About this file
This is a Minority Business Enterprise (MBE) Pre-Authorization Participation Acknowledgment form for MPA 532, a Rhode Island statewide Master Price Agreement for moving services issued by the Division of Purchases. The form requires prime contractors to acknowledge their understanding of Rhode Island General Laws 37-14.1 et al., which mandates that Minority and Women Business Enterprises (MBE/WBE) be included in all state-funded and state-directed public construction programs, projects, and purchases with a minimum award of 1% of the dollar value of the entire procurement or project. The solicitation encompasses commercial office relocations, household and residential relocations, library moves, storage services, and other related moving services, purchased on an as-needed basis. Eligible participants include political subdivisions, municipalities, institutions for higher education, municipal and state schools, and quasi-public agencies. Proposals were due December 31, 2030 at 5:00 p.m. EST through Ocean State Procures, and the State retains the right to make one or multiple awards or reject all bids at its sole discretion.
By signing the acknowledgment form, contractors confirm that they will submit executed subcontractor agreements to the MBE Compliance Office, submit monthly reports verifying payments to MBE subcontractors, immediately notify the office of all changes in vendors or subcontractors, and adhere to all compliance requirements under state law. Failure to comply with these conditions may result in a determination of non-compliance and sanctions. Required insurance includes general liability of $1 million per occurrence, workers' compensation of $100,000 each accident, and automobile liability of $1 million each occurrence. Pricing is firm and fixed, and all proposals are evaluated on a Pass/Fail basis with rejection resulting from failure in any category. The State withholds a 0.33% contract administrative fee from all invoices, effective January 1, 2026, and proposals remain irrevocable for a minimum of 180 days.
