About this file
This document outlines the scoring criteria for a state government contract opportunity to provide moving services for computer equipment from one data center to another. The contract requires the bidder to provide all requested information and documentation, have previous experience with general moving services and moves involving heavy computer equipment over 100 miles, and meet cost requirements. The bidder with the highest combined requirements and cost score will be the apparent winning bidder. The contract involves an equipment move from a data center in Columbus, Ohio to a location in Sterling Forest, New York. The scoring criteria provides detailed point allocations for each requirement, with the cost component accounting for 30% of the total score.

SCORING CRITERIA
Requirements Score. The scale below (0-5) will be used to rate each quote on the requirements listed in the Statement of Work.

The State will score the quotes by multiplying the score received in each category by its assigned weight and adding all categories together for the Bidder’s requirements score. Representative numerical values are defined as follows:
DOES NOT MEET (0 pts.): Quote does not comply substantially with requirements or is not provided.
WEAK (1 pt.): Quote was poor related to meeting the objectives.
WEAK TO MEETS (2 pts.): Quote indicates the objectives will not be completely met or at a level that will be below average.
MEETS (3 pts.): Quote generally meets the objectives (or expectations).
MEETS TO STRONG (4 pts.): Quote indicates the objectives will be exceeded.
STRONG (5 pts.): Quote significantly exceeds objectives (or expectations) in ways that provide tangible benefits or meets objectives (or expectations) and contains at least one enhancing feature that provides significant benefits.
Cost Score. The State will calculate the Bidder’s cost score after the Bidder’s requirements score is determined, using the following method:
Cost score = (lowest Bidder’s proposed cost / Bidder’s proposed cost) x Total Points Available for cost indicated in the Computer Equipment Move from Datacenter to Datacenter Quote Evaluation table below. In this method, the lowest cost proposed will receive the Total Points Available for cost.
The number of points assigned to the cost will be prorated, with the lowest accepted quote’s cost given the Total Available Points possible for this criterion. Other accepted quotes will be scored as the ratio of the lowest cost to the quote being scored, multiplied by the Total Available Points possible for this criterion.
An example for calculating the cost score (where the Total Available Points for cost is 60):
Bidder X has proposed a cost of $100.00, Bidder Y has proposed a cost of $110.00, and Bidder Z has proposed a cost of $120.00. Bidder X, having the lowest cost, would get the Total Available Points of
60. Bidder Y’s cost points would be calculated as $100.00 (Bidder X’s cost) divided by $110.00 (Bidder Y’s cost), or 0.909 times 60, for a total of 54.5 points. Bidder Z’s cost points would be calculated as $100.00 (Bidder X’s cost) divided by $120.00 (Bidder Z’s cost), or 0.833 times 60, for a total of 50 points.
Final Evaluation. The Bidder with the highest score (requirements score + cost score) will be the apparent winning Bidder.
