About this file
This is a Request for Information (RFI) issued by the Joint Project Manager Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) under the Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground. The RFI seeks market research on independently qualified and production-capable Chemical Vapor Collector systems to support potential full-rate production and deployment worldwide.
The Government requires handheld or positionable systems capable of collecting and/or preconcentrating known and unknown vapor and aerosol chemical hazards for analysis via mass spectrometry or equivalent analytical methods. The Chemical Vapor Collectors must operate in dismounted configurations and support critical Department of War missions including post-attack monitoring, base defense, decontamination assurance, demasking, dismounted reconnaissance, and field confirmatory chemical analysis in forward operating locations. Respondents should provide information on technical readiness, manufacturing readiness, and current production capabilities. This RFI represents market research to validate the availability and maturity of existing commercial or government-developed solutions before proceeding to formal solicitation for full-rate production and deployment.

REQUEST FOR INFORMATION (RFI)
RFI Announcement # Title: Joint Project Manager Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) Independently Qualified and Production Capable Chemical Vapor Collector Survey
I. DISCLAIMER:
a. This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through System for Award Management (SAM.gov). Information on the specific topics of interest is provided in the following sections of this announcement. Neither JPM CBRN IEW nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information.
II. BACKGROUND:
a. The JPM CBRN IEW has requirements that may result in full-rate production and deployment of Chemical Vapor Collectors in tactical environments worldwide. The Government requires a handheld/positionable system capable of collecting and/or preconcentrating known and unknown vapor and aerosol chemical hazards to be analyzed in a mass spectrometer or similar analytical capability. The Chemical Vapor Collectors will operate in a dismounted configuration. The Department of War will use Chemical Vapor Collectors to conduct and/or support their missions. These missions include post-attack monitoring, base defense, decontamination assurance, demasking, dismounted reconnaissance, and field confirmatory chemical analysis in forward operating locations. JPM CBRN IEW is updating market research from both Government and industry to ensure technical readiness and manufacturing readiness information of available capabilities is current and accurate.
b. Below are additional requirements:
1. Be hand portable, i.e., having a volume of 0.15 cubic feet or less, having a weight of 8 pounds or less, including internal batteries.
2. Be positionable around the perimeter of an operating location, and able to collect/preconcentrate vapor/aerosol for up to 6 hours.
3. Be able to transfer collected samples into an analytical capability (e.g., mass spectrometer) for analysis.
4. Collect and preserve low levels of Vapor and Aerosol CWAs, Non-Traditional Agents (NTAs), Toxic Industrial Chemicals (TICs) and Pharmaceutical Based Agents (PBAs) i.e., below health effects levels.
5. The ability to remotely operate in an isolated configuration and the ability to be networked to other CBRN detectors and/or service computing environments.
6. Limited use of consumables for the product.
7. Be weather resistant and able to operate in inclement weather. Where consumables are required, calibrants and other consumables should be commercial products when possible.
8. Be capable of continuous operation when using host platform or fixed-site power sources.
9. Be capable of operation for 6 continuous hours when using DoD inventory batteries.
10. Reproducible and consistent performance across high-volume production.
11. Have well-defined manuals for operation and maintenance.
12. Have well-defined training materials.
13. Ability to produce a prototype by 3QFY27
III. SPECIFIC INFORMATION OF INTEREST:
a. It is anticipated that the papers received will reflect the best available technology assessments from those companies and Government agencies that are particularly knowledgeable in the field of chemical detection. The JPM CBRN IEW will analyze the information papers received and reach independent conclusions regarding further interests. The Government, at its discretion, may release follow-on notifications if desired.
b. The JPM CBRN IEW may host an Industry Day in conjunction with this RFI.
IV. SUBMISSION INSTRUCTIONS and FORMATTING REQUIREMENTS
a. Responses are requested by 7/3/2026 after release of this RFI. Any response received may not be included in reporting or assessments.
b. Responses to this RFI must be submitted through the Capability Program Executive Chemical, Biological, Radiological, and Nuclear Defense (CPE CBRND) Joint Enterprise Technology Tool (JETT), a government‑owned platform designed to showcase industry capabilities to the CBRND enterprise. JETT is not a source‑selection portal and should not be used to submit proprietary or classified information, including personally identifiable information. Any proprietary material should be reserved for potential follow‑on CPE CBRND industry events or other designated venues.
c. Please follow the steps below to submit your RFI response through the JETT Platform:
1. Access JETT via the following link: https://jacks.jpeocbrnd.army.mil/JETT. If you don’t have a JETT account, please register and complete the email verification process. Please allow up to 24 hours for account access approval.
2. Once logged in, select the “Reply to an RFI” option and enter the corresponding RFI Notice ID to ensure your response is linked to this specific opportunity.
3. Complete the brief questionnaire describing your technology and upload your official RFI response, ensuring all requirements and questions are fully addressed.
4. If you have any questions or experience any issues, please contact the JETT team at: usarmy.apg.dod-jpeo-cbrnd.mbx.jett@army.mil.
d. The JPM CBRN IEW is seeking from responders a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point, including images, data displays, charts, graphs, and tables) demonstrating ability to provide the products/systems listed in this Technical Description. Interested businesses are encouraged to ensure their submittals are complete and address all items outlined within this notice.
e. Content should address the following:
1. General description of the system your company currently has designed to address the requirements and quantity produced to date. Include any independent performance and qualification data you may have.
2. Capture and release efficiencies (or projected efficiencies) for relevant target analytes.
3. Description of how and why the system design meets or exceeds a Technology Readiness Level of 3, which is defined as "Active R&D is initiated. This includes analytical and laboratory studies to physically validate analytical predictions of separate elements of the technology.".
4. Quality, manufacturing readiness, reliability, maintainability, and supportability data.
5. Supportability and obsolescence issues.
6. Operator and unit maintenance, preventive maintenance, checks, services (including calibration), and recommended frequency intervals.
7. Support equipment needed for operation, maintenance, and sustainment.
8. Indicate the technical data rights, if any, likely to be asserted should the system be purchased by the Government. The Government will use this to assess the likelihood of conducting organic maintenance and sustainment of the system.
