About this file
This is a Scope of Work document for MPA 414 Septic Tank and Drain Services, issued by the State of Rhode Island, Division of Purchases. The solicitation seeks qualified vendors to provide comprehensive septic tank and drain services, including drain cleaning, water jetting, pump truck service for manholes and ejector pits, vacuum truck operations, video pipe inspections, septic pumping, grease trap cleaning, and the design and installation of septic systems. The open enrollment process allows vendors to be evaluated for placement on the Master Price Agreement contract, with actual service pricing to be provided by vendors upon agency request. The solicitation opened May 1, 2026, at 11:00 AM EDT with proposals due by July 31, 2028. The initial contract period will commence approximately August 1, 2026, for three years with potential for two additional 12-month renewal periods contingent upon vendor performance and fund availability.
Vendors are not required to provide services in all categories and must submit Attachment A (Services Provided), a Certificate of Insurance, licenses held, Secretary of State confirmation, and primary contact information. All proposals are evaluated on a pass/fail basis for these four criteria. Vendors must comply with all local, State, and Federal laws and maintain active Rhode Island Contractors' Registration Board certification. Required insurance includes general liability ($1,000,000 per occurrence/$1,000,000 aggregate), workers' compensation ($100,000 each accident), and automobile liability ($1,000,000 combined single limit). The State withholds a 0.33 percent contract administrative fee from all invoices, and pricing must be firm and fixed unless otherwise indicated. Travel time is not an allowable expense, vendors must respond to agency requests for service, and prior approval from user agencies is required for all projects and additional repairs. There is no guarantee of purchasing activity under this agreement, and selection of vendors is at the sole discretion of user agencies based on price, expertise, and availability.
