The contractor shall agree to all regulations prescribed by the institution for the safety, custody, and conduct of students. The contract employee will be required to operate a system of records as identified for medical treatment documentation, and will require adherence to the Privacy Act of 1974. The contract employee will be required to sign in and out of the institution for accountability purposes. A badge will be issued and worn at all times for proper identification.

Payment Terms:

Payment terms as specified in FAR 52.212-4(g) apply. The contractor shall provide a monthly invoice to the FCC Beaumont Accounting Department and the SOE which accurately reflects days worked, number of sessions, and the total amount due for the previous month’s services.

The due date for making an invoice payment by the designated payment office shall be the 30th day after the designated billing office has received a proper invoice, or the government has accepted the services performed by the contractor. The contractor can, however, offer discount payment terms for prompt payments as specified in block 12 on the SF-1449 form of this solicitation. Half sessions will not be authorized for payment.

(AOE Funded Occupational Education Programs)

List of Programs:

Basic Diesel Engine Repair - Students will gain knowledge of diesel mechanics in order to prepare them for the workforce and will be provided with needed skills to work on existing work details within the complex. Students will learn to disassemble, repair, identify, evaluate, and reassemble diesel engines.

Building Trades - Students will learn basic skills in carpentry, blueprint reading, and safety, electrical and plumbing. Students will learn job-related language and terminology for this field.

Business Education - Students will learn skills in becoming proficient in creating business correspondence, developing basic bookkeeping skills and accuracy, learning business math concepts, and office management.

Culinary Arts - Students will receive vocational training in bake shop, food regulation, and safety and sanitation. Students will gain knowledge needed in culinary arts to prepare them for the workforce and to provide needed skills for exiting work details within the institution.

Students will be offered the opportunity to earn a ServSafe Manager Certification.

HVAC - Students will learn all areas of Heating and Air-Conditioning services. Students will learn how to repair, install, and maintenance procedures common to HVAC.

Microcomputer Applications - Students will learn basic knowledge of word processing, spreadsheets, presentations, and other office applications. It will enable students to effectively use computers to manage and store information, organize and analyze data, and perform mathematical calculations in business, scientific, and engineering fields.

Major Appliance Repair - Students will learn the basic skills and concepts necessary to repair major appliances, primarily washers and dryers.

Welding Applications – Students will train for careers in the work force pertaining to welding.

The student will be able to apply math skills in an industrial setting. Learn terminology, safety procedures, and equipment set up pertaining to welding. Additional students will learn shielded metal arc welding and principles of gas metal arc welding.
