MOVING SUPPORT SERVICES

SOURCES SOUGHT

1.0 INTRODUCTION

a. Requirement Overview. The Naval Air Systems Command (NAVAIR), Patuxent River, MD announces its intention to procure on a competitive basis, moving support services to provide support to

Naval Air Systems Command Patuxent River, including St. Inigoes, Solomon’s Annex, and government leased spaces located in St. Mary’s County. The government requires moving support services to include minor carpentry and electrical work. These efforts include providing all necessary vehicles, permits, equipment, labor, scheduling, estimating and supervision. Moving support services include crating, moving, storage, inventory, uncrating, disassembly and assembly of equipment, office furniture, and lab equipment. Minor carpentry services include repair and alteration of interior finishes. Electrical services include minor repair and electrical service connection to interior spaces and component furniture.

This Market Research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business (SB) Set-Aside opportunities exist.

This is a follow-on requirement. The current contract information can be found in paragraph 3.b below.

There have been no significant scope, magnitude, or complexity changes from the current contract.

This is not subject to bundling or consolidation.

All information received in response to this Sources Sought that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable

Government regulations. Proprietary information or trade secrets should be clearly identified. Please be advised that all submissions become Government property and will not be returned. All personnel reviewing Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.

3.0 ANTICIPATED CONTRACT TYPE AND CONTRACT BACKGROUND

a. The Government is anticipating this follow-on contract to be a Single-Award Indefinite Delivery

Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) Labor CLINs.

b. The current contract providing support for Moving Support Services is as follows:

1. Incumbent Contractor: Accubuild Construction, Inc.

2. Contract Number: N0042121D0019

3. Contract End Date: 31 March 2025

4. Contract Type: IDIQ with a FFP Labor CLINs

5. Previous Set-Aside: Total Small Business Set-Aside

c. Anticipated Contract Information:

1. Contract Type: Single Award IDIQ (D-type) with FFP Labor CLINs

2. Anticipated LOE: 100,450 hours

3. Estimated Material/Other Direct Costs: $0.00 per year

4. Estimated Travel: $0.00 per year

5. Anticipated Period of Performance Start: March 2025

6. Security Classification: Unclassified

4.0 REQUIRED CAPABILITIES

Any anticipated special requirements and required capabilities are detailed in Attachment 1, Draft SOW.

This document details any security clearance requirements for personnel, facility requirements, and any specific certifications that would be required for the performance of this requirement.

5.0 ELIGIBILITY

a. The applicable North American Industry Classification System (NAICS) code for this requirement is

484210 (Used Household and Office Goods Moving) with a size standard of $34M.

b. The Product Service Code (PSC) is Z1AA, Maintenance of Office Buildings.

c. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Note: FAR 52.219-14, Limitation on Subcontracting, requires a SB Prime on a Set-Aside to perform at least 50% of the cost of contract performance. SB Primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the Prime itself.

To assist in our Market Research and determination of any applicable SB Set-Aside for this effort, if you are a SB interested in Priming this effort and plan to utilize “similarly situated entities” to meet the

Limitations on Subcontracting, please identify the name and CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the

NAICS that you as the Prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the Sources Sought

Notice in order to assist the Government’s capability determination.

6.0 SUBMISSION REQUIREMENTS

a. Interested parties should address the following questions in their response. The responses to these questions will aid the Government in determining whether a company is capable in performing the requirement, so it is important to address these areas with specific details. The capability statement shall include at a minimum, the following:

1. A company profile to include:

• Company name, company address, company point of contact information (including name, phone number, and e-mail address), number of employees, annual revenue history, office location, CAGE code, Unique Entity Identifier, and current business size status under associated

NAICS 484210.

• Indicate whether your company qualifies as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern under the NAICS code identified for this requirement.

• Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this SOW. Similarly situated small businesses may team together to meet the

50% requirement. If your company is planning to team with a similarly situated small business, the response must clearly identify the proposed team members and the capability statement must clearly articulate which portion of the work each team member will be responsible for. The response must be detailed enough for the Government to make a determination whether or not the proposed team will be able to perform 50% of the work when combined.

2. Please describe (and provide contract numbers for) how your company has supported NAVAIR offices, major programs and/or field activities with:

• The movement of Office Furniture, Safes, Equipment, and Materials (Attachment 1, Draft

SOW Section 3.1)

• Interior Repair, Alteration, Demolition, and Minor Construction (Attachment 1, Draft SOW

Paragraph 3.2)

• Low Voltage Wiring Installation and Repairs (Attachment 1, Draft SOW Paragraph 3.3)

3. Has your company managed a task of this nature? If so, please provide details.

4. Has your company managed a team of subcontractors before? If so, please provide details.

5. Please provide details on your intended management approach for meeting the requirements of a contract of this scope, complexity, and magnitude.

b. Response Instructions. Interested parties shall adhere to the following instructions for the submittal of their capabilities statements.

1. Means of delivery: Interested vendors should forward their capabilities and other information to be considered to Joshua Rogers, joshua.h.rogers9.civ@us.navy.mil.

2. Page Limit: Capability statements shall be no more than 12 pages in length with a minimum font size of Times New Roman 12-point.

3. Other Considerations: The response should not exceed a 5 MB e-mail limit for all items associated with the Sources Sought response.

4. Due Date: Oct 14 2024, no later than 12:00PM ET

5. No classified information shall be submitted in response to this Sources Sought.
