MARKET RESEARCH QUESTIONNAIRE

Vocational Training Program Instructor-Barber and Commercial Driver License

Federal Correctional Institution (FCI) Three Rivers, Texas

The Federal Bureau of Prisons, Field Acquisition Office, is conducting market research in compliance with Federal Acquisition Regulation, Part 10. The service is for the provision of a vocational training program instructor in Barbering and Commercial Drivers License (CDL). The services will be provided at the Federal Correctional Institution (FCI) Three Rivers, located in Three Rivers, Texas. The physical address is US Highway 72 West, Three Rivers, Texas 78602.

The contract shall consist of five (5) performance periods (5 years): one 12 month base year with four 12 month option years for renewal. The Government contemplates awarding an indefinite delivery requirements type contract with firm fixed unit prices. It is estimated 1200 sessions for the Barber Instructor and 960 sessions for the CDL Instructor (sessions is one hour) will be needed for the first 12 months, approximately and 1200/960 sessions for each option year.

These services are listed in the North American Industry Classification System (NAICS) Code Category 611210 Junior Colleges Services. The size standard is 22.0 million.

The Federal Acquisitions Regulations requires the following clause in solicitations and contracts when design, development or operation of a system of records on individuals is required to accomplish the agency’s function: 52.224-1 Privacy Act Notification and 52.224-2 Privacy Act. Is this requirement consistent with regulatory requirements for Vocational Training Program for Barber Instructor and CDL Instructor?

Are these rates and requirements consistent with regulatory requirements in Three Rivers, Texas?
