About this file
This document is a Statement of Work (SOW) for moving and relocation services for the Portable Reduced Oxygen Training Equipment (PROTE) for the Federal Aviation Administration (FAA) Civil Aerospace Medical Institute (CAMI). The SOW outlines the requirements for the Contractor to provide commercial office moving and relocation services, including special moving and handling activities for the PROTE equipment. Key details include:
The PROTE is a portable hypoxia trainer used to simulate low oxygen environments for pilot training. The Contractor must provide all labor, materials, and equipment necessary to transport the PROTE, which is approximately 116" x 93" x 91" and weighs 4,500 lbs. The Contractor must have specialized personnel and equipment, coordinate pickup and delivery with the CAMI representative, and ensure secure transport. The period of performance is 10 months, with work performed throughout the Continental United States.
This SOW is associated with a pre-solicitation for the FAA to conduct market research and assess moving service capabilities to support the PROTE requirements. Interested vendors are requested to submit capability statements by November 5, 2024, providing details on their experience, contract vehicles, and ability to meet the SOW requirements. The FAA will use this information for acquisition planning purposes.

Overview The Federal Government (Federal Aviation Administration) requires commercial moving and relocation services for the Portable Reduced Oxygen Training Equipment (PROTE) located at 6500 S MacArthur Blvd, Bldg 13, Oklahoma City, OK 73169 and multiple off-site facilities. To perform all vital functions and support the Civil Aerospace Medical Institute (CAMI) and its regulatory responsibilities, this Statement of Work (SOW) has been written to provide direction and guidance. It identifies and assigns specific responsibilities and procedures unique to the PROTE.
The PROTE is a portable Hypoxia trainer used to simulate low oxygen (7%) environments. This low oxygen environment is equivalent to flying in an airplane at 25,000 ft. The PROTE is required to travel to provide Hypoxia training to commercial and general aviation pilots.
Objective The Contractor must furnish all contract oversight, management; supervisory and technically trained personnel; uniforms; equipment, materials, and supplies necessary to provide commercial office moving and relocation services for CAMI AAM-400. This includes but is not limited to the following: providing all labor, materials, and equipment necessary to accomplish the work as stated herein, e.g., special moving activities and special handling moving activities; furnishing all vehicles, insurance, drivers, supervision, maintenance, equipment, and operating supplies/services required for the safe transport of the property, and performing all services necessary to provide moving and relocation services for requesting organizations.
Requirements The Contractor must designate a Point of Contact (POC) to coordinate each shipment. The POC must coordinate each moving service activity with the CAMI AAM-400 Airman Education Technical Representative. The Contractor POC must be responsible for directing the activities of the crew members.
The Contractor must:
· Provide registration/authorization to transport across the Continental United States.
· Ensure that crew members have the technical training in transporting specialized equipment before performing such tasks.
· Ensure all moving service activities are performed in a safe manner.
· Be responsible for the protection of Government property; trailers containing Government property must be always secure.
· Be bonded and insured, i.e., be responsible for damage to property and insured to repair and/or replace damaged property and personnel.
Since the PROTE is considered specialized freight, the Contractor must provide, operate, manage, and maintain a transportation crew trained in sensitive electronic equipment transport for the CAMI AAM-400 PROTE for the following tasks:
Special Moving Activities
Specialized moving activities include, but are not limited to:
· Transporting a container measuring 116 in x 93 in x 91 in (L x W x H) and weighing approx. 4500 lbs.
· Note: Loading and unloading will be performed by FAA personnel.
· Initial pick-up is typically 10 days prior to the start of the event and return pick-up is on the last day of the event.
· The actual event may vary plus or minus 2 days from listed date and should be coordinated each time.
· Coordinate with CAMI POC no less than 24 hrs before requested pick up or delivery to schedule date and time.
· Certain events require delivery within a specific window, typically a 4 to 6 hr timeframe, e.g., PROTE container must be delivered between 0800 – 1000 on a specific date.
· Exit Show: The driver must be at the location at 1700 to sign in and the PROTE container must be removed between 1730 and 2000.
Special Handling Moving Activities
Special handling moving activities include, but are not limited to:
· Transport must be enclosed on all sides and equipped with self-leveling air ride suspension.
· Contractor must have sufficient space on the truck for FAA personnel to place the container on the rear of the enclosed trailer (section closest to the loading door).
· PROTE box must be a dedicated truck load only.
· Container cannot be moved by Contractor after it is loaded.
· The position that the container is placed by FAA personnel is the position that it must be in when it is delivered.
· Hydraulic lift gate must not be used for loading or unloading due to weight of the container.
· The Contractor must be able to deliver in the absence of a loading dock.
· None of our delivery locations have a loading dock.
· Most of our delivery is direct delivery.
· Timing is very important because once on site, a forklift will be provided for FAA personnel to load and unload the PROTE box.
Note: PROTE container will be prepared for shipment by CAMI personnel prior to arrival of the trailer.
Invoicing
The Contractor must submit invoices in accordance with the contract provisions per shipping completion. Acceptance and payment are contingent upon FAA’s receipt of acceptable service and the respective acceptable invoice. Contractors must be active in the System for Award Management (SAM) (www.sam.gov). Contractors must provide the FAA with the SAM Unique Entity Identification (UEI) and CAGE code. If the Contractor does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror.
The Contractor must ensure sufficient funding exists on contract prior to providing service. Invoices must be submitted to the COR within 3 business days of the completed delivery.
Government Inspection/Acceptance of Items The CO, or designated representative, should arrange to inspect the real property sufficiently upon unloading to ensure it is acceptable and ready for use.
Government Furnished Materials, Equipment and Services The Government must furnish the following materials, equipment, and services:
1. One forklift for use by Federal Employees both at CAMI and specified destinations and the maintenance for that forklift.
Contractor Furnished Materials, Equipment and Services In order to comply with Executive Orders 13423 and 13514, and the FAA Green Procurement Plan (GPP), the Contractor must use environmentally preferable products and services. These program elements include, but are not limited to: products and services that are energy-efficient, biobased, contain recycled-content, and non-toxic or less-toxic alternatives; diversion of non-hazardous waste from landfills; alternative fuels use and fuel efficient vehicles and equipment, and reduced greenhouse gas emissions. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov). The Contractor must furnish the following materials, equipment and services:
1. One or more clean and sound vehicle of sufficient size and quality to accommodate the moving activities. The COR must reject any vehicle that is mechanically incapable of protecting the FAA’s property.
Personnel Specifications/Requirements The Contractor is responsible for ensuring that its firm and staff maintain any generally required professional certification, accreditation, license, bond, and proficiency relative to their area of expertise. The Contractor must retain documentation of such records. The Government will not pay for expenses to meet this requirement.
Work Assignments Work assignments will be made by the CAMI AAM-400 Airman Education Technical Representative as needed to accomplish the FAA’s mission.
Contract Work Hours The contract normal work hours will be 6am to 6pm Monday thru Friday excluding Government holidays. The Government has the option to modify the normal work week, days and hours, as necessary for the accomplishment of the FAA mission. Exact schedule will be coordinated with CAMI AAM-400 Airman Education Technical Representative a minimum of 24 hours in advance.
For MMAC (CAMI) pick up and delivery, Contractor must enter via the Commercial Vehicle Entrance located at 5901 SW 74th Street, Oklahoma City, 73164 between the hours of 5:30 am and 4:30 pm.
Quality Control The Contractor must specify an individual who must serve as a single point of contact for all quality control issues.
Points of Contact The Contractor must identify personnel by name and telephone number who can be contacted regarding moving services requirements. The contractor must provide this information within 14 calendar days after date of contract award and anytime there is a change to this information.
Period of Performance This contract consists of one (1) ten (10) month period of performance.
Place of Performance Tasks under this contract are performed in the Continental United States. A 10-month projection of shipment locations will be provided by the CO at the beginning of the contract period of performance.
